Those answering roll call were Mayor Niddleton,President Sweatt an~ Councilmen Elllngsen,Shaffer and Dahlstrom. Minutes of the last meeting were approved as read on motion by~ Councilman Dahlstrom which was seconded by Councilman Elllngsen.Carried. Bills to the amount $977.59 approved bythe finance committee were ordered on motion b~ Councilman Ellingsen and seconded by Councilman Dahlstrom.Carried. On motion by Councilman Shaffer which was s&co~ded by Councilman Ellingsen the following report made by the ~ayor to the City Council to typed in the minutes of City records. On January 1,1944 our City was in default to the extent of the prunclpal sum of $209,315.00 plus delinquent intrest and judgement against the City in the amount of $8,000.00 making a total indebetedness of $224,000.00. In June 1944,anexchange was made in refunding bonds of 1939.Baynard Brothers of St Pete rsburg,had control of the bonds at that time.They remitted all delinquent intrest and absorbed Judgement against the City upon a cash payment of $§00.00.At that time this City had no credit however at the present time 19§l liberal loans are being made on sale values of real estate. By this exchange of bonds,a saving of approximately $15,000.00 was made. A new refunding issue of bonds was planed in 1944, but owing to existing conditions at that time,it was not possible to refund the bonds until January 1,1950.Since that time the City sold all real estate it had accumulated through foreclosure over a period of ten years. Such sales amounted to $10,000.00 and back taxes were collected over several years amounting to $5,000.00. During the last four years the City has provided the citizens of Sebastian with a garbage dump and a collection of garbage eithout any charge to the taxpayers of the City.In 194~ the City resurfaced Louisiana Avenue at a cost of approzimately $4,300.00 and resurfaced t the balance of the streets of the City in 1947 at a cost of approximately $4,400.00. 'During the past ywo years the City has,through its ~ire Department,established a ¥oluntary ~lre Service and has at the present time accumulated an up-to-date fire fighting unit worth approximately $7,§00.00 thanks to a live bunch of young men who gave freely of their time and skill in developing a real fire fighting unit.A slight reduction in fire rates was secured as a result of this Fire Department. Benches and tables have been provided for the ~ity park and the City now has a respectabl park for its residents and visitors. The Am erican Legion has erected a beautiful home on a plat of ground 300 by 300 feet which was given the Legion by the City.This home stands at the intersection of Louisiana Ave and Fellsmere Moad.The value of this home and property is at least $ 7,500.00 and clear of encumberances,thanks to a bunch of untiring members who have shouldered this burden. ~l'he City omns a ~°armall tractor with blade and scoop and also wwns a mower which is opera ted by a man working on full time.The value of these implements is $ 1,§00.00.This man mows all s~reets and parks,and keeps the City in excellent shape and trim. The ~lty is finishing the current year with approximately $ 10,000.00 surplus.The total savings of the City during this period amounts to approximately $42,000.00. L)urlng the above mentioned period the City of Sebastian purchased its present home at a cost of ¥3 ,136 .00 .its present value is at least $5,000.00. The present members of the City COuncil are GeOrge Sweat~ Presldent,A.G.Shaffer Protem C.W.Sembler, Adolf Elllngsen and Oscar Dahlstrom. The above report was ordered to be given to the news papers on motion by Councilman Elllngsen and seconded by Cou~cilman Dahlstrom.carried. Councilman Elllngsen commented on the low spot in front of the Chicago~2otel and said he thought somthlng should be done to remove the hazzard.It was moved by Councilman Ellingsen and seconded by ~ounc ilman Shaffer to have said hazzard corrected if posible, carried. A letter of resignation from E.T.Blomquist as Chief of police effictive December 10, 1951 was accepted on motion by Councilman Ell~ngsen and seconded by Oouncilman Dahlstrom. carried. Mayor Middleton was authorized to brakes on police car fixed on motion by Councilman Ellingsen and seconded by Councilman Shaffer and carried. There being no more business meeting adjourned.
