Present were Mayor Robme, President Sembler and Councilmen Finnegan, Nash, ~xter and Breh~er. ~lerk read a letter from Mr. Homan Strickland requesting the City to abandon an easement between lots I and 2, Block 59 of the Sebastian Highlands Subdivision, also requested the City to draw up a resolution to the effect that in any future abandonment of easements on the HigBlands property would not have to be submitted to the Council. Councilman ~xter made a motion the City sbandon said easement on lots I and 2, block 59 and to instuct the City attorney to draw up a resolution in reference to this abandorn~ent. This motion was seconded by Councilman ~ash and carried. Councilman Bre~nuer reported he had had a request for the placement of a ~reet light to be located on a pole immediately north of the Youth Center. Councilman Nash made a motion the City place a light at the said location. The motion died for the lack of a second. Mayor Ro~n~e recommended to the Council that the appointment of a North Indian River ~ounty Civil Defense Director be postponed until after the city ~lection to ~ held on December 12, 1960. After much discussion, Councilman Firn~egan made a motion that ~ouncilman Baxter be appointed as the North Ind an Hirer County Civil Defense director, to serve at the pleasure of the Council. Second by Councilman Brehmer and carried. Mr. L. F. Chesser met with the Council to ~quest the use of the model home belor~ing to Toney Homes, Inc. as an office building. Council agreed to Mr. Chesser's request providing the building Qame up to specifications as required by the building inspector, and that the building be used only for commercial purposes. Mr. Adolph ~llingsen petitioned the Oouncil to take action on quieting a Quit Claim Deed issued to Lenora and Mildred Park by the City of Sebastian. This Quit ~laime any right, title or interest that the City may have on the north ~0 ft. of lot l, block 1. W. A. Martin Subdivision. Councilman Finnegan suggested that Mr. Ellingsen get a letter from the abstract company stating that the City had harmed the parties involved, namely ~[rl.F.J. Hunter, and to have a copy of the letter sent to the City attorney and one copy to the City Hall in Seba~tian. City clerk was'instructed to contact Mr. E. L. Parker in reference to either reconstructing or removing the sigu~ advertising Pine Lake Estates. Councilman Baxter reported that the electric pump to be used in the cemetery is ready to l~e hooked up. ~ouncilman ~xter requested the Council to purchase shell for the road in the old portion of the cemetery. Council agreed. Councilman Baxter reported that the price of a ~falkie-talkie radio would be ~682.00, and that the ctiy would t~ required to pay only half of this amount. Civil Defense would also pay half. Councilman Baxter stated that the Chamber of ~ommerce of Veto Beach had volunteered assistance in obtaining scallop industries in this section. Oouncilman Baxter reported he had had a complaint of a strip of metal being used in the driveway of Mr. Paul Brehmer and requested the Council,s opinion on this matter. City Clerk read a letter from Mr. Ensley to the Mayor in reference to drainage canals from the St. John's Eiver being dumped into the Indian River. Councilman Baxter made a motion to adjourn, second by Councilman 5~esident of Council
