CITY COUNCiL CHAMBERS 1225 MAIN STREET, SEBASTIAN, FLORIDA 97.229 Mayor Barnes called the Workshop to order at 7:00 p.m. The Pledge of Allegiance was recited. WORKSHOP ITEMS Review Proposed Comprehensive L~nd IJ~e Plan (CLUP) Aln,en~e~ (Director of Community Development Transmittal 11/7/97, ~olin_Mem.9 11/6~97. 3rd Draft of Amendments) 1) Re_view 3rd Draft of CLUP - Goals, Objectives and Policies The Director of Community Development advised Council that following this review the next step in the process will be to conduct a public hearing on the Comprehensive Land Use Plan amendments for transmittal to Department of Community Affairs on December 10, 1997. , Council Workshop November 12, 1997 Page Two TAPE I - SIDE II (7:46 p.m.) As a result of Mrs. Sullivan's review the following changes were made: Policy 1-1.2.3. ~ Leave "core" in; include the CR 512 area and delete "tourism" Policy 1-3.2 - add "protect and/or" back in Policy 1-3.3.3.e. - add "and areas" back in · The Director of Community Development said he would try to come up with language relative to Policy 3-1.1.4(3) ° Policy 3-1.4.1. - add "pursuant to Florida Statutes" Mrs. Sullivan requested that new surficial maps be included in the plan. Mayor Barnes called recess at 8:30 p.m. and reconvened the workshop at 8:40 p.m. All members present at roll call were present when the meeting reconvened. As a result of Mayor Barnes' review the following changes were made: ° Policy 5-1.2.1.(2) - add "as enacted" to paragraphs g and h. Mayor Barnes requested that building height be measured from the crown of the road. TAPE II - SIDE I (8:46 p.m.) · Policy 6-1.13. - delete word "the" on second line As a result of Mr. Taracka's review the following changes were made: · Policy 1-1.2.3 - add "residents" in the second paragraph after "Commerce" · Policy 4-2.1D. 1 - add words "Proposed" before "Work Phase" and "Estimated" before "Total Cost" in column titles Mr. Taracka agreed with measuring building height from thc crown of the road. Harry Thomas, 654 Balboa Street, Sebastian, stated that beaches belong to the public and again urged Council to support objection to six laning U.S. 1. Warren Dill, inquired about Council's intent to delete COR and replace it with CL with an allowance for residential. The Director of Community Development said residential would be proposed as a special use in CL. t Council Workshop November 12, 1997 Page Three Mr. Dill cautioned Council about setting a 2010 deadline for sandmining in the City due to an existing sandmine operation. Following some discussion, it was the consensus of Council to delete the 2010 reference in all areas of the proposed plan. The Director of Community Development said paragraph b on page 24 will need to be reworded and an exemption added for existing sandmines. The Director of Community Development reiterated that the hearing on the proposed Comprehensive' Land Use Plan amendments will be December 10, 1997. 2) Review Riverfront Land Use Mag The Director of Community reviewed maps 1 through 5: 1. Current future land map 2. Recommended Riverfront Mixed Use District (Riverfront Committee) 3. Recommended Riverfront Mixed Use District (P & Z) 4. Urban Design Zones (Bubbles) 5. Existing Land Use TAPE II - SIDE II (9:32 p.m.) Following a lengthy discussion relative to prohibiting certain uses by imposing zoning restrictions, the importance of preserving certain residential areas and the fact that there is currently a mix of residential and commercial in the Riverfxont District, TAPE III - SIDE I (10:20 p.m.) the City Manager suggested Council isolate the areas it would like to preserve, determine the areas it agrees could be more commercial and then look at areas that can be mixed use. At 10:28 p.m. there was a consensus of City Council to continue the workshop. The City Manager suggested Council begin by creating a new Map #6, however, Council, by consensus and following further discussion, agreed to go with Map #3 Riverfront Mixed Use land use with INS (Institutional) land use to remain in place and adding a CONS (Conservation) land use as recommended by Planning and Zoning. 3) Review Overall Land Use M~s There was consensus on the proposed overall land use map with the exception of minor changes previously discussed and as noted by the Director of Community Development. 4) Discu~ GOK (.~onlraer(:ial Office ResidentiaD Consensus had already been reached to delete COR. 3 Council Workshop November 12, 1997 Page Four Being no further business, Mayor Bm-acs adjourned the workshop at 10:47 p.m. Approved at ~ ' ' ~ ,1997, Regular City Council Meeting.
