December 2,1947.
~leeting was called to order by President l~iiddleton.

Smith,Turlington and Sembler.
l~ir Chas. ~litchell the City's Attorney 'Oeing present.
~inutes of 'the last meeting werer read and approved.
~ills passed on by th' ~"in~uce ~ommittee were ordered paid on ~otion Dy Councilman
Sembler which was seconded by Councilman Oohannon. ~otion Carried.
~iotion by Councilman Bohazmon and seconded by Councilman Smith that ,the Oity assume
Electric light bills for the lighting of the ~all 2'ield. ~otlon carried.
Council appointed committee to attend School i~oard meeting in conjunction with the
School Board property on which the ~all ~'ield is located.
~ounoilmen Sembler and Smith were appointed. ·
~otion by Councilman Turlington and seconded ~y Oouncilmam Sembler,~hat C.h'.Branford
be reembursed for $35.00 for, ckec,k on which payment was s~opped by Traff~tc v~olator.

It was moved by Councilman Sembler and seconded by (~ouncllman Turlington the City
assume the expense of the candy for the ~hristmas party to be held in the City
Park on the evening of December 23,1947. Nlotion was carried.
It%moved by Councilman Turlington and seconded bu Councilman Sembler ~hat the new
land and building values submitted to the City Council by the appralseing Board be
accepted, ~otio~ carried.
~r Pennington was appointed Inspector on the ~ity Election ~oard to fill the place
of ~ir Paul Stevenson who had accepted nomination to run for the Office of Councilman
at the City's election on ~ecem~er 8,19~7. ~lotlon ~y ~ouncilman .~urli~g~(~n~,an~¥secohded ~y
(~ouncilman Bohannon motion carried.
The following petitions v'ere presemted to the City ~ouncil.
For the Office of l~ayor of Sebastlan,L.~.Shafor,Iiarry Bohannon and Earl Eoberts.
For Councilman,Andy Frazee,Wilson Paris,Paul Stevenson and R.~.Letchworth,
It was moved by Councilman Smith and seconded by Councilman Turlington the above
petitions be accepted. ~otioncarried.

be adjourned until 8.00 P.~. of 0ecember 8~h. 1947.

The Chair called on the Council to clear up the situation of a tie vote between L.M.Shafor
and Earl L.RoOerts Candidates for Mayor of Sebastian,both having 72 votes for said office.
after the Clerk read Section 17 from the City Charter,where it stated, After the'City canvassed
the returns of the Election and findlng two candidates haveing the s~me amount of votes for
the one Office,said charter reads It will be the duty of the City Council by a majority vote
to elect to'shuch office,one of the Candidates who may have received the tie vote.

The c~air asked for opinions from the ~ouncil,where~y ~ouncilmanA~ecommen ~ a secret ballot.

Mayor Shafor not agreeing on a secret ballot asked for an open ballot.After ~r ~oberts the
other Candidate for ~ayor of sebastian agreeing with mayor Shafor for an open ballot,it was
moved by Councilman Boh~nnon and seconded by Councilman Turlington that,mr Sarl L.Roberts
be elected to office of ~ayor of the Oity of Sebastian. ~otion was carried by fo,lowing vote
Councilman Bahannon .... SeSo
councilman Turlington-- Yes.
Councilman Smith Yes.
uouncilman Sembler ........ -~o.
There by Earl L,Eoberts was elected mayor of Sebastian by a majority vote by the city Council.
· he following Candidates , Mayor Elect Earl L.Roberts, Gouncilmen Elect Paul R.Stevenson and
a.B.Frazee were then sworn in and Eotary Seal affixed to t~ Uandida~es oath of office by
~lrs Peggy ~.Webbe Notary Public.
~Z~he tall~ countof the other Oandidates were Paul ~.Stevenson 120 votes,A.B.~'razee 90.~.~.
Letchworth 59 and W.W.Park 5~ votes.
The new Gouncil body then assumed their places and approved resolution accepting said
Candidatesw O~ a motionby Councilmmn Smith which was seconded by Councilman Frazee.
There being no business meetlng was mdJourned.
