ATTORNEY PALMER STATED THAT THE CITY CLERK HAD RECEIVED ONE BID FROM C.P.C. OF VER0 BEACH FOR
THE TOTAL COST OF $6,300.00, AS PER THE BID SPECIFICATIONS.

VICE MAYOR MCKINLEY STATED THAT SHE HAD BEEN IN CONTACT WITH DR. HUDSON OF THE INDIAN RIVER
COUNTY SCHOOL BOARD REGARDING THE STUDENT GOVERNMENT DAY AND IIiAT WEDNESDAY, NOVtMBER 21, 1984,
HAD BEEN TENTATIVELY SCHEDULED, HOWEVER, THERE IS A POSSIBILITY THAT THE STUDENTS WOULD NOT
BE ABLE TO PARTICIPATE IN THE PROGRAM AS THEY WILL HAVE TO GET PARENT PERMISSION AND RECEIVE
AN UNEXCUSED ABSENCE FROM SCHOOL AS THEY MUST ATTEND 135 HOURS OF CLASSES TO BE ELIGIBLE FOR
REQUIRED AT]TENDANCE. VICE MAYOR MCKINLEY STATED THAT SHE WOULD POSSIBLY HAVE A REPORT FOR THE
COUNCIL MEETING OF NOVtMBER 14, 1984.

MEETING OF NOV~ER 14, 1984; THAT GOLF COURSE MANAGER ZENON RAWI~ }{AD BEEN APPOINTED
TREASURER OF THE SOUTHEAST CHAPTER OF THE PROFESSIONAL GOLF ASSOCIATION; THAT THE RESIDENTS
WOULD BE SLIGHTLY INCONVIENCED BY THE REPAIRS OF THE RAILROAD CROSSINGS AT MAIN STREET AND
SCHUMANN DRIVE; THAT THE DEPARTMENT OF TRANSPORTATION WOULD BE COMPLETING THE INSTALLATION
OF THE TRAFFIC LIGHT AT THE CORNER OF C.R. 512 AND U.S. HIGHWAY ~1, WITHIN THE NEXT WEEK OR SO;
THAT THE COUNCIL WOULD HOLD TWO PUBLIC HEARINGS ON NOVEMBER 14, 1984, AN ORDINANCE AMENDING
SEC. 23-2 "STREET NAMES" AND AN ORDINANCE AMENDING SEC. 6-1 "WATERCRAFT"; THAT THE CITY HAD
RECEIVED A LEITER FROM GOVERNOR GRAHAM REGARDING THE CLAMMING IN THE INDIAN RIVER AND THAT HE
WOULD RESPOND TO THE LETTER IF THAT WAS THE DESIRE OF THE COUNCIL, THE COUNCIL MtlMBERS DID
NOT OBJECT AND MAYOR GALLAGHER STATED THAT HE WOULD TAKE CARE OF l~E LEITER IN THE MORNING;
FINALLY MAYOR GALLAGHER REPORTED THAT THE CONSULTING ENGINEER AND THE PARKS AND RECREATION
COMMIITEE HAD SCHEDULED A BID OPENING FOR THE CONSTRUCITON IMPROVEMENTS OF THE RIVERVIEW PARK
FOR THE COUNCIL MEETING OF NOVtMBER 21, 1984.
MAYOR GALLAGHER STATED THAT THE OCUNCIL WOULD CONSIDER INTRODUCTION OF BUSINESS FROM THE
PUBLIC AT THIS TIME.

MR. JEFF HORNE, CO-PRESIDENT, OF THE SEBASTIAN RIVER AREA LITTLE LEAGUE STATED THAT HE WOULD
LIKE T~{E COUNCIL TO CONSIDER LEASING THE BALLFIELD TO THE LITILE LEAGUE FOR A PERIOD OF
TWE!NTY (20) YEARS, MR. HORNE STATED THAT THE FIELD AND ITS FACILITIES WERE IN POOR CONDITION
AND THAT THE LITTLE LEAGUE WOULD DO THE REPAIRS AND MAINTENANCE ON A YEARLY BASIS AT ALL
COSTS TO TH]~M FOR THE LEASE AND DURING THE OFFICE SEASON THE LITILE LEAGUE WOULD LEASE BACK
THE BALLFIELD TO THE CITY FOR ITS WOMENS' SOFTBALL AND VOLLEYBALL LEAGUES. MR. HORNE STATED
THAT THE LITILE LEAGUE ASSOCIATION PROPOSED TO: 1) ACCEPT THE LONG TERM LEASE; 2) TURN ALL
CONTROL AND MAINTENANCE OF THE FIELD TO THE SEBASTIAN RIVER AREA LITTLE LEAGUE ASSOCIATION
3) CONTROL ALL USE OF THE FIELD FOR A PERIOD OF TWENTY (20) YEARS; 4) WILL RE-BUILD THE
FIELD TO REGULATION SIZE FOR WOMENS' AND LITILE LEAGUE BALL. MR. HORNE STATED THAT THE
ESTIMATED COST OF THE PROJECT IS $29,000.00 AND THIS IS WITH ALMOST ALL OF THE WORK BEING
DONATED. MR. HORNE ADDED %}[AT IN ADDITION TO THE FIELD NEEDING TO BE RECONSTRUCTED THE LIGHTS
NEEDED TO BE REPLACED; THE CEILING, WA~.].S AND ROOF ARE FALLING DOWN IN THE RESTROOM FACILITIES,
THE CONCESSION STAND WILL NOT BE OPENED THIS SEASON DUE TO THE FACT THAT IT IS IN SUCH POOR
CONDITION THAT THE HEALTH DEPARTMENT WOULD NOT APPROVE THE USE AS 1]~E WIRING AND PLUMBING MUST
BE REFLACED; THE OUTFIELD WALL IS CONSTRUCTED WITH CONCRETE AND METAL REINFORCMMENT AND
SHOULD A CHILD RUN INTO THAT WALL HE WOULD BE SERIOUSLY INJURED.
COUNCILWOMAN KEENAN STATED THAT THE PARKS AND RECREATION COMMI%TEE HAD BEEN APPROACHED BY THE
LITTLE LEAGUE ASSOCIATION, AND THAT THEY WERE AGREEABLE WITH THE LEASE AND RECOMMENDED THAT
THE COUNCIL CONSIDER APPROVAL.
ATIORNEY PALMER REQUESTED THAT THE SEBASTIAN LITTLE LEAGUE ASSOCIATIONS ATTORNEY DRAW UP THE
PROPOSED LEASE AND PRESENT IT TO THE COUNCIL FOR FINAL CONSIDERATION.

MAYOR GALLAGHER SUGGESTED THAT HE CALL THE POST MASTER AND CHECK INTO RI4E POSSIBLE NEED OF
ADDITIONAL ROUTES AND CARRIERS AND PERHAPS THE CITY COULD HELP HER GET THE ADDITIONAL HELP
NEEDED, ALSO I~tAT IT IS POSSIBLE THAT THIS IS ONLY A TMMPOP~4iRY SITUATION. MAYOR GALLAGHER
STATED THAT HE WOULD REPORT BACK TO THE COUNCIL AT THE NOVEMBER 14, 1984 MEETING.
MAYOR GALLAGHER STATED THAT THE RESOLUTION REGARDING THE DEVELOPMENT ORDER FOR SAINT
SEBASTIAN PLANNED UNIT DEVELOPMENT WAS STILL BEING REVISED AND THAT THE COUNCIL WOULD HAVE
IT PRIOR TO THE REGULAR COUNCIL MEETING OF NOVtMBER 14, AND REQUESTED THAT IT BE AN AGENDA ITeM
AT THAT TIME.
AYTORNEY PALMER STATED THAT HE HAD RECEIVED A COPY OF THE PROPOSED FRANCHISE FOR THE DOWNTOWN
WATER AT 4:30 P.M., NOVt'IMBER 7, 1984, AND THAT HE WOULD HAVE TO REVIEW IT AND SUBMIT IT TO
COUNCIL FOR CONSIDERATION DURING THE NOVMMBE~ 14, 1984, MEETING.
MAYOR GAIIAGHER STATED THAT THE PLANNING AND ZONING COMMISSIONREQUESTED THAT Y HE COUNCIL ESTABLISH
WORKSHOP DATES FOR THE CONSIDERATION OF THE PROPOSED LAND DEVELOPMENT CODE. THE COUNCIL
ESTABLISHED THE DATE FOR NOVEMBER 21, 1984, FOR DISCUSSION.
LEASE BETWEEN GOLF COURSE AND AIRPORT: MAYOR GALLAGHER STATED THAT THIS WAS A PROPOSED USE
AGREEMENT AND NOT ACTUALLY A LEASE.
COUNCILMAN SZELUGA STATED THAT THE BOND INDENTURE AT THE GOLF COURSE WAS ESTABLISHED AS A
RECREATIONAL COMPLEX FOR 190 ACRES AND THE USE AGREEMENT IS ONLY FOR APPROXIMATELY 150 ACRES.
MAYOR GALLAGHER STATED THATHEAND THE ATTORNEYWOULD CHECK INTO THE EXACT TOTALACREAGE PRIOR
TO THE NOV~ER 14, 1984 MEETING.
PAVING OF GOLF COURSE PARKING lOT: MAYOR GALLAGHER STATED THAT THE COUNCIL HAD APPROVED THE
MONEY DURING THE BUDGET PROCESS AND ~tATTHEASPHALTWOULD BE PURCHASED UNDER STATE CONTRACT
WIYH DICKERSON, INC. AT APPROXIMATELY $37.00 PER YON, COUNCIL ACTION SET FOR NOVI~MBER 14.

Ct~ZIERY GAZEBO: MAYOR GLLAGHER STATED THAT THE SEBASTIAN RIVER AREA CIVIC ASSOCIATION HAS
APPROACHED THE CITY REGARDING THE PROPOSAL OF A GAZEBO, TO BE PURCHASED AT THEIR EXPENSE, AND
PLACED IN THE NEW SECTION OF THE CEMETERY. THE GAZEBO WILL BE APPROXIMATELY 20' IN DIAMETER
AND WOULD INCLUDE STEPS AND RAMP WITH BENCHES INSIDE AND THE ASSOCIATION HAS REQUESTED THAT
THE CITY DEDICATE ONE BLOCK OF THE Ct'}~ETERY FOR THE GAZEBO.
ATTORNEY PALMER STATED THAT WITH THE LEGAL DESCRIPTION OF THE PROPERTY DESIRED THE COUNCIL
COULD BY RESOLUTION DEDICATE THAT 40' SQUARE SECTION AS OPEN AREA FOR THE GAZEBO AND HE
WOULD HAVE THE DOCUMENTATION PREPARED FOR THE NOVEMBER 21, 1984 MEETING.
FLORIDA FLUORIDATION GRANT: MAYOR GALLAGHER STATED THAT THE DEPARTMENT OF HEALTH AND
REHABILITATIVE SERVICES HAS APPROVED THE GRANT APPLICATION AND THE ENGINEERING FEES OF GEE AND
JENSEN IN THE AMOUNT OF $5,100.00 AND HE WOULD NEED AUTHORIZATION TO SIGN 'THE LEITER ACCEPTING
THE GRANT IN THE AbIOUNT OF $18,068.00.

MAYOR TO SIGN THE ACCEPTANCE OF THE FLORIDA FLUORIDATION GRANT.

MAYOR GALLAGHER STATED THAT THE COUNCIL HAD STATED THEIR DESIRE FOR THE BUILDING OFFICIAL TO CHECK
INTO THE APPRAISAL OF PROPERTYLOCATED ON INDIAN RIVER DRIVE, HOWEVER, THE COUNCIL DID NOT
APPROVE ANY EXPENDITURE. MR. DAN BLAIR, BUILDING OFFICIAL, STATED THAT THE APPRAISAL WOULD
COST APPROXIMATELY $250.00.
