Mayor Conyers called the workshop meeting to order at 7:00 p.m. 2. The Pledge of Allegiance was recited. 3. ROLL CALL Present: Mayor W.E. Conyers Councilman Peter Holyk Vice Mayor Frank Oberbeck Councilman Lonnie Powell Councilman George Reid Also Present: City Manager, Robert McClary City Attorney, Charles Nash Director of Community Development, Bruce Cooper Chief of Police, Earle Petty City Clerk, Kathryn O'Halloran Deputy City Clerk, Sally Maio 4. AGENDA MODIFICATIONS !ADDITIONS AND/OR DELETIONS) None. City Council Workshop December 4, 1991 Page Two 5. PROCLAMATIONS/ANNOUNCEMENTS 91.330 A. Janice L. King - Employee of the Quarter E 7/91 through 9/91 Mayor Conyers presented the Employee of the Quarter plaque to Jan King. 6. PUBLIC INPUT Ron Harsh, George Shaw, Steve Pitiak and John Silvio requested to speak during the applicable agenda items they wished to address. City Council concurred. A1Vilardi, 445 Georgia Boulevard, Sebastian expressed concern relative to the timing of the County Health Department announcing the presence of trihalomethanes in GDU water. 7. WORKSHOP ITEMS 91.123 Review Security Alarm Ordinance (Staff Recommendation dated 10/29/91, Proposed Ordinance No. 0-91-20) Ron Harsh, 550 Bay Harbor Terrace, Sebastian presented his objections to the proposed ordinance and offered to assist the city in seeking alternatives. A lengthy discussion ensued. The City Attorney said he had based this language on models obtained from Florida League of Cities and other municipalities, however, he was open to direction from Council. Each City Council member contributed his recommendations for amendment. Councilman Reid recommended that the fee in 31-8(a)(5) be increased to $100, however, there was no consensus taken. It was the consensus of Council to leave section 31-7(b) as is; to combine items in 31-8(a); leave 31-8(c) as is; have the City Attorney obtain information from Mr. Harsh on 31-8(d); and to change the registration in 31-11 to a one time non-transferable $10 fee with no renewal required. Mayor Conyers called recess at 8:09 p.m. and reconvened the meeting at 8:20 p.m. Ail members were present. 2 City Council Workshop December 4, 1991 Page Three 91.132 B. 91.066 91.071 Schedule 2nd Public Hearing for Ordinance No. 0-91-17 (Comprehensive Land Use Plan) for 12/18/91 (Staff Recommendation dated 11/26/91, 0-91-17, DCA Letter dated 10/25/91, Table III-12 (Revised), Table III-12 (Deleted) It was the consensus of City Council to schedule the public hearing on Ordinance No. 0-91-17 for December 18, 1991. Ce Schedule 2nd Public Hearing for Ordinance No. 0-91-10 (Columbus Club CLUP Amendment) and Ordinance No. O-91-11 (Columbus Club Rezoning) for 1/8/92 (Staff Recommendations dated 11/26/91, O-91-10, O-91-11, DCA Letter dated 8/13/91) It was the consensus of City Council to schedule the public hearing on Ordinance Nos. O-91-10 and 0-91-11 for January 8, 1991. Water and Sewer (Cit~ Manager Recommendation dated 11/26/91) City Council concurred to hear city staff, Charles Vitunac, Indian River County Attorney, and Terry Pinto, Indian River County Utilities Director prior tO public input. Attorney Vitunac said the county had prepared and submitted a verbatim transcript of the City Council workshop of November 6, 1991 at which, in the opinion of the county, the city's water and sewer consultants had presented misinformation as to the county's position. Mr. Vitunac said county and city representatives will be meeting tomorrow and that, in his opinion, they are very close to an agreement. It was the consensus of City Council to hold comment pending the outcome of tomorrow's meeting. Steve Pitiak, 3621 West Derry Drive, Sebastian, requested that a representative of Park Place be permitted to attend the meeting to observe. The City Manager said he would contact Jim Chandler, Indian River County Administrator. Mr. Pitiak said no one in Park Place is happy with staying with the county system. City Council Workshop December 4, 1991 Page Four Other members of the public who had signed to speak said they would await the meeting results. 8. MAYOR'S MATTERS Mayor Conyers appealed to the City Manager to take advantage of community service laborers to alleviate drainage problems. 9. COUNCIL MATTERS A. Vice Mayor Oberbeck None. B. Councilman Holyk Councilman Holyk recommended that Sebastian's past be left behind. He strongly objected to a speaker's remarks made at the joint meeting with Indian River County relative to CR 512 and requested a public apology. He said he had studied the CR 512 issue in depth. C. Councilman Powell 91.291 1. Occupational Licenses (Section 14-28 Code of Ordinances) Councilman Powell objected to occupational license fees placed on Beauty Shops/Barber Shops, wherein each operator must pay $10. He said, in his opinion, the business operator is the shop owner and that shop employees should not have to pay the fee. Council concurred to direct the City Attorney to draft an ordinance to amend the code to reflect a fee of $10 for each owner and each non-employee barber or cosmetologist and $1.85 per chair. D. Councilman Reid Councilman Reid concurred with remarks made by Councilman Holyk relative to bashing rank and file employees. 10.
