FLOOD CALLED THE MEETING TO ORDER AT 7:00 P.M.
PRESENT: VICE MAYOR LEWIS GRAY, COUNCILMEN EVERETT T. GASS, J. RANDY JOACHIM, AND CLIFFORD HOOSE,
MAYOR PAT FLOOD, JR., AND MR. L. B. VOCELLE, CITY ATTORNEY.
MR. ROBERT FRYER FROM RURAL SANITATION WAS PRESENT TO ANSWER QUESTIONS FROM THE GENERAL PUBLIC ABOUT
HIS SERVICE. AFTER A VERY LENGTHY QUESTION AND ANSWER SESSION, IT WAS DETERMINED THAT THE MAIN
COMPLAINT WAS THE EARLY HOURS OF THE GARBAGE PICKUP AND THE NOISE MADE BY TRUCK BRAKES. MR. FRYER
ADVISED THAT THE TRUCK BRAKES WERE IN THE PROCESS OF BEING REPAIRED ~ND THIS WOULD ALLEVIATE THE
NOISE PROBLEM, BUT THERE WAS NOT MUCH HE COULD DO ABOUT THE EARLY MORNING COLLECTION. HE HAS TO
MAINTAIN A CERTAIN SCHEDULE iN ORDER TO SATISFACTORILY SERVE ALL OF HIS CUSTOMERS AND ALSO CONSIDER
HOURS ACCEPTABLE TO HIS EMPLOYEES.
MOTION BY COUNCILMAN JOACHIM, SECONDED BY COUNCILMAN HOOSE, TO APPROVE THE MINUTES OF THE REGULAR
COUNCIL MEETING OF OCTOBER 9, 1978. CARRIED.
MOTION BY COUNCILMAN JOACHIM, SECONDED BY COUNCILMAN GASS, TO PAY OCTOBER BILLS IN THE AMOUNT OF
$8,837.98. CARRIED.
THE QUESTION OF MEDIA EXPOSURE WAS BROUGHT UP BY A MEMBER OF THE PUBLIC, WHO THOUGHT NOT ENOUGH
PUBLICITY WAS GIVEN TO OUR MEETINGS AND THE PUBLIC NOT WELL INFORMED ABOUT THE CITY'S ACTIVITIES.
MAYOR FLOOD PROMISED TO GIVE FURTHER CONSIDERATION TO THIS MATTER AND ADVISED THAT COPIES OF THE
AGENDA FOR OUR COUNCIL MEETINGS WOULD BE AVAILABLE TO ANYONE INTERESTED ON THE FRIDAY BEFORE THE
REGULAR COUNCIL MEETING, IN THE CITY HALL.

COUNCILMAN JOACHIM ADVISED THAT AT A MEETING OF THE AWARDS COMMITTEE ALL ACCEPTABLE BIDS FOR THE
SPRINKLER SYSTEM AT THE CEMETERY WERE DEFERRED FOR A COUPLE OF WEEKS BECAUSE OF PROBLEMS WITH THE PUMP.
MAYOR FLOOD ADDED THAT THE PURCHASE OF A NEW PUMP IS BEING CONSIDERED.

OUR OWN FIRE DISTRICT, WHICH WOULD INCLUDE ROSELAND, WABASSO, AND FELLSMERE AS WELL AS' SEBASTIAN.
HE ADDED THAT EVEN THOUGH MR. HOUSE WOULD NO LONGER BE A COUNCILMAN, HE WOULD LIKE HIM TO SERVE WITH
HIM BECAUSE OF HIS KNOWLEDGE OF THE WORKINGS OF THE FIRE DEPARTMENT. HE EXPLAINED HOW' IT WOULD WORK

OF VERO BEACH, THIS HAD NEVER BEEN FINALIZED AND THIS WILL BE CHECKSD OUT.
A MEMBER OF THE PUBLIC ADVISED THAT THERE WAS SOME SHOOTING GOING ON IN SEBASTIAN HIGHLANDS ON A
SUNDAY AND HE HAD DIFFICULTY IN MAKING CONTACT WITH THE POLICE DEPARTMENT. CHIEF CUMMINS EXPLAINED
HOW THE POLICE COULD BE CONTACTED AFTER HOURS AND ON WEEKENDS.
MR. SZELUGA ASKED FOR A CLARIFICATION ON THE STRAW BALLOT ITEM WITH REFERENCE TO RESURFACING, REPAIRING
THE STREETS AND MAINTAINING DITCHES. HE STATED THAT HE COULD UNDERSTAND THE iSSUE OF STREET RESURFACING
BUT MAINTAINED THAT DITCHES AND DRAINAGE WAS A SEPARATE ISSUE ENTIRELY AND SHOULD NOT BE CONSIDERED
IN COMBINATION WITH RESURFACING. A DIFFERENT SYSTEM SHOULD BE USED FOR FINANCING EACH iTEM. A SHORT
DISCUSSION FOLLOWED AND IT WAS AGREED THAT PERHAPS TWO DIFFERENT MEANS OF F ~ANCING WOULD BE NECESSARY,
BUT THIS IS ONLY A STRAW BALLOT, NOT BINDING ON THE COUNCIL, TO GET INPUT FROM THE PEOPLE AS TO THEIR
VIEWS ON THIS MATTER.
