KUNZ RECOMMENDED THAT THE MAYOR EDUCATE THE PEOPLE OF SEBASTIAN ON THE NEED FOR THE $1 MILLION LOAN INSTEAD OF JUST GOING AHEAD WITH IT. ATTORNEY PALMER SAID THIS WAS A VERY THOROUGH, HIGHLY DOCUMENTED PRESENTATION FOR A RATE INCREASE BY GENERAL DEVELOPMENT UTILITIES. COUNCILMAN RONDEAU SAID THAT GDC HAD A SCHEDULE TO SERVICE THE ENTIRE SEBASTIAN HIGHLANDS AND HE HASN'T SEEN THIS BEING DONE. WHEN QUESTIONED BY MAYOR HARRIS, GARY WHITE OF GDC STATED THAT A PERSON CAN PREPAY $350.00 FOR CARRYING COST RECOVERY CHARGE. GARY WHITE SAID GDC WOULD ADVERTISE IN LOCAL NEWSPAPERS THAT THE CARRYING COST RECOVERY CHARGE CAN BE PREPAID. COUNCILMAN MCCARTHY STATED THAT GDC'S PROPOSED RATES ARE IN LINE WITH THOSE IN POMPANO BEACH, FL AND RECOMMENDED APPROVAL. GARY WHITE STATED THAT GENERAL DEVELOPMENT UTILITIES HAS NO AGREEMENT WITH THE LAND SALES BOARD. JIM GALLAGHER STATED THAT THERE WAS AN AGREEMENT ESTABLISHED IN 1984 WITH GREG KISELA OF GDU, TO SERVICE ALL THE HIGHLANDS BY JANUARY 1, 1986. MR. GALLAGHER RECOMMENDED THAT COUNCIL RESEARCH THIS BEFORE APPROVAL. GARY WHITE STATED THAT THERE HAS BEEN NO DENIAL OF SERVICE TO ANY CUSTOMER IN SEBASTIAN HIGHLANDS. MAYOR HARRIS MADE THE TWO GDU RATE INCREASE ORDINANCES AGENDA ITEMS FOR NOVEMBER 12, 1986 AND REQUESTED ATTORNEY PALMER TO RESEARCH MATERIAL ON GDU IN CITY CLERK'S OFFICE. ATTORNEY PALMER STATED THAT HIS PREVIOUS RESEARCH SHOWS ONLY THAT THERE IS A LINE EXTENSION POLICY THAT EXISTS, BUT THE CUSTOMER MUST PAY THE NECESSARY COSTS. COUNCILMAN RONDEAU STATED FOR THE RECORD THAT IF THE AIRPORT iS DEVELOPED ON THE WEST SIDE, JOHN VAN ANTWERP'S BUSINESS SHOULD BE PROTECTED. JOHN VAN ANTWERP STATED THAT THE CONSULTANT MUST JUSTIFY FIGURES. MAYOR HARRIS SAID HE'D LIKE TO SPEAK TO MR. EFFECTS OF LOWERING THE OPERATIONS ON FUNDING. GOFF ABOUT THE JOHN VAN ANTWERP RECOMMENDED USING BOTH SETS OF FIGURES. COUNCILMAN VALLONE STATED FOR THE RECORD THAT THERE WRONG WITH THE AIRSTRIP. IS A LOT MOTION BY COUNCILMAN MCCARTHY, SECONDED BY COUNCILMAN RONDEAU, TO APPROVE GOING TO BID ON THE MOW TRIM FOR PUBLIC WORKS/ENGINEERING. MAYOR HARRIS SAID THIS MONEY WAS IN THE CURRENT BUDGET. AFTER SOME DISCUSSION OF THE BACTERIA FOUND IN THE SEBASTIAN RIVER, ATTORNEY PALMER SAID HE WOULD SEND A LETTER TO MR.
