WORKSHOP ITEMS 95.098 A. Cravert Thompsoll Presentation - Storm Drainage and Flood Control John HilL, Vice President, Craven Thompson & Associates, Inc., gave a brief history on the development of Sebastian Highlands and presented a report on the proposed stormwater management program, exhibiting the contents of a handout (see attached). Mr. Hill also introduced his associate David Phillips, and Rod Reed of Masteller & Moler. Following Mr. Hill's presentation, it was the consensus of City Council to concur with his first two recommendations at this time as follows: Formally state that the City of Sebastian will plan and implement a Stormwater Management System that, on a best efforts basis, meets current and future treatment and discharge limitations, as well as appropriate public safety standards. Request the assistance of the St. John's River Water Management District in planning, acquisition, development, and maintenance of a large, multi-function tract that will serve as a stormwater retention basin; an environmental preservation, restoration, and learning area; and a recreation, canoeing, boating and fishing area. The City Manager said he would work with Mr. Hill to develop a cost estimate, report back to City Council as soon as possible for further direction. Mr. Hill said he would come back to City Council for a workshop sometime in January with updates. 7:07 p.m. Approved at the Meeting. Nancy Diamond, 437 Seagrass Avenue, Sebastian, President Little League, said she was deeply insulted by the Mayor's remarks in the press regarding the Barber Street Sports Complex bid, stated the Mayor had said he would have Mr. Halloran act as representative to the sports association and they had as yet heard nothing, and urged Council to reconsider the bid. Tom Collum, 437 Seagrass Avenue, Sebastian, Little League, discussed the Barber Street Sports Complex bid stating the quote the Mayor had was for a 4 inch deep sidewalk and urged Council to reconsider. Herbert Storm, 549 Saunders Street, Sebastian, discussed drainage concerns and enforcement of drainage codes. Harry Thomas, 654 Balboa Street, Sebastian, expressed concerns for actions of the Mayor; inquired about plans for golf course cartpaths; and discussed the Barber Street Sports Complex bid and urged Council to reconsider. John Kanfoush, 1437 Seahouse Street, Sebastian, Handicapped Self- Evaluation Committee member, said he was very disappointed about Council action on the Barber Street Sports Complex bid and requested Council to reconsider. Vice Mayor Corum called recess at 8:10 p.m. and reconvened the meeting at 8:18 p.m. All members present at roll call were present. John Hadaway, 1671 U.S. 1, Sebastian, recommended that when a Director of Community Development is hired Council consider someone who will keep the commercial corridors clean; and discussed the Barber Street Sports Complex bid and urged Council to reconsider. 14. Vice Mayor Carolyn Corunl Vice Mayor Corum said she had been informed that the Barber Street Sports Complex bid which was rejected last week could possibly be reconsidered if the contractor was not notified in writing. The City Attorney advised that if the contractor had not been notified in the bid period the Council could reconsider, He said he'd been informed that the Clerk had not notified the bidder that they had been rejected at this time, but perhaps another staff member had. He went on to say that to be reconsidered there would have to be a motion for reconsideration made by a member who voted with the prevailing side and that the bid would have to be valid. Following Council discussion on whether formal notification was given, the City Manager said staff could have a new bid to newspapers by early next week and receive bids prior to Thanksgiving. Al Zukowski, Little League, said registration begins December 2, practice is in January and play starts in February and expressed concern for children being in the vicinity while construction is going on. He said he talked to the contractor who gave the lower price to the Mayor and was told that the price did not include prep work. TAPE II - SiDE I (8:40 p.m.) Vice Mayor Corum again requested a motion for one of the majority voting members to reconsider the bid to determine if it was valid and if not, to renegotiate with the low bidder. No motion was made. Mr. Halloran and Mrs. Damp requested the City Manager to proceed with the rebid expediently. 11 Regular City Council Meeting November 1, 1995 Page Twelve Vice Mayor Corum recommended establishment of a Park and Recreation Committee. The City Manager disagreed with the concept, noting this was a function of the City Manager, and recommended that the Vice Mayor seek City Attorney advice. Vice Mayor Corum said the $100,000 for windows had gone back into the general fund and used for other purposes and recommended that the window frames be painted. C. Mrs. Louise Cartwright Mrs. Cartwright questioned the Mayor's authority to appoint a representative from City Council to the Sports Association. Vice Mayor Corem recognized Rick Sweeney, 685 Helicon Terrace, Sebastian, Soccer Association, who stated the Mayor did not say he would appoint someone but that he would talk to City Council to appoint. He said the Mayor also expressed at that time that City Council and the City Manager were the problem and why they get nothing done and it was about time he took the reins. Mrs. Cartwright stated the importance of completing the Barber Street Sports Complex project and said that the proposed golf cartpath project was neither an approved nor funded item. D.
