Mayor Sullivan called the workshop to order at 7:00 p.m.
The Pledge of Allegiance was recited.

Les Solin, Principal for Solin and Associates, and Tom Tempia, Planning Manager for Solin and
Associates, presented:
1. An overview of the report distributed to City Council on October 18, 1998 which included:
· Chronology of Activity on City Comprehensive Land Use Plan Amendments 1996 -
1982
· Proposed EAR-Based* Comprehensive Plan Amendments as Submitted to
Department of Community Affairs Following City Council Transmittal Public
Hearing in March 1998
· Department of Community Affairs Objections, Recommendations, and Comments
(ORC) Report for the City of Sebastian Received July 1, 1998
· City of Sebastian Response to DCA ORC Report Submitted to Department of
Community Affairs September 1998 w/EAR Based Plan Amendment/Response to
DCA's ORC Report; Final Proposed Comprehensive Plan Amendments;
Transportation Element - Data Inventory and Analysis; Transportation Element -
Goals, Objectives and Policies
2. Updated information distributed this evening which included:
· Draft letter to Department of Conununity Affairs transmitting final amendments
· Future land use map and tables
° Revised plan pgs 7, 9, 10, 11, 13, 15, 16, 17, 20, and 22
Mayor Sullivan asked that "tourism" be deleted from policy 1-1.3.2. as requested by previous
Council. The March 4, 1998 meeting transmittal indicated that "tourism" was to have been deleted.
Mr. Tempia said he would check his notes.
The Mayor received a 2-1 consensus on deletion of the word "public" in policy 1-3.2.5.c, however,
the City Attorn~ advised Council it should make any changes at the hearing.
Carolyn Corum, 881 Dolores Street, Sebastian, addressed Council relative to Gibson Street.

It was agreed that "proposed development" rather than "new development" would be better language
in policy 5-1.1.2., and that all references to "Community Development Director" should be changed
to "Growth Management Director".

Discussion continued on Riverfront Mixed Use land use, and Council was advised that proposed
zoning designations for the riverfront will designate specific allowed uses by district.
Mr. Tcmpia presented the proposed future land use map and cited three specific areas: 1) Riverfront
Mixed use; the AGC scrub conservation area; and elimination of Commercial, Office, Residential
(COR).
The City Manager noted the effective date of the ordinance adopting the Comprehensive Land Use
Plan amendments will be the date Department of Community Affairs finds the plan in compliance.
