THE CITY CLERK READ THE NOTICE TO BID FOR THE CLUB HOUSE AT THE SEBASTIAN MUNICIPAL GOLF COURSE AS IT APPEARED IN THE VERO BEACH PRESS JOURNAL, OCTOBER 25 AND NOVEMBER 1, 1981. MAYOR FLOOD ANNOUNCED THAT NO BIDS HAD BEEN RECEIVED FOR THE CLUB HOUSE AND SINCE SOME OF THE LOCAL CONTRACTORS HAVE OFFERED THEIR HELP IN BUILDING THE CLUB HOUSE, HE SUGGESTED THAT THE CITY COUNCIL CONSIDER THE POSSIBILITY OF THE CITY ACTING AS ITS OWN GENERAL CONTRACTOR. COUNCILWOMAN PHELAN SUGGESTED THAT THE CITY SHOULD HAVE IN WRrTING ALL OF THE ~. MQTION BY COUNCILMAN VOTPAKA, SECONDED BY VICE MAYOR GASS, TO MOVE THE DISCUSSION REGARDING MANDATORY GOLF CARTS TO THE FIRST ITEM ON THE AGENDA. CARRIED. MAYOR FLOOD STATED THAT THERE WAS AN ERROR IN THE VERO BEACH PRESS JOURNAL REAGARDING THE MANDATORY USE OF GOLF CARTS AND THAT IT WAS A DECISION TO BE MADE BY THE CITY COUNCIL. AFTER A VERY LENGTHY DISCUSSION REGARDING THE MANDATORY USE OF THE GOLF CARTS, MAYOR FLOOD STATED THAT THE GOLF COURSE COMMITTEE RECOMMENDED TO THE CITY COUNCIL THAT GOLF CARTS SHOULD BE MADE MANDATORY, SATURDAY, SUNDAY, HOLIDAYS AND SPECIAL TOURNAMENTS, BETWEEN THE HOURS OF 7 A.M. AND 2 P.M., MONDAY THROUGH FRIDAY WILL BE AN OPEN OPTION TO THE PLAYER. MAYOR FLOOD STATED THAT THE MONEY MADE FROM THE GOLF CARTS IS NEEDED IN ORDER TO INSURE TAX PAYERS THAT THESE DOLLARS WILL NOT BE PICKED UP ON THEIR AD-VALOREM TAXES. MR. JOHN VAN ANTWERP, CHAIRMAN, GOLF COURSE COMMITTEE, EXPLAINED THAT $65,000.00 HAS BEEN SET ASIDE IN THE FORM OF GOLF CART REVENUE BUT TO INSURE THAT THE GOLF COURSE CAN MAINTAIN ITSELF, MEET ITS DEBT SERVICE AND BE ABLE TO PROVIDE CARE FOR THE GOLFING PUBLIC, THE COMMITTEE FELT IT WAS NECESSARY TO MAKE GOLF CARTS MANDATORY. MAYOR FLOOD STATED THAT A BOARD OF GOVERNORS WILL BE ESTABLISHED WHO WILL SET RULES AND -- REGULATIONS OF THE GOLF COURSE. HE STATED THAT HE CANNOT BELIEVE THAT SO MANY PEOPLE WOULD TURN OUT IN DEFENSE OF THE FEES OF THE GOLF COURSE OR SCREAMING ABOUT THE COST OF A GOLF CART, WHEN THE COUNTY COMMISSION HAD THEIR LAST BUDGET HEARING THERE WERE SEVENTEEN PEOPLE IN THE AUDIENCE AND THAT IS WHERE OUR DOLLARS WENT AND NOBODY WENT TO DEFEND THEIR POSITION ON THE TAX BASE AND HE FINDS IT VERY HARD TO UNDERSTAND. MR. JOHN VAN ANTWERP, CHAIRMAN, GOLF COURSE COMMITTEE, REPORTED THAT THE COMMITTEE WAS IN FAVOR OF THE SPLIT RAIL FENCE. MOTION BY COUNCILMAN OBERBECK, SECONDED BY COUNCILMAN VOTAPKA, TO GO TO BID ON A SPLIT RAIL FENCE, BY LINEAR FOOT PRICE. CARRIED. MR. RAY LADD, GOLF PROFESSIONAL, REPORTED THAT A 18' x 32' MOBILE UNIT HAS BEEN SELECTED TO BE USED AS A TEMPORARY CLUB HOUSE AT THE SEBASTIAN MUNICIPAL GOLF COURSE. HE INDICATED THAT THE COSTS WOULD BE $275.00 PER MONTH FOR THREE MONTHS, $150.00 TO MOVE IT TO THE LOCATION, $250.00 FOR INSTALLATION AND $150.00 TO REMOVE IT. REGULAR COUNCIL MEETING - NOVEMBER 9, 1981 MAYOR FLOOD STATED THAT THREE LOCAL CONTRACTORS HAVE COME TOGETHER AND DISCUSSED THE POSSIBILITY OF PUTTING THE CLUB HOUSE TOGETHER AS A PACKAGE TO HELP THE CITY. HE ASKED THAT LLOYD AND ASSOCIATES GET TOGETHER WITH THEM, SINCE THEY HAVE MADE SOME RECOMMENDATIONS REGARDING MAINTENANCE PROBLEMS. HE INDICATED THAT FIRST BANKERS OFFERED A FLAT 10.45% FOR THE NEXT THREE YEARS, SOUTHEAST OFFERED A 10% LOAN FLUCTUAT- ING WITH THE PRIME RATE AND THE GOLF CART COMPANY OFFERED A 11~% ADD ON WITH IT TOTALING APPROXIMATELY 33% IN THE END. HE RECOMMEND- ED THAT THE CITY SHOULD START LOOKING INTO A POLICTY OF CONTAINMENT, IN ORDER TO FILL IN SOME OF THE MISSING AREAS AND SQUARE OFF THE CITY. COUNCILMAN OBERBECK STATED THAT HE WANTED TO GO ON RECORD AS SAYING THAT HE WAS IN FAVOR OF THE ANNEXATION AND THAT IT IS vALUABLE LAND AND'AN ASSET TO THE COMMUNITY THAT WILL ASSIST US IN GROSS INCOME. COUNCILWOMAN PHELAN STATED THAT SHE FELT THIS ANNEXATION WOULD PUT A BURDEN ON MANY SERVICES THAT WILL BE EXPECTED IN ORDER TO DEVELOP THIS PROPERTY. COUNCILWOMAN PHELAN STATED THAT SHE FELT $50.00 WAS TO MUCH AND THAT IF THE MAYOR WAS AWAY FOR ONE WEEK IT WOULD TOTAL UP TO $250.00 AND FOR TWO WEEKS IT WOULD BE $500.00. SHE INDICATED THAT THIS WOULD BE RUNNING MORE THAN IF THE SALARY HAD BEEN INCREASED AT THE ORIGINAL BUDGET HEARING. COUNCILMAN OBERBECK STATED THAT HE FELT THERE SHOULD BE SOME COMPENSATION AND THAT IT IS STIPULATED THAT THE VICE MAYOR MUST WORK AT LEAST 5 HOURS A DAY IN ORDER TO BE COM- PENSATED THIS AMOUNT OF MONEY. HE EXPLAINED THAT THE VICE MAYOR WOULD BE COMPENSATED FOR ANYTHING OVER FIVE HOURS AND THIS WOULD ONLY OCCUR IN THE ABSENCE OF THE MAYOR. MCCORVEY IS REQUESTING THE CITY COUNCIL TO RECONSIDER HIS SITE PLAN WHICH INCLUDES THE USE OF THE MARTIN SUBDIVISION ALLEYWAY AS AN EXIT FROM THE PROPERTY SINCE A WRITTEN APPEAL WAS NOT FILED BY THE PLANNING AND ZONING COMMISSION WITHIN A TEN DAY PERIOD.
