1. Mayor Conyers called the joint meeting of the
Planning and Zoning Board and the City Council to
order at 8:02 p.m.

2. INTRODUCTION and 3. REVIEW
The Director of Community Development gave a
brief introduction and at the request of Mayor
Conyers reviewed the proposal from Solin and
Associates, Inc., for the Waterfront Redevelopment
Study. (a copy of the study is attached)
The City Council heard various members of the
Planning and Zoning Board express their desires and
suggestions for a Riverfront Study.
4. PUBLIC INPUT
The Mayor recognized the following:
Tom Collins of Captain Hirams
Ann Foster, Riverview Trailer Park
Gene Popow, Oyster Point
Alan French, Four unit apartment building
Gene Martinelo, Paradise Homes
Peter Jones, Architect
Warren Dill, Attorney at Law
Robert Brody, Architect
Damien Gilliams, Realtor
J.W. Thompson, Stan Krulikowski, Bob Fullerton,
Earl Shroyer, of the Planning and Zoning
Board.
Mayor Conyers called a recess at 9:10 and resumed at
9:20 with all members present.
It was the consensus of all that $34,295 proposal
fee from Solin and Associates was excessive. Time
was of the essence. Boundaries for area to be
studied should be established. Community and
citizen input of the utmost importance. Committee
should be established. Grants should be researched
and obtained.
After more discussion:
MOTION by Oberbeck/Powell to approve the appointment
of seven regular members and two alternates, as
named, to the Sebastian Riverfront Study committee.

ALTERNATE MEMBERS:
Ken Chapin, property owner
Alan Brody, Architect
The City Manager recommended Linda Kinchen as the
secretary to the Riverfront Study Committee. He
noted that this committee will be a legally binding
committee because it is appointed by the City
Council, it will be subject to the Sunshine Law. He
recommended that Stan Krulikowski be named chairman,
suggested that Indian River County be invited as
either a voting or nonvoting member of the committee
due to the logistics of their borders and the impact
this committee will have on them. He went on to
explain the advice and help the committee will need
and suggested that the study area be from the
railroad tracks to the river.
MOTION by Oberbeck/McCollum
Appoint Stan Krulikowski as Chairman of this
Committee.

The Vice Mayor noted that there was $10,000 budgeted
at this time.
