MOTION BY COUNCILMAN OBERBECK, SECONDED BY COUNCILMAN SCHUM, THAT THE "NO PARKING ZONE" BE EX- TENDED FROM THE FUTURE CITY COMPLEX, WEST ON MAIN STREET TO EASY STREET AND THAT THERE BE NO PARKING ON EITHER SIDE OF THE ROAD. HE ALSO STATED THAT HE CANNOT SEE HIMSELF AS THE CITY ENGINEER DOING DESING WORK IN GENERAL DEVELOPMENT WATER PLANT. MAYOR FLOOD STATED THAT IF GENERAL DEVELOPMENT UTILITY CANNOT RESPOND IN WRITING BY THE NEXT WORKSHOP MEETING, DECEMBER L, 1982, THAT SOMEONE BE PRESENT TO DISCUSS THIS FURHTER. MOTION BY COUNCILMAN OBERBECK, SECONDED BY COUNCILMAN SCHUM, THAT WE TABLE THE FLOURIDATION GRANT UNTIL WE GET A RESPONSE FROM GENERAL DEVELOPMENT UTILITIES. MOTION CARRIED. ATTORNEY KILBRIDE STATED THAT HE HAS RESEARCHED FURTHER REGARDING THE EXPENSE ACCOUNT SECTION OF THE CHARTER BUT HAS NOT HAD THE OPPORTUNITY TO PREPARE ANYTHING IN WRITING. MOTION BY COUNCILMAN OBERBECK, SECONDED BY COUNCILMAN VOTAPKA, TO TABLE THE MATTER OF EXPENSE ACCOUNTS UNTIL THE NEXT WORKSHOP MEETING, DECEMBER 1, 1982. MOTION CARRIED. MOTION BY COUNCILMAN OBERBECK, SECONDED BY VICE MAYOR GASS, TO APPOINT PETER TARBELL TO THE CODE ENFORCEMENT BOARD. MOTION CARRIED. THE CITY CLERK READ THE NOTICE OF BID FOR A 9 INCH OCILLISCOPE ENGINE ANALYZER, Ag IT APPEARED IN THE VERO BEACH PRESS JOURNAL, NOVEMBER 7 AND 14, 1982. ATTORNEY KILBRIDE REMARKED THAT ONE BID HAD BEEN RECEIVED FROM COUNTS AUTOMOTIVE WAREHOUSE, DAYTONA BEACH, FLORIDA WITH A TOTAL OF $3,260.00. MAYOR FLOOD STATED THAT THE BOARD OF DIRECTORS WILL CONTROL THE GOLF COURSE AND THEY WILL REPORT TO THE SEBASTIAN CITY COUNCIL. ATTORNEY KILBRIDE READ FOR THE FIRST TIME BY TITLE ONLY AN ORDINANCE CREATING SECTION 26-23 OF THE CODE OF ORDINANCES REGULATING PARKING ON MAIN STREET, CREATING SECTION 26-24 ESTABLISHING PENALTIES AND DUTY OF ENFORCEMENT: ESTABLISHING A SEVERABILITY CLAUSE AND PROVIDING AN EFFECTIVE DATE. MOTION BY COUNCILMAN OBERBECK, SECONDED BY VICE MAYOR GASS, TO ACCEPT THE FIRST READING BY TITLE ONLY OF AN ORDINANCE, CREATING SECTION 26-23 OF THE CODE OF ORDINANCES REGULATING PARKING ON MAIN STREET; CREATING SECTION 26-24, ESTABLISHING PENALTIES AND DUTY OF ENFORCEMENT; ESTABLISHING A SEVERABILITY CLAUSE AND PROVIDING AN EFFECTIVE DATE. AFTER A BRIEF DISCUSSION, .REGARDING THE WORDING UNDER THE "NO PARKING ZONE", PORTION OF THE ORDINANCE, IT WAS FELT THAT THE ORDINANCE BE AMENDED TO EXTEND THE "NO PARKING ZONE" FROM THE FUTURE CITY HALL COMPLEX, WEST ON MAIN STREET TO EASY STREET AND THAT THERE BE NO PARKING ON EITHER SIDE OF THE ROAD. HE ALSO INDICATED THAT IT WOULD BE BENEFICIAL TO KEEP ADDITIONAL APPLICATION OF APPLICANTS ON FILE. JOHN MELTON, POLICE CHIEF, REPORTED THAT A PLAQUE WAS PRESENTED TO MR. BILL STEINACKER IN APPRECIATION FOR HIS SERVICE AND DEDICATION TO THE CITY OF SEBASTIAN ON BEHALF OF THE CITY OF SEBASTIAN POLICE DEPARTMENT. JOHN MELTON, POLICE CHEIF, RECOMMENDED THAT THE NEW PISTOL RANGE BE CALLED THE BENNIS/STEINACHER PISTOL RANGE, IN APPRECIATION FOR THE WORK THAT THESE TWO MEN HAVE CONTRIBUTED.
