GASS, COUNCILMAN RICHARD VOTAPKA, COUNCILMAN FRANK OBERBECK, COUNCILWOMAN FLORENCE PHELAN, CITY ATTORNEY DANIEL KILBRIDE, JR., AND MAYOR PAT FLOOD, JR. MAYOR FLOOD REQUESTED PERMISSION OF THE COUNCIL TO BRING TO THE FLOOR A SHORT DISCUSSION REGARDING THE BID ON THE COLLIER CREEK DAM. MOTION BY COUNCILMAN VOTAPKA, SECONDED BY COUNCILMAN OBERBECK, TO BRING TO THE FLOOR SETTING A DATE FOR A BID OPENING ON THE COLLIER CREEK DAM. CARRIED. MOTION BY COUNCILMAN OBERBECK, SECONDED BY VICE MAYOR GASS, TO SET THE BID OPENING ON THE COLLIER CREEK DAM AT A SPECIAL MEETING TO BE HELD AT 5:00 P.M. IN CITY HALL ON MONDA'Y~" NOVEMBER 23, 1981. CARRIED. MAYOR FLOOD REQUESTED THAT THE CITY CLERK READ THE NOTICE OF BID FOR THE CHAIN LINK FENCE FOR THE SEBASTIAN MUNICIPAL AIRPORT. THE CITY CLERK READ THE NOTICE OF BID AS IT APPEARED IN THE VERO BEACH PRESS JOURNAL, OCTOBER 18 AND 20 FOR THE INSTALLATION OF A SIX ~') HIGH CHAIN LIN K FENCE FOR THE SEBASTIAN MUNICIPAL AIRPORT. ATTORNEY KILBRIDE STATED THAT THE CLERK HAD RECEIVED TWO BIDS FOR THE CHAIN LINK FENCE, THE BIDS ARE AS FOLLOWS: #1.. U. THOMAS KOCH OF VERO BEACH, FLORIDA 2000 LINEAR FEET FENCE, ~P~I~~ #2. BREVARD FENCE, DON MILLER OF MER.gITU ISLAND/ APPROXIMATELY 2000 LINEAR~ ~T I¥STALLED I 155.25 PER MOTION BY COUNCILMAN VOTAPKA, S~=~'ND~ BY--~ICE M-~YOR GASS, $12,490.00 $10,500.00 TO PRESENT THE AWARDS COMMITTEE WITH THE BIDS AND REPORT BACK TO THE COUNCIL AT THE REGULAR COUNCIL MEETING, MONDAY, NOVEMBER 9, 1981. ~ ~M CARRIED. GASS, COUNCILMAN FRANK OBERBECK, COUNCILMAN RICHARD VOTAPKA, COUNCILWOMAN FLORENCE PHELAN, CITY ATTORNEY DANIEL KILBRIDE, JR. AND MAYOR PAT FLOOD, JR. SEVERAL PEOPLE SPOKE REGARDING SPECIFIC ITEMS. AFTER A LENGTHY DISCUSSION ON THE 'PROPOSED BUDGET FOR THE FISCAL YEAR 1981-82 THE FOLLOWING STEPS WERE TAKEN. ~OTtON B~ COUNCIL~N OBERBECK, SECONDED BY VICE MAYOR GASS, TO ACCEPT THE BUDGET AS PRESENTED ATTORNEY KILBRIDE READ A RESOLUTION ADOPTING THE ANNUAL BUDGET OF THE CITY OF SEBASTIAN, FLORIDA, FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1981 AND ENDING SEPTEMBER 30, 1982; APPROPRIATING FUNDS FOR THE EFFICIENT AND EFFECTIVE OPERATION OF THE GOVERNMENT OF THE CITY OF SEBASTIANAND ALL ITS DEPARTMENTS FOR THE FISCAL YEAR ENDING SEPTEMBER 30, 1982; SUCH APPROPRIATIONS BEING FROM ANTICIPATED REVENUE; PROVIDING A MEANS TO AMEND THE SAID ANNUAL BUDGET SO AS TO CARRY FORWARD THE FUNDING OF PURCHASE ORDERS, WORK ORDERS, AND GRANTS OUT- STANDING AS OF SEPTEMBER 20, 1981; PROVIDING A MEANS TO AMEND THE SAID ANNUAL BUDGET TO REFLECT GRANTS RECEIVED AFTER SEPTEMBER 30, 1981; AND AUTHORIZING THE TRANSFER OF FUNDS HEREIN APPROPRI3ATED SO LONG AS THE TOTAL COMBINED APPROPRIATIONS SHALL NOT BE INCREASED THEREBY; PROVIDING AN EFFECTIVE DATE. CARRIED, MOTION BY COUNCILMAN OBERBECK, SECONDED BY VICE MAYOR GASS, TO ESTABLISH A MILLAGE FOR THE CITY OF SEBASTIAN, FLORIDA, LEVY AT 6.06~65 PER EACH $1,000.00 FOR THE YEAR 1981-1982. PUBLI'C HEARING - NOVEMBER 4, 1981 ROLL CALL VOTE: AYES: NAYS: VICE MAYOR GASS COUNCILMAN OBERBECK COUNCILMAN VOTAPKA MAYOR FLOOD COUNCILWOMAN PHELAN NO REASON GIVEN FOR NAY VOTE. CARRIED. ATTORNEY KILBRIDE READ A RESOLUTION PROVIDING FOR THE LEVY OF AD VALOREM TAXES IN THE CITY OF SEBASTIAN, FLORIDA, FOR THE CALENDAR YEAR 1981. ROLL CALL VOTE: AYES: NAYS: VICE MAYOR GASS COUNCILMAN OBERBECK COUNCILMAN VOTAPKA MAYOR FLOOD COUNCILWOMAN PHELAN NO REASON GIVE FOR NAY VOTE. CARRIED. MAYOR FLOOD CLOSED THE PUBLIC HEARING ON THE CITY OF SEBASTIAN BUDGET AT 9:26 P.M. AFTER A LENGTHY DISCUSSION AND RENEW O~F THE B~D~T VICE MAYOR GASS RECOMMENDED THAT THE COUNCIL VOTE ON THE SEBASTIAN MUNICIPA~ GOLF CO~/R/SE BUDGET FOR THE YEAR 1981-1982.
