SEBASTIAN CITY COUNCIL
~PECIAL MEETING
TUESDAY, OCTOBER 27, 1987 - ~ P.M.

Mayor Harris called the meeting to order at 2:10 P.M.

Councilman Vallone (excused)
3. NEW BUSINESS
A. Interview with C.E. Block Architect ~ Police Facility
Mayor Harris stated that it would take unanimous vote for any
action because of the absence of two Council members.
Councilman Metcalf said Council did not follow State Statutes
when selecting architectural firms for negotiations. He said
the top three firms should have been invited for interview.
Mayor Harris disagreed with Councilman Metcalf. He said the
procedure to choose the top five and interview the first
choice has been used by the City in the past and by Veto
Beach and Indian River County.
Charles Block, C.E. Block Architects, gave a brief
description of his firm and work they have done.
He said they have done most of their work in Indian River
County.
Mayor Harris said the City is looking for a three phase
project as follows:
1) needs survey
2) location survey
3) facility design
Mayor Harris said he leaned toward C.E. Block because of the
diversity of their work. i.e., large, small and new projects
and renovations.
Attorney Palmer said there could be problems if more than one
firm was invited for interview and negotiations were
conducted during interviews. He said he had contacted Vero
Beach and Indian River County and had been told it is their
practice to proceed as Sebastian has done.
Vice Mayor Roth said other bidders were not informed of the
three phases.
Councilman Metcalf agreed with Vice Mayor Roth.
Mayor Harris requested that "Selection of Committee to
Negotiate with C.E. Block" be placed on the November 4, 1987
agenda. He also requested that Councilmen Vallone and
McCarthy be informed by the Clerk's office to contact
C.E. Block before the November 4, 1987, meeting.
Councilman Metcalf requested that his letter regarding this
matter be entered into the record.
Attorney Palmer said he would contact the board attorney to
double check if the proper procedure was followed.
Mayor Harris adjourned the meeting at 3:02 P.M.
Minutes were approved at the November 18, 1987
meeting.

It is respectfulIy requested that the action taken 'in the Special Council
Meeting of October i4,i987 'be rescinded.
This Counciiman cannot agree to' violate Florida .Statute 287.055, specifically
paragraph 3Pubiic Announcement'and Qualification Procedures'and paragraph
Competitive SeIeCtion, sub-paragraph a and b.
It is evident that Public Notice was not' given 'in the matter off preparation
of the City base maps. In the ease of proposals' from:arehitects,, no discussions
were held with the 21 firms submitting proposals, which proposals were at an
expense to the firms.
We should cancel the negotiation meeti'ngs :set' for October 28,1987, reschedule
the evaluation meeting after fui1 discussion by the Council, se16ct a minimum
of three firms most qualified, hoid'open discussion with those 3 firms and then
begin negotiations with the most highiy quaiified.
If this corrective action is taken the best interests.of both the architectural
firms and the citizens (.taxpayers) wi~ll be pro~ected.
