The informal open forum provides an opportunity for members of the public to make presentations
to the City Council on timely (having occurred within the last six months) issues appropriate to
the City. Presentations offive minutes will be allowed, however, the time may be extended to ten
minutes by a majority vote of City Council, if time allows. Personal attacks on staff or Council
will not be allowed. Sign-up sheets will be available prior to the meeting and sign-up will be
required. City Council will not take action on any matter at the forum.

Mayor Barnes called the meeting to order at 7:00 p.m.
The Pledge of Allegiance was recited.

Bob Ashcroft, 785 George Street, Sebastian, discussed concerns relative to Wave Street and George
Street.
James Dohcrty, 917 Carnation Drive, Sebastian, said he had worked out a request for a street light
and expressed concern about the need for protection from cars speeding on Carnation.
Harry ?, 949 Carnation Drive, Sebastian, discussed a drainage problem behind his house, noting he
had discussed it with the City Manager this year; and questioned houses being used for businesses.
Mayor Barnes explained home occupational license procedures, advised him to contact Code
Enforcement, and said the City is responsible for drainage.
Sallie Kinnard declined when called upon.
Sal Neglia, 461 Georgia Boulevard, Sebastian, asked who writes ordinances for the City; asked what
was holding up the mulching ordinance; suggested cards be given to people to place in their vehicles
when they rent thc Yacht Club; and asked what would happen to the old Chamber building once they
have moved. The City Manager responded that all ordinances will be directed to the City Attorney
from now on, and said he would talk to the Chamber president about Keep Indian River County
Beautiful using the old building.
Ken Wright, 838 George Street, Sebastian, discussed his concerns about George Street traffic. The
City Manager discussed the possibility of using bumps in the road to slow traffic and that he would
have the City Attorney and City Engineer review their use.
Sharon Mathis, 146 Pelican Island Place, Sebastian, asked why the City had never finished putting
street lights on Englar and said they were badly needed in certain areas. The City Manager said FPL
had installed them in groupings where houses were located and said the City needed to look at
installing lights along street paths.
Esther Elam, 431 Ponoka Street, Sebastian, asked the purpose and suggested alternatives to
imposing a moratorium in the Riverfront District.

Ina Giniso, 266 Periwinkle Drive, Sebastian, urged Council not to let the Riverfront Plan sit on a
shelf; and thanked Council for the Police Department's efforts to solve Skyline Drive traffic
problems.

Howard A. Geiger, 1026 Schumann Drive, discussed Schumann Drive traffic and speeding problems,
and required why the road that was to have been built in 1983 to take traffic off Schumann was never
done.
Harry Thomas, 654 Balboa Street, Sebastian, discussed several issues as follows: 1) making pot hole
repair charts public; 2) collapsing roads; 3) urging City and local support to urge FDOT not to six
lane U.S. 1; and 4) suggestion that Community Coach buses utilize advertising as is done in Orlando
to support the service; and 5) concern about how Council on Aging money is funneled into the
service.
Tut Connelly, 149 Kildare Drive, Sebastian, read and submitted his written presentation (see
attached).
Louise Kautenburg, 973 Oswego Avenue, Sebastian, discussed several issues as follows: 1) objected
to limiting parking time on Riverfi.ont; 2) objecte~t to not allowing businesses to use public parking;
3) suggested Council take another look at shared parking; 4) objected to adding new parks and not
maintaining existing parks; 5) suggested painting the "green building" at Barber Street Sports
Complex (BSSC); 6) eoneem for parking at BSSC football field; 7) opposed building houses
adjacent to the airport; and 8) advised Council act on plans it receives.
Rodney Hicks declined when called upon.
Mayor Barnes said he had received a call fi.om a resident regarding the need to establish weight limits
for City streets to protect them from damage.
TAPE II - SIDE I (8:30 p.m.)
Edra Young, 1151 Clearmont Street, Sebastian, suggested that before bumps are put on roads,
people with osteoporosis be considered.
Howard Geiger addressed Council on Schumann Drive potholes.
Tut CoImelly reminded Council that people had previously requested load limits on streets.

Wish List Speech 3, October 29, 199,7
1. (Tn sept. 3 Mr. frame spoke, sorta excitedly, about forming
six citizen advisory groups to help with the drainage/paving
problems. The chairperson of each group would serve on a
single separate committee, a master committee if you will,
who would look at the entire city. Now, I can understand
that Mr. Brennan may be against this plan but that is
another matter. It is a mistake to put this off. These groups
should be familiarizing themselves side by side with Mr.
Brennan and anyone else who will be a major player. That
way we will not "miss a beat" when we go into action.
2. Before anymore major construction takes place at the yacht
club there are many residents who would like to see an
outdoor toilet built or outside access to the indoor toilet.
Consideration should also be given to the erection of a
facility at the Main St. Boat ramp. After the Cavcor gram is
consumed there is quite possibly future grant money for
both projects.
3. Just a friendly reminder. In the very near future Xmas lights
will be going up on street light poles all over America. I
can't help but wonder if this will be happening in Sebastian.
4. The Florida State Department of Transportation has an
oversee group known as the Florida Transportation
Commission. it is composed of nine commissioners who are
appointed by the Governor. One of their primary functions
is to assess the performance of the Department, monitor
financial status, reviews the work program, budget requests
and the long-range plan.
As a continuation of just one more horror stow wrought in
Florida by developers we are finally undertaking the most
expensive, the most critical and most challenging endeavors
of our short existence. We are embarking on that journey
which will lift us out of the muck, or perhaps you would
rather say, "drain this swamp and leave us high and dry."
We are starting this project with a completely new group of
managers who bring little to suggest that they know exactly
what they are doing. They are led by a person who continues
to demonstrate a forgetfulness of keeping records, following
through on projects, informing we the people and just plain
not doing the job for which we remunerate him over $70,000
per year.
it is my strong wish that you form such a group as the
Transportation Commission to oversee the Public Works
Department. I have passed to you two opportunities. One,
the address where you can get the incidentals to help you
form such a committee and, two, a positive help to insure
that our money is wisely and well spent.
If you will recall, at the last citizen workshop, some three
months ago, it was requested that a citizen wish list log be
created and maintained. You. were even given a suggested
form to use. it was a "no brainer." Also recall that this
would make it easier to track our work and help Mr. Frame
to do his job better, i ask you, three months later, what's the
problem? I would have had this operational in less than one
week.
It was also suggested at the last workshop that a similar type
log be set-up by Mr. Frame to handle phone calls and
complaints. It is probably too much to ask for this far from
his job appraisal time.
Finally, I wish that near the beginning of each citizen
workshop meeting the public be brought up-to-date on the
contents of the wish log, what has been done since the last
meeting and a brief look at the future of the remaining
projects.
