REGARDING APPROVAL OF THE MINUTES OF PREVIOUS MEETING, COUNCILMAN GASS REMARKED THAT IN THE MINUTES OF THE MEETING OF NOVEMBER 10 IN THE MOTION SETTING RATES FOR LOT MOWING, THE WORDS AFTER "OPERATOR", "PER MAN, PER PIECE OF EQUIPMENT, PER HOUR", SHOULD BE DELETED. MOTION BY COUNCILMAN GASS, SECONDED BY COUNCILMAN OBERBECK, TO APPROVE AS AMENDED THE MINUTES OF REGULAR COUNCIL MEETING 11/10/80 AND PUBLIC HEARINGS 11/19/80. CARRIED. MAYOR FLOOD REMINDED EVERYONE THAT THE SEBASTIAN SINGERS WILL BE PRESEArfING THEIR CHRISTMAS PROGRAM 2~T THE COMMUNITY CENTER ON DECEMBER 2.1 THE ANNUAL CHRISTMAS PARTY FOR THE CHILDREN WILL BE HELD AT THE COMMUNITY CENTER AND EVERYONE WAS INVITED TO ATTEND. CHIEF CUMMINS REPORTED THAT 438 COMPLAINTS WERE HANDLED BY THE POLICE DEPARTMENT DURING THE MONTH OF NOVEMBEr, NOT INCLUDING TRAFFIC STOPS. CHIEF CUMMINS ANNOUNCED THAT ON JANUARY 6 AT 7:00 P.M. AT THE COMMUNITY CENTER HE WILL CONDUCT A PROGRAM ON BURGLARY AND INVITED EVERYONE TO ATTEND. MR. WEHR REPORTED THAT THE STREET DEPARTMENT WORKED A TOTAL OF 1402 HOURS. THE NEW PARK AREA HAS BEEN CLEARED OUT AND THEY HOPE TO GET IT GRADED AND START BUILDING SOME PARK BENCHES. THEY ARE CONTINUING WITH THE PATCHING OF STREETS AND THE PAINTING OF STREET SIGNS. ABOUT 20' HAS BEEN CUT OFF THE FLAG POLE IN THE CEMETERY AND THE POLE HAS BEEN PAINTED. COUNCILMAN OBERBECK INQUIRED IF ANYTHING COULD BE DONE BOUT THE SAND ON THE SIDEWALK ON THE NORTH SIDE OF MAIN STREET. MR. KILBRIDE ADVISED THAT THIS WAS THE DUTY 'BUILDING OFFICIAL REPORTED THAT 23 SING~k--FAMILY HOMES W~ FONSTRUCTED IN NOVEMBER FOR A TOTAL VALUE OF $836,300. TOTAL CONSTRUCTION FOR THE MO. DiLAURO, ANNEX- ATION INTO THE CITY OF 40 ACRES OWNED BY DR. FISCHER. I~ RESPONSE TO A QUESTION BY COUNCILMAN OBERBECK, MR. GOLIEN STATED THAT WHILE WE DO NOT HAVE A LANDSCAPE O~IN~CE, OUR TREE ORDINANCE SPELLS OUT A LOT OF THINGS. IN RESPONSE TO ANOTHER QUESTION BY COUNCILMAN OBERBECK, ~ GOLIEN STATED THAT PLATS HAD BEEN RECEIVED FOR BOTH ANNEXATIONS AND EXPLAINED THE DiLAURO PROPERS_ ~ LO~ATED RIGHT AT THE SEBASTIAN RIVER BRIDGE ON S.R. 512 ON THE SOUTH SIDE, AND THE FISCHER PROPERTY ~ TEF~ TWIN LAKES AREA. ~_~I~POREu AND MA RE T BOUNDARIES ARE SET. A OUT. COUNCILMAN OBERBECK ADDED THAT HE IS IN THE PROCESS OF DOING UP A SKETCH FOR THE ADDITIONAL WORK- SHOP AND STORAGE AREA AT THE COMMUNITY CENTER. COUNCILWOMAN McKINLEY REPORTED THAT SOME GRASS HAS BEEN PLANTED AT THE CEMETERY. SHE ALSO INQUIRED AS TO WHAT HAD BEEN DONE ABOUT THE BURYING OF TREES AND THE CLEARING OFF OF LOTS BY THE BUILDERS. MAYOR FLOOD oVISED THAT HE HAD REPORTED SEVERAL MONTHS AGO THAT A REPRESENTATIVE OF THE DEPARTMENT OF ENVIRONMENTAL GULATIONS INFORMED HIM THAT BIG TREES COULD NOT BE BURIED, ONLY SMALL SCRUB OAK AND SCRUB PALMETTOS. NO NSTRUCTION'DEBRIS, OR ANYTHING LIKE THAT, COULD BE BURIED. COUNCILMAN GASS REPORTED THAT HE WAS IN RECEIPT OF A LETTER FROM FLORIDA POWER AND LIGHT ADVISING THAT A CHANGE IN THEIR STREET LIGHTING SCHEIIILE HAS BEEN FILED WITH THE PUBLIC SERVICE COMMISSION. THE PROPOSED CHANGE WOULD ALLOW THEM TO CHARGE LESS FOR MORE EFFICIENT HIGH-POWERED SODIUM LIGHTS THAT iS NOW CHARGED FOR THE MERCURY VAPOR LIGHTS. COUNCILMAN GASS IS DECLARING A MORATORIUM ON TRANSFERRING OR PUTTING ~'_'~ NEW LIGHTS UNTIL THE NEW SCHEDULE IS RECEIVED. WE MAY FIND THAT WHERE WE HAVE THREE LIGHTS NOW WE CAN DO WITH TWO, AND MORE LIGHTS MIGHT BE AVAILABLE. MR. KILBRIDE READ FOR THE SECOND TIME, IN ITS ENTIRETY, AN ORDINANCE CREATING CHAPTER 3A OF THE CODE OF ORDINANCES RELATING TO THE SEBASTIAN MUNICIPAL AIRPORT. MAYOR FLOOD EXPLAINED THAT THE BIGGEST CHANGE IN THE ORDINANCE PROVIDE FOR A 7 MEMBER ADVISORY BOARD INSTEAD OF 5. MR. VAN DE VOORDE MENTIONED THAT THERE IS A PROVISION: "THE AIRPORT CHAIRMAN HAS THE AUTHORITY TO COMPEL ATTENDANCE OF WITNESSES", AND ASKED IF THAT MEANT HE HAS SUBPOENA POWERS. MR. KILBRIDE STATED THAT WAS THE INTENT. MOTION BY COUNCILMAN OBERBECK, SECONDED BY COUNCILWOMAN McKINLEY, TO PERMIT MAYOR FLOOD TOBRING UP A MAT. PER FOR DISCUSSION. CARRIED. MAYOR FLOOD EXPLANINED THAT HE WOULD LIKE THE COUNCIL TO CALL A MEETING OF THE VARIANCE BOARD TO GRANT A BARIANCE FOR 40/100 OF AN INCH OF AN ENCROACHMENT ON AN EASEMENT. THERE IS A HOUSE ON THIS PROPERTY, BUT SINCE TWO DIFFERENT SURVEYS WERE MADE AND THEY ARE NOT IN AGREEMENT, THE OWNER IS HAVING A PROBLEM WITH THE MORTGAGE COMPANY IN TRYING TO SELL. MAYOR FLOOD ADDED THAT A 6" EASEMENT WOULD BE ACCEPTABLE AND IF THE VARIANCE BOARD APPROVED IT, THE MORTGAGE COMPANY WOULD ACCEPT A RECORDED COPY OF THE MINUTES OF THEIR MEETING.
