PUBLIC HEARING OF THE CITY OF SEBASTIAN, CITY COUNCIL WAS CALLED TO ORDER BY MAYOR
WHITFIELD AT 7:00 P.M.

IN OBSERVANCE OF NATIONAL EDUCATION WEEK, MAYOR FLOOD ANNOUNCED THAT THE CITY OF
SEBASTIAN HAS PROCLAIMED NOVEMBER 16, 1983 AS STUDENT GOVERNMENT DAY AND THAT THE
STUDENTS PARTICIPATING WILL BE FILLING IN AS CITY OFFICIALS AND CONDUCT THE PUBLIC
HEARING AND REGULAR COUNCIL MEETING ACCORDING TO THE SET AGENDA.
FOLLOWING THE MEETING HELD BY THE STUDENT GOVERNMENT, MAYOR FLOOD STATED THAT THE
OFFICIAL CITY COUNCIL WILL CONDUCT THEIR FORMAL AND OFFICIAL REGULARLY SCHEDULED
PUBLIC HEARING AND COUNCIL MEETING.

MAYOR FLOOD EXPRESSED HIS APPRECIATION TO EACH STUDENT AND STATED THAT HE HOPED NEXT
YEAR WE WOULD HAVE MORE STUDENTS PARTICIPATING SO THAT ALL OFFICIAL CITY POSITIONS
CAN BE FILLED.

COUNCILWOMAN MCKINLEY WAS OF THE OPINION THAT THE WORDS "IF AND WHEN AVAILABLE" WERE
NOT PART OF THE AUGUST 31, 1983 BUDGET PUBLIC HEARING, CONCERNING $32,500.00 ALLOCATED
FOR POLICE VEHICLES AND THAT THESE WORDS BE REMOVED.
MAYOR FLOOD REMARKED THAT THESE WORDS WERE PART OF THE MINUTES BECAUSE FEDERAL REVENUE
SHARING FUNDS HAD NOT YET BEEN RECEIVED AND THE AMOUNT WAS UNDETERMINED AT THAT TIME.
HE ALSO STATED THAT IN ORDER FOR THE BUDGET TO BALANCE, THAT FIGURE HAD TO BE REMOVED
AT THAT TIME. COUNCILWOMAN MCKINLEY STATED THAT SHE WOULD CHECK THE TAPE OF THE

PREPAID IN A GENERAL DEVELOPMENT LAND SALES AGREEMENT, WILL BE CREDITED THAT AMOUNT AT
THE TIME OF CONNECTION.

AND RECREATION CHAIRMAN, THE CITY ENGINEER AND THE MAYOR ORDER THEIR DESIGNATED
REPRESENTATIVE AT THE TIME, BE REIMBURSED FOR TRAVEL EXPENSES TO TALLAHASSEE, TO HAND
