MEETING CALLED TO ORDER AT 7:00 P.M. BY MAYOR ZIMMER.
PRESENT: VICE MAYOR CRAGG, COUNCILMEN HOOSE, YATES, AND MAYOR ZIMMER, AND COUNCILMAN FLOOD. (LATE)
MAYOR ZIMMER BROUGHT TO THE COUNCIL'S ATTENTION THE FACT THAT THE LETTER FROM GENERAL DEVELOPMENT
CORPORATION DATED SEPTEMBER 21 REFERRED ONLY TO THE DRAINAGE REPAIR PROGRAM IN UNIT #l AND THAT BEFORE
THE PLAN ~AS ACCEPTED, HE HAD REQUESTED IN ~RITING THE SAME TYPE AGREEMENT ON UNIT ~2. GDC'S LETTER
OF OCTOBER 25 STATES THAT UNIT #2 IS UNDER STUDY AND AS SOON AS THIS IS COMPLETED, THEY WILL SUBMIT
THE PLANS FOR APPROVAL, THE SAME AS THEY HAD DONE FOR LINIT #l.
MOTION BY COUNCILMAN YATES THAT REQLJEST FOR CHANGE OF ZONING ON THAT PORTION OF LONGO PROPERTY ~ITHIN
CITY LIMITS (FORMERLY KNOWN AS SEBASTIAN GROVES ESTATES) 8E TURNED OVER TO THE CHAIRMAN OF PLANNING
AND ZONING COMMITTEE. REQUEST IS FOR C-2 FROM R-2 MULTIPLE. SECONDED 8Y COUNCILMAN HOOSE. CARRIED.
VICE ~qAYOR CRAG~ SUGGESTED THAT THE COUNCIL WRITE A LETTER OF APPRECIATION TO 20B JENNINGS, INDIAN
RIVER COUNTY ~OARD OF HEALTH, FOR HIS COOPERATION IN PERMITTING THE INSTALLATION OF FOOTERS BEFORE
BUILDER SECURES SEPTIC TANK PERMIT. MAYOR ZIMMER WILL CONTACT MR. JENNINGS TO APPEAR AT OUR WORKSHOP
MEETING TO DISCUSS THIS PROCEDURE IN DETAIL.
MOTION BY VICE MAYOR CRAGG TO PLACE ON DECEMBER BALLOT PROPOSED AMENDMENT TO CITY CHARTER FOR
INCREASING TIME OF AIRPORT LEASES FROM 2B YEARS TO 40 YEARS. SECONDED 8Y COUNCILMAN YATES.
ROLL CALL VOTES - AYES ~ VICE MAYOR CRAGG, COUNCILMEN HOOSE, FLOOD, AND Y'ATES, AND MAYOR ZIMMER.
NAYS - NONE.

MOTION BY VICE MAYOR CRAGG, SECONDED BY COUNCILMAN HOOSE, AUTHORIZING THE CHANGE IN CHARTER, PERTAINING
TO ANNEXATION, TO COMPLY ~ITH STATE STATUTE 171.4 THRU .17, TO HAVE THIS CHANGE ON THE DECEMBER BALLOT.
THIS WILL BE CONTINGENT ON AGREEMENT ~ITH THE CITY ATTORNEY. CARRIED.

DEVELOPMENT CORPORATION ON PARCEL E, BLOCK 409, 350 MANLEY AVENUE, 8E TURNED OVER TO VARIANCE
COMMITTEE FOR THEIR CONSIDERATION. CARRIED.
MOTION BY COUNCILMAN FLOOD, SECONDED BY COUNCILMAN YATES, THAT THE NAMES OF THOSE RECOMMENDED TO THE
VARIANCE BOARD AND PLANNING & ZONING COMMISSION 8E PRESENTED TO THE COUNCIL AT THE ~ORKSHOP MEETINGS AND
THAT INDIVIDUALS ~E REQUESTED TO APPEAR. CARRIED.
MOTION 8Y COUNCILMAN YATES, SECONDED BY COUNCILMAN HOOSE~ THAT RESIGNATION OF MR. LARRY HALL AS CHAIRMAN
OF THE VARIANCE BOARD BE ACCEPTED WITH REGRET. CARRIED.
MOTION BY COUNCILMAN FLOOD, SECONDED 8Y COUNCILMAN HOOSE, THAT RESIGNATION OF VICE MAYOR CRAGG BE ACCEPTED
SO HE ~ILL BE ELIGIBLE TO RUN FOR MAYOR ON THE DECEMBER BALLOT. CARRIED.
MOTION BY COUNCILMAN FLOOD, SECONDED BY COUNCILMAN YATES, TO CONFIRM ?AYOR ZIMMER'S APPOINTMENT OF
MR. ~. EUGENE CRAGG TO THE FINANCE COMMITTEE EFFECTIVE THIS DATE. CARRIED.
MAYOR ZIMiqER ASKED FOR NOMINATIONS TO FILL MR. CRAGG'S SEAT ON THE COUNCIL FOR THE ONE AND ONE-HALF
MEETINGS REMAINING BEFORE THE DECEMBER ELECTION. COUNCILMAN YATES SUGGESTED MR. U. C. JOHNSON. SINCE NO
