ATTORNEY PALMER OPENED AND READ THE FOLLOWING BID AS FOLLOWS: JEFFREY ALLEN, INC ...... 198 @ $39.20 LESS $1.00 ON TRADE-IN MOTION BY VICE MAYOR ROTH, SECONDED BY COUNCILMAN MCCARTHY, TO REFER BIDS TO GOLF COURSE STAFF FOR THEIR RECOMMENDATION TO COUNCIL BEFORE THE MEETING'S END. ROLL CALL VOTE: AYES: VICE MAYOR ROTH COUNCILMAN MCCARTHY COUNCILMAN RONDEAU COUNCILMAN VALLONE MAYOR HARRIS DISCUSSION TOOK PLACE ON REBIDDING FOR THE GOLF CART IT WAS DECIDED TO GO OUT FOR THREE ESTIMATES USING ENGINEER'S COST ESTIMATES. BUILDING. THE CITY MAYOR HARRIS STATED THAT THE SUSPENSION OF RAY LADD HAD ENDED AND THE MATTER HAD BEEN RESOLVED. BID OPENINGS, REGULAR COUNCIL MTG. NOVEMBER 12, 1986 PAGE 2 MAYOR HARRIS STATED HE HAD SPOKEN WITH A GENTLEMAN WHO OWNED SEVERAL GOLF COURSES AND WAS INTERESTED IN LEASING THE SEBASTIAN MUNICIPAL GOLF COURSE AND ASSUMING ALL RESPONSIBILITIES FOR IT. WHEN QUESTIONED BY VICE MAYOR ROTH, ATTORNEY PALMER STATED THAT THE CITY HAD NO LEGAL OBLIGATION TO GO OUT TO BID FOR OTHER LEASES, BUT IS THE PROPER WAY TO DO IT. MAYOR HARRIS REQUESTED THIS BE AN AGENDA ITEM. MOTION BY COUNCILMAN RONDEAU, SECONDED BY COUNCILMAN MCCARTHY, TO PLACE DISCUSSION OF LEASING THE GOLF COURSE ON TONIGHT'S AGENDA. ROLL CALL VOTE: AYES: VICE MAYOR ROTH COUNCILMAN MCCARTHY COUNCILMAN RONDEAU MAYOR HARRIS NAYS: COUNCILMAN VALLONE MEETING AND THAT THEY ARE DOING A FINE JOB. MAYOR HARRIS OPENED PUBLIC INPUT AT 7:~P.M. WARREN DUNKELBERGER SAID HE WA~._Q~PC~D TO THE PURCHASE OF TWO PARCELS OF LAND PREVIOUSLY KNOWN AS TAFT STREET. HE CLAIMED ONE OF THE PROPERTIES AS ~OWN. ~ __ --  THEY FOR~ER I~YOt~[::~AT'-F'B-O0~ 5~OR'N-IN'"'I~ TH~"~IT~C~RKT-' ]E STATED HE HAD NO PROBLEM ~ITH THE RATE REQUEST BHT HAD CONCERNS FOR THE PROMISES MADE BY GENERAL DEVELOPMENT UTILITIES IN THE PAST TO PROVIDE WATER SERVICE TO THE ENTIRE HIGHLANDS AREA THAT HAVE NOT BEEN KEPT. HE RECOMMENDED AGAINST A BLANKET APPROVAL UNTIL RESEARCH IS DONE. THE ATTORNEY FOR GDU STATED THAT GDU'S REPRESENTATIVES HAD PROVEN THEIR RATE CASE AND THAT NO ONE HAD OBJECTED DURING PUBLIC HEARING. DISCUSSION TOOK PLACE ON A FEASIBILITY STUDY PROVIDE WATER TO THE REST OF THE HIGHLANDS. BEING DONE TO BiLL MARKHAM ASKED GARY WHITE OF GDU TO REITERATE HIS ANSWER TO MR. PANSOFAR. J.W. THOMPSON WAS SWORN IN BY THE CITY CLERK. HE RECOMMENDED THAT IF COUNCIL APPROVES THE RATE INCREASES THEY DELETE SECTION III, CARRYING COST RECOVERY CHARGE. MAYOR HARRIS CLOSED THE PUBLIC INPUT AT 8:20 P.M. MOTION BY COUNCILMAN MCCARTHY, SECONDED BY COUNCILMAN VALLONE, TO APPROVE THE MINUTES OF THE NOVEMBER 5, 1986, COUNCIL WORKSHOP. NOVEMBER 12, 1986 PAGE 3 ATTORNEY PALMER READ, BY TITLE ONLY, AN ORDINANCE AMENDING ORDINANCE 0-81-8, THE WATER DISTRIBUTION SYSTEM FRANCHISE ORDINANCE HELD BY GENERAL DEVELOPMENT UTILITIES BY INCREASING RATES FOR WATER SERVICE; PROVIDING A SEVERABILITY CLAUSE; ESTABLISHING AN EFFECTIVE DATE. MOTION BY COUNCILMAN MCCARTHY, SECONDED BY VICE MAYOR ROTH, TO ADOPT AS READ, BY TITLE ONLY, AN ORDINANCE AMENDING ORDINANCE O-81-8, THE WATER DISTRIBUTION SYSTEM FRANCHISE ORDINANCE HELD BY GENERAL DEVELOPMENT UTILITIES BY INCREASING RATES FOR WATER SERVICE; PROVIDING A SEVERABILITY CLAUSE; ESTABLISHING AN EFFECTIVE DATE. ATTORNEY PALMER STATED THAT IN THIS CASE THERE WERE NO ALLEGED PROMISES BROKEN, SO THE CARRYING COST RECOVERY CHARGES DON'T HAVE SAME CONSIDERATION AS IN WATER ORDINANCE. BUDDY BETSCHART OF GDU SAID THAT UNITS 5-9, 16 AND 17 ARE COVERED BY THE SEWER FRANCHISE. CRAIG WHEELING STATED THAT SEWER SERVICE FOR THE REST OF THE HIGHLANDS IS ECONOMICALLY AND TECHNICALLY UNFEASIBLE. PAT FLOOD SAID THAT IN AUGUST 1986, GENERAL DEVELOPMENT CORPORATION FILED WITH THE STATE LAND SALES BOARD THAT IT WOULD HAVE WATER AND SEWER SERVICE IN UNITS 1-5, AND 7-10.
