OF THE CODE OF ORDINANCES ESTABLISHING REGULATIONS OF POLITICAL SIGNS IN ALL ZONING DISTRIC~
REQUIRING REMOVAL BOND; ESTABLISHING PERMITS AND PERMIT FEES; STATING A SEVERABILITY CLAUS~
PROVIDING AN EFFECTIVE DATE.
COUNCILWOMAN PHELAN DISCUSSED THE SIGN ORDINANCE AND INDICATED THAT THIS WAS AN IDEA OF HER
OWN AND THAT SHE HAD USED OTHER CITIES IN DETERMINING SOME OF THE GUIDELINES. SINCE SOME OF
THE SIGNS ARE VERY LARGE AND CREATE AN EYE SORE THROUGHOUT THE CITY SHE FELT THIS ORDINANCE
WOULD ATTEMPT TO REGULATE THE SIZES OF POLITICAL SIGNS.

MAYOR FLOOD ANNOUNCED THAT THERE WOULD BE A BID OPENING FOR COLLIER CREEK DAM AND THE FENCIN6
FOR THE AIRPORT ON MONDAY, NOVEMBER 23, 1981, AT 5:00 P.M., IN CITY HALL.
MAYOR FLOOD ANNOUNCED THAT THERE WOULD BE A PUBLIC HEARING HELD REGARDING THE COMPREHENSIVE
LAND USE PLAN AND THAT COPIES OF THE PLAN WERE AVAILBALE FOR THE PUBLIC.
COUNCILMAN VOTPAKA REPORTED THAT THE AMERICAN CANCER SOCIETY IS SPONSORING THE GREAT AMERICAA
SMOKE OUT ON NOVEMBER 19, 1981 AND ASKED ALL THOSE WHO SM..DKE TO STOP SMOKING FOR THIS ONE
DAY.
VICE MAYOR GASS REPORTED THAT THE RENOVATION OF THE YACHT CLUB WILL BE COMPLETED THIS WEEK.
A NEW REFRIGERATOR WAS DONATED BY THE SEBASTIAN CEMETERY ASSOCIATION IN THE AMOUNT OF $599.95
THE PELICAN ISLAND GARDEN CLUB HAS OFFERED TO REPAINT ALL OF THE STEEL FURNITURE AND MAKE NE~
CUSHIONS.
VICE MAYOR GASS REPORTED THAT ON NOVEMBER 6, 1981 HE MET WITH A REPRESENTATIVE FROM FLORIDA
POWER AND LIGHT TO DISCUSS THE SODIUM VAPOR LIGHTS AND WAS INFORMED THAT A NEW TYPE OF LIGHT-
ING HAS BEEN ENGINEERED WHICH WILL BE AVAILABLE IN THE MIDDLE OF JANUARY, 1982, WITH THE COS~
BEING A LITTLE LESS A MONTH THAN THE MERCURY LIGHTS.
VICE MAYOR GASS REPORTED THAT HE WILL ATTEND A PUBLIC DISPLAY IN ORLANDO AND ASKED FLORIDA
POWER AND LIGHT TO PREPARE A REPORT DETERMINING THE RADIUS OF ILLUMINATION OF THESE VARIOUS
TYPES OF LIGHTING. THIS WOULD HELP IN DETERMINING WHAT TYPE OF LIGHT MIGHT BE NEEDED IN
PARTICULAR AREAS.
REGULAR COUNCIL MEETING - NOVEMBER 18, 1981
COUNCILMAN VOTAPKA REPORTED THAT RIVER'S EDGE HAS MADE THEIR THIRD ATTEMPT TOWARDS THE
COMPLETION OF THE TWENTY ONE CONSECUTIVE WATER SAMPLING TESTS AND FAILED. SINCE THERE WERE
VERY HIGH WINDS DURING THIS TESTING, THE FAILURE COULD POSSIBLY BE FROM HIGH BACTERIOLOGICAL
CONTAMINATION THROUGH SPORES WHICH CONTAMINATED THE SAMPLES.
COUNCILMAN VOTAPKA REPORTED THAT HE SPOKE TO THE DEPARTMENT OF ENVIRONMENTAL REGULATIONS AND
MR. ED SMUCKER, ENGINEER FOR RIVER'S EDGE TO CONSIDER THE POSSIBILITY OF PUTTING THE NEW WELl
IN SERVICE AND TO CONSIDER THE 12 WATER SAMPLES AS THE LAST SET OF TEST AND TO CONTINUE WITH
THE EIGHT ADDITIONAL TESTS AS REQUIRED.
COUNCILWOMAN PHELAN STATED THAT IT HAS BEEN BROUGHT TO HER ATTENTION THAT PEOPLE WERE SEEK-
ING PERMITS TO PUT IN WELLS AT THE RIVER'S EDGE SUBDIVISION AND IT WAS HER UNDERSTANDING
THAT WITH THE WATER AND SEWER NOT BEING WORKABLE, NO ONE WAS PERMITTED TO MOVE INTO THE AREA
MAYOR FLOOD EXPLAINED THAT IT WAS THE COUNCILS DECISION TO ALLOW PROPERTY OWNERS TO BUILD IN
RIVER'S EDGE iN ORDER TO BEAT INFLATIONARY PRICES AND ON THE BUILDING PERMIT IT WOULD BE
STIPULATED THAT A CERTIFICATE OF OCCUPANCY WOULD NOT BE ISSUED UNTIL THE WATER AND SEWER IS
FRANCHISED INTO THE CITY.
MR. CLIFF HOOSE, RECREATION COORDINATOR, REPORTED THAT SINCE HE WAS IN FAVOR OF USER FEES FOJ
RECREATIONAL ACTIVITIES HE HAS RECOMMENDED A $7.00 FEE FOR A SEVENTEEN WEEK SCHEDULE OF
SHUFFLE BOARD. SINCE THIS RECOMMENDATION, HE REPORTED THAT HE HAS MET ALOT OF RESISTANCE
FROM THE PLAYERS.

MR. JOHN VAN ANTWERP, CHAIRMAN, GOLF COURSE COMMITTEE, REPORTED THAT THE GOLF COURSE COMMITTE]
REVIEWED THE PRELIMINARY DRAFT REGARDING THE GOVERNING BOARD FOR THE SEBASTIAN MUNICIPAL
GOLF COURSE AND FELT THAT SINCE A SUBSTANTIAL AMOUNT OF REVENUE WILL COME FROM THE NON-
RESIDENT MEMBERS OF THE GOLF COURSE THEY RECOMMENDED THAT THE GOVERNING BOARD FOR THE
SEBASTIAN MUNICIPAL GOLF COURSE SHOULD CONSIST OF THREE CITY RESIDENTS, TWO NON-RESIDENTS
AND TWO ALTERNATES EACH BEING APPOINTED AT STAGGERED TERMS. THE COMMITTEE SUGGESTED THAT THE
BOARD OF GOVERNORS SHOULD BE GIVEN THE AUTHORITY TO TEMPORARILY AMEND THE SCHEDULE OF RATES
AND CHARGES.
MAYOR FLOOD EXPLAINED THAT THE MONEY HAS BEEN BUDGETED IN THE GOLF COURSE BUDGET AND SINCE
THERE MAY BE A SEASONAL REDUCTION IN RATES, THE GOLF COURSE GOVERNING BOARD WILL NEED THE
AUTHORITY TO TEMPORARILY AMEND THE SCHEDULE OF RATES AND CHARGES SO GREEN FEES CAN BE ADJUSTE1

DISCUSSED SOME MINOR CHANGES IN THE P~S ~SPECIFICATIONS OF THE CLUB HOUSE AND IT WAS
INDICATED THAT THE CITY WOULD ACT AS[ ~ GE~AL CONTRACTOR IF NO BIDS WERE RECEIVED.
MR. MACQUEEN REPORTED THAT THE NEW PLAMS AN~SPECIFiFCATIONS FOR THE CLUB HOUSE WOULD BE
READY FOR BID NEXT WEEK. ~

AND ZONING COMMISSION AND THAT AN APPEAL TO MR. MCCORVEY'S SITE PLAN WAS NOT FILED WITHIN
iTHE REQUIRED 10 DAY PERIOD. THEREFORE, UNDER THE CITY'S ORDINANCE, THE SITE PLAN BECAME
EFFECTIVE ON THE 10TH DAY AFTER IT WAS APPROVED BY THE PLANNING AND ZONING COMMISSION.
ATTORNEY KILBRIDE RECOMMENDED THAT THE CITY WOULD HAVE A BETTER LEGAL STANDING AND WOULD
BE SAFER TO OPEN THE MARTIN SUBDIVISION ALLEY FOR AN EXIT AS PROPOSED IN MR. BRUCE MCCORVEY'S
PROPOSED SITE PALN.
ATTORNEY RENE VAN DE VOORDE STATED THAT MR. BRUCE MCCORVEY IS WILLING TO PAY HIS FAIR SHARE
IN REGARDS TO OPENING THE ALLEY.
COUNCILWOMAN PHELAN STATED THAT THERE WERE NUMEROUS ADJOINING PROPERTY OWNERS WHO OBJECTED TO
OPENING THE ALLEY AND THAT THE COUNCIL DOES HAVE THE RIGHT TO CONSIDER WHAT THE PUBLIC WANTS.
ATTORNEY KILBRIDE EXPLAINED THAT ANYONE WHO OW~ ADJOINING LOTS HAVE THE RIGHT TO USE THE
ALLEY AS AN EXIT.
COUNCILMAN VOTPAKA SUGGESTED THAT AN ENGINEER SHOULD LOOK INTO THE OPENING OF THE MARTIN
SUBDIVISION ALLEY REGARDING PROPER DRAINAGE. HE FELT A MARL ROAD WOULD NOT HOLD UP SINCE,
THIS ALLEYWAY WILL BE SUBJECT TO HEAVY TRAFFIC.
MOTION BY COUNCILMAN VOTAPKA, SECONDED BY COUNCILWOMAN PHELAN, TO AUTHORIZE THE CITY ENGINEER
TO MAKE AN ESTIMATE ON THE ENGINEERING IMPROVEMENTS FOR OPENING THE ALLEY AND SUCH IMPROVE-
MENTS WOULD INCLUDE PAVING, DRAINAGE, CLEARING AND GRUBING AND RELOCATION OF UTILITIES.

MAYOR FLOOD EXPLAINED THAT SINCE AN ACCESS ROAD IS NEEDED OFF OF SCHUMANN DRIVE, CROSSING
THE FLORIDA EAST COAST RAIL ROAD TRACK TO U. S. HIGHWAY #1, THE FLORIDA EAST COAST RAIL
ROAD REQUESTS THAT AN APPLICATION MUST BE FILLED OUT IN ORDER TO OBTAIN A PERMIT FOR THE
USE OF THE RAIL ROAD CROSSING.
MAYOR FLOOD STATED THAT THE TOTAL APPROXIMATE COST FOR THIS ACCESS ROAD WOULD BE $50,000.00
TO $52,000.00 AND THE $25,000.00 HAS BEEN SET ASIDE IN THE GENERAL DEVELOPMENT FUND EAR-
MARKED FOR THE CONSTRUCTION OF THIS ACCESS ROAD.
