Meeting called to order by President Protem Shaffer.
Those answering roll call were Ma~r ~iddleton,President Protem Shaffer,Coulcllmen
Sembler,Ellingsen and Dahlstrom,Attorney Walker present,and President Sweatt absent at start
of meeting.
Hegular meeting of September 10th and special meeting of September 19th.were approved
am read.
better from The Sebastian Baptist Church commending Ur Redfern's work was read to
the ~Layor and City Council by the ~lerk.
Mayor ~iddleton reported that ~J~ A.P.Baughman is handle~ng thr Siren and notify him
as soon as he receives it.
Councilman Sllingsen reported the Superntendent of the Schools as state~ng that the
Sebastian School would be repaired,councilman ~llingsen represented the City of Sebastian
on Oommittee at school board meeting at Yero Beach.
Councilman Sembler reported,the 48 feet of sidewalk repaird cost the City $50.1~.
and also reported the Gravely Mower was in such condition that a new one should be purchased
as the old one was costing to much for repairs.
Le Roy Hennessey of Longwood Florida offered the City a new Gravely for~410.00
less t. he allowance of $?5.00 for ~he old Gravely a cost of $ 335.00 delivered.
Councilman Ellingsen moved that Councilman be authorized to purchase tractor which
was seconded by Councilman Dahlstrom.Carried.
Th~ Clerk was authorized to purchase and aerial map of the ~ity of Sebastian from
Treasure of the United States at cost of $4.95 on motion by Councilman Sembler which was
seconded by Councilman Elllngsen.~arried.
~llls to the amount of ~595.26 approved by the finance Committee were ordered paid
on motion by Councilman Ellingsen!a~d'.~se~onded by Councilman Dahlstrom.Carried.
President Sweatt arriving late took his place at the Council table.
~ Building permit request present for Hobson Park was passed on on motion bt Councilman
~llisgsen and seconded by Councilman Sembler.Carried.

~ Elliott of the Elliott Sign Company asked for permit to place 8x~0 sign of Rodney
Kroegel property on U.S.1 .there being no Ordinance governing signs Mr Elliott was granted
said permission.
The Oity Attorney was requested by the City Council to work up an Ordinance governing
the placeing of signs within the City Limits.
'~'he Chair requested this meeting be adjourned in order to take care of all names to be
removed from the Election roll.
It was moved by Councilman Ellingsen and seconded by Councilman Sembler this meeting
adjourned, ca,tied.

Whereas,the City Council of the City of Sebastian,duly assembled in regular session,ha
examined the list of registered voters of said ~ity and has determined and does hereby
determine and order that the names of the following persons registered as voters on said list

2. ~e solut ion
Whereas, as provided by the Charter and Ordinance of the City of Sebastian,~'lorida
a general election will be held in said uity on the 10th da~ of December.1951,for the
purpose of Slecting a ~Mayor and two (2) me~bers of the City Council to serve for the
two (~) years next thereafter; and,
Whereas,petitions for the nomination of candidates have been filed with this Git
Council and have been condidered and have been found in proper form and of proper
as provided by law whereby the following persons have been nominated as candidates at
election as follows:

For members of the Council:

Therefor,
~E 1T RESOLVED, that the City Clerk of this Oity is herewith instructed to
cause to be prepared the necessary ballotsvfor the holding of such election and to have
printed thereon the names of the above designated persons as candidates for the respec-
tive offices for which they have been nominated.
BE IT FU~HER RESOLVED, that the uity Hall of the City of Sebastian,~'lorida,ls
herewith designated as the polling place for the holding of such election and that the
polls will be open on such election day f~om ?:00 A.M. until ~:00~.M.

accept Mr 'Daley's bid of $26~.00 for the audit of the City of Sebastian's books for the

Nominations were closed on motion by ~ouncilman Ellingsen and seconded by Councilman Sembler
~ouncilman Sweatt retained his chair by unanim, ouse vote.
Councilman Dahlstrom was nominated for Protem on motion by Councilman Sembler which was
seconded byCouncilman Ellingsen,Nomlna~ions were colsed o~ ~'Jotion by ~ouncilman Sembler and
seconded by Councilman ~llingsen.Councilman Dahlstrom nominated unanimousely as protem.
Counc~ilman Sembler moved that the Oouncil postpone reorganization of forces until a
future meeting,said motion wa's sec onde~ by ~ouD. c ilman Ellingsen.C~rried.
Notion by ~ouncilman Sembler to appoint ~.~'.Blomquist as acting police until further
action of reorganizing forces at future meetimg,said motion seconded by ~ou~cilman ~llingsen
and carried.
Three building permit applications presented by ~r ~enchof,~aptlst church ~nd ~rchio Smith
were npproved on r~otion by Cou~:cilr~an Slllngsen and seconded ~y ~ouncilman Sembler nnd uarried.
Councilman Se~bler introduced au ordinanceregulating the ~r~ction,construction and
maintainance in the City of Sebastian,~lorida of advertising signs and billboards; defining
billboards;imposing a license tax o~ the erectlon,constructio~ '~d ~nint~Li.n~cc of billbo~rd~
in said City;fixing the amount th~-~reof;provtding the manner of issuing such licenses and
prescribing penalties for violations thereof, and moved its adoption.
Upon motion ~de by Councilman ScraWler and seconded ~y Council~n Ellingsen and unanimouse
ly carried,said Ordinance was read the first time in full.
Upon motion by Council~Gn Sembler and seconded ~y Councilman ~lllngsen and unanimousely
carried,said 0rdin~nce was read the second time by title only;there being no ~mendmentsoffered
upon motion made by Councilman Sembler seconded hy Councilman Ellingsen said Ordinance was read
~he third time by title only and placed upon. its final passage.The roll being called upon the
'inal passage of said Ordinance the result was as follows:
Ayes: Councilman Sweatt,Sembler,Elllngsen,Dahlstrom and Nash.
Nays: Conncilman None.
Thereupon said Ordinance having received an affirmative vote of htree-flfths of all
members of the Council was declared duly adopted and upon being presented to the $~ayor and
an d having received his approval was numbered as Chapter 129 of the Ordinances of sal~ City
and was thereupon duly posted at the door of the City Hall of the City of Sebastian in accor-
dance with the provisions of Section 85 of Chapter 16683 of the laws of Florida,being the
charter of said City.
It was moved by Councilman Sembler and seconded by Councilman Ellingsen that all persoms
should be notified at the proper time and a specified time giveh to correct sa~e when Police
Officer reported to the City Clerk.Carried.
It was moved by Councilman Sembler and eeconded by Councilman Dahlstrom that the Clerk
be orthorlzed to issue a permit to move City Ice and ~el Storage building from its present
location to Paul Stevenson's property. Carried.

Unfinished business el~ the Fire DePartment was Saken up and it was ,moved by Councilman
Nash that the City cancel the debt of $500.00 which the Volunteer Firemen agreed to pay on
the 2~ire Truck,said motion was seconded by Councilman Sembler and the Clerk was instructed
to notify Firemen by letter. Carried.
Two applications for the position of City Clerk were read and E.C.Peterson was appoint-
ed to said position on motion by CounciLman Ellingsen and seconded by Councilman ~'ahlstrom.

The City Council ordered bill of seven dollars and fi~y cents paid to Indian River
Citrus Bank for the printing of 1000 checks.on motion by Councilman Sambler and seconded by
Councilman Nash. carrie d.
one application for the position of Chief of Police was read and on motion by Councilman
Ellingsen which was seconded by Councilman Sembler G.W.Adams was appointed to said position.
