MEETING WAS CALLED TO ORDER BY MAYOR PAT FLOOD, JR., AT 7:00 P.M.
PRESENT: VICE MAYOR LEWIS GRAY, COUNCILMAN JOHN R. JOACHIM, COUNCILWOMAN DOROTHY W. MC KINLEY,
MAYOR FLOOD, AND CITY ATTORNEY DANIEL KILBRIDE.
ABSENT: COUNCILMAN EVERETT T. GASS.
VICE MAYOR GRAY REPORTED. HIS HAVING AUTHORIZED A NEW WELL AT THE SOCIAL CENTER TO REPLACE THE OLD
UNSERVICEABLE UNIT. THE NEW WELL SHOULD BE OPERATIONAL BY THE 21ST OF NOVEMBER.
MAYOR FLOOD EXPLAINED HIS EMERGENCY EXPENDITURE OF $350 FOR DRAINFIELD REPAIRS AT THE COMMUNITY
CENTER, WHICH SEEMS TO POSE A CONTINUING PROBLEM. FOLLOWINGA BRIEF DISCUSSION, IT WAS CONCLUDED
THAT IN THE CASE OF THE COMMUNITY CENTER, OVER-USE MIGHT BE A CONTRIBUTING FACTOR TO DRAINAGE
PROBLEMS.
A REPORT OF MAYOR FLOOD'S AND CITY ENGINEER LLOYD'S TRIP TO GAINESVILLE TO DISCUSS LONG RANGE WATER
AND SEWERAGE PLANS FOR THE CiTY THROUGH THE FARMERS HOME ADMINISTRATION FINANCIAL SUPPORT RESULTED
IN A RENEWED APPROACH TO THE SUBJECT. ALL AGREED AT LENGTH TO RE-EVALUATE THE PRIORITIES OF ROAD
REPAIRS AS RELATING TO FUNDING FOR WATER AND SEWER EXPENDITURES AND TO APPROACH THE OVERALL JOINT
MATTER IN SMALLER MORE FINANCIALLY VIABLE STAGES.
THE BUILDING OFFICIAL REPORTED A CALL FROM GENERAL DEVELOPMENT CORPORATION UTILITIES ADVISING THEY
PROPOSED TO MOVE A LARGE SEWER PLANT TO SEBASTIAN. THEY WANTED TO POUR A PAD FOR IT BUT THE BUILD-
ING OFFICIAL INFORMED THEM THEY WOULD HAVE TO SUBMIT TO HIM A DRAWING OF THE PLANT. THE PLANS
WOULD THEN BE FORWARDED TO THE CITY ENGINEER FOR REVIEW. IF MR. LLOYD CONCURS WITH THE PLAN, THEY

THE CITY CLERK MENTIONED A BOOKLET ENTITLED, "GOLDEN YEARS FOR SENIOR CITIZENS" COPIES OF WHICH WE
RECEIVED PERIODICALLY, STATING THEY HAVE SOLICITED THE CITY FOR AN AD IN THE BOOKLET. IT WOULD COST
APPROXIMATELY $20 TO $25 FOR AN EIGHTH OF A PAGE.
MR. LOUDERMILK, REPRESENTING THE JAYCEES, WAS ASKED TO DISCUSS PLANS FOR THE NEW YEAR'S EVE FIREWORKS
JUST AFTER DUSK AND IT WILL LAST ABOUT 30 OR 40 MINUTES. IN THE MEANTIME, THEY WILL BE SERVING HOT
DOGS, DONUTS, COFFEE, ETC. IN THAT LINE. IT WILL TAKE THEM APPROXIMATELY TWO OR THREE HOURS TO COM-
PLETE EVERYTHING IN THE SOCIAL CENTER AND THEN THEY WILL VACATE THE BUILDING, WHICH SHOULD BE ABOUT
7:30 P.M.
MRS. PHELAN WAS ASKED TO CONTACT THE PERSON WHO WANTED TO RENT THE SOCIAL CENTER ON NEW YEAR~S EVE
FOR A PARTY AND ASK THAT THE REQUEST BE SUBMITTED IN WRITING.
MOTION BY COUNCILMAN JOACHIM, SECONDED BY COUNCILWOMAN MC KiNLEY, TO GRANT THE JAYCEES USE OF THE
SOCIAL CENTER ON NEW YEAR'S EVE AND TO ADVISE THE PEOPLE WHO WANT TO RENT IT THAT iT WILL BE OPEN AT
8:00 P.M. IF THEY WANT TO RENT IT. CARRIED.
A FOURTH OF JULY MEETING WILL BE HELD ON NOVEMBER 28TH AND THE JAYCEES WERE ASKED TO SEND A REPRESEN-
TATIVE.
THE CITY ATTORNEY READ IN ITS ENTIRETY THE ORDINANCE DEFINING AND REGULATING THE SEBASTIAN MUNICIPAL
AIRPORT; ESTABLISHING THE AIRPORT ADVISORY BOARD FOR FIXING QUALIFICATIONS OF MEMBERS, AND PROVIDING
POWERS AND DUTIES OF SUCH BOARD; AND PROVIDINGAN EFFECTIVE DATE.

THE NEXT TOPIC WAS THE PROPOSED REVISIONS TO THE CEMETERY RULES AND REGULATIONS AND PROPOSED NEW FEES
FOR CEMETERY LOTS. AFTER A LENGTHY DISCUSSION, THE CITY ATTORNEY WAS ASKED TO PRESENT TO THE COUNCIL,
AT THE DECEMBER COUNCIL MEETING, A PROPOSED REVISED ORDINANCE ON RULES AND REGULATIONS OF THE CEME-
TERY AND A RESOLUTION ON THE PROPOSED FEES.
MAYOR FLOOD DISCUSSED THE NEED FOR ADDITIONAL STORAGE SPACE AT THE COMMUNITY CENTER INDICATING ONE
LOCATION FOR SUCH AN AREA COULD BE OUTSIDE THE WINDOW OF ONE OF THE PRESENT STORAGE ROOMS. IT IS
ANTICIPATED THE CEMETERY ASSOCIATION INC. AND THE NORTH COUNTY RECREATION DEPARTMENT WILL BE ASKED
TO HELP DEFRAY THE COST OF THIS ADDITION INASMUCH AS THEIR EQUIPMENT WILL BE STORED IN IT. VICE MAYOR
GRAY WILL GET TOGETHER WITH THE NORTH COUNTY RECREATION DEPARTMENT REPRESENTATIVE TO MAKE CERTAIN
THEY HAVE FUNDS TO CONTRIBUTE TO THIS PROJECT.
MAYOR FLOOD DISCUSSED THE REMODELING OF TWO ROOMS IN CITY HALL AND QUESTIONED THE LEGALITY OF HIRING
A CITY EMPLOYEE TO REMODEL THE TWO ROOMS DURING HIS OFF DUTY TIME AND TO REIMBURSE HIM FOR HIS LABOR.
THE ATTORNEY COULD SEE NO OBJECTION AS LONG AS THE EMPLOYEE WAS DOING IT ON HIS OWN TIME.
MOTION BY COUNCILMAN JOACHIM, SECONDED BY VICE MAYOR GRAY, THAT A CITY EMPLOYEE BE AUTHORIZED TO DO
THE REMODELING JOB ON HIS OFF DUTY TIME AND THAT HE BE REIMBURSED FOR HIS LABOR. CARRIED.
MAYOR FLOOD MET WITH THE SCHOOL SUPERINTENDENT AND FOUR OF THE SCHOOL BOARD MEMBERS ON THE SITE
FOR THE NEW ELEMENTARY SCHOOL. THEY LIKE THE SITE AND WILL RECOMMEND THE SCHOOL BE BUILT THERE.
THEY WERE SURPRISED THAT MAYOR FLOOD HAD THE WARRANTY DEED IN HAND, THEY THOUGHT THEY WOULD HAVE TO
TO THROUGH GDC. WITHIN 18 MONTHS THEY HOPE TO BE ABLE TO BUY AN EXISTING PLAN WHICH WILL SAVE TIME
IN GETTING STARTED. WITHIN 2 YEARS, IF EVERYTHING WORKS OUT, SEBASTIAN WILL HAVE A NEW ELEMENTARY
SCHOOL. THE COUNCIL WILL HAVE TO MAKE UP ITS MIND WHETHER THE CITY SHOULD TAKE OVER THE PRESENT
SCHOOL.
