PAUL FLEMING, COUNCILMAN PRESENT: NELSON MCCOLLUM, ACTING COUNCILMAN CINDY HEEN, ACTING COUNCILWOMAN JIM MELIA, ACTING COUNCILMAN SUSIE TICE, ACTING CITY ATTORNEY TISH WHITFIELD, ACTING MAYOR IN OBSERVANCE OF NATIONAL EDUCATION WEEK, MAYOR FLOOD ANNOUNCED THAT THE CITY OF SEBASTIAN HAS PROCLAIMED NOVEMBER 16, 1983 AS STUDENT GOVERNMENT DAY AND THAT THE STUDENTS PARTICIPATING WILL BE FILLING IN AS CITY OFFICIALS AND CONDUCT THE PUBLIC HEARING AND REGULAR COUNCIL MEETING ACCORDING TO THE SET AGENDA. SZELUGA FOR HIS ACTIONS, I THINK THEY ARE UNBECOMMING OF A COUNCILMAN AND DRAW DISRESPECT ON THIS BOARD. MOTION DIED, LACK OF A SECOND.
