LOIS CARLSENs WIFE OF THE COUNCILMAN IN %ZERO BEACH AND A M~4EMBER OF THE GARDEN CLUBs WILL DONATE A TREE OR SHRUB FOR THE NEW CCIMMUNITY CENTER. THE PELICAN ISLAND GARDEN CLUB WILL DONATE FOUR OAK TREES WHICH MR. AL BUNCH I4ILL PLANT AT NO CHARGE TO THE CITY. M~MBERS OF THE PELICAN ISLAND GARDEN CLUB WILL BE HAPPY TO COOPERATE IN BEAUTIFYING THE GROUNDS OF THE CC~.~4L~ITY CENTER AND WILL ACCEPT PLANTS AND SHRUBBERY FOR THIS PURPOSE FROM THE CITIZENS OF THE AREA. MAYOR CRAGG THAWED MRS. DEWHURF~T FOR HER GENEROUS OFFER AND FOR THE CLUB'S COOPERATION. HE WILL GET TOGETHI~.R WITH THE URBAN FOREMTER~ DAN PADGET~ AND DECIDE WHERE THE OAK TREES SHOULD BB PLANTED. BEVAN, GENERAL MANAGER OF GDC~ ADVISMD THERE WAS A STREET SIGN AT THIS LOCATION AT ONE TIME. HOWEVERs ANOTHER ONE HAS BEEN ORDERED AND WILL BE INSTALLED AS SOON AS IT ARRIVES~ MR. HE ODMMENTED THAT QUITE A FEW STORAGE SHEDS ARE BEING ERECTED BEHIND FIOMES WITHOUT PER~IIT$. IT IS THE R~PONSIBILITY OF THE PUBLIC TO OBTAIN PER~4ITS BECAUSE IN MANY INSTANCES THEY APOV., NOT TIED DOWN CORRECTLY AND COULD BE DANGEROUS IN EVENT OF A HURRICANE. AT THE TIME THiS WAS BROUGHT UP AT TH~ LAST COUNCIL MEETING IT WAS THOUGHT AN AGREEMENT COULD BE DRAWN UP TO ACCEPT GDC'S OFFER. HOWEVER, UPON ADVICE OF THE CITY ATTORNEY AN A~;ENi~4ENT TO THE CITY O~qDINANCE WOULD BB NECESSARY BEFORE THE CITY COULD LEGALLY ACCEPT THESE STRF~ETS, MR. I~DCELLE, CITY ATTORNEY~ EXPLAINED THAT THE PRESENT ORDINANCE ON THE BOOKS WOULD REQTJIPJ~ A CERTAIN PERCENTAGE OF IMPROVEMENTS TO BE DONE IN ANY ONE SUBDIVISION PRIOR TO ACCEPTING THE STRF. ETS. THEREFOR~ IT %~)ULD REQUiRE AN AMENE~4ENT TO ACCEPT ANY STREETS THAT DO NOT COMPLY WITH THE TER~$ OF THE ORDINANCE AND THAT AN AMENDMENT WOULD REQUIRE A PUBLIC HPJIRING. MR. VOCELLE (XDN~MENTgD IT WOULD PROBABLY ESTABLISH A DANGEROUS PReCEDENCE TO AMEND THE PRF~SgNT ORDINANCE ON THE ACCEPTANCE OF THE STREk'TS IN QUESTION. COUNCILMAN KINARD NOMINATED COUNCILMAN HOOSE FOR THIS POSITION. SECONDED BY COUNCILMAN FLOOD AND CARRIED, AT A RECENT ENVIRO~iENTAL COMMITTEE MEETING ATTENDED BY COUNCILMAN KINARD~ THE SUBJECT OF WATER SITUATION BETWEEN WABASSO AND INDIAN RIVER SHORES WAS DISCUSSED. AT THE LAST CITY COUNCIL M~TING ONE OF THE FAMILIES ASKED THE CITY OF SEBASTIAN TO HELP TH~I WITH THEIR FIGHT, PREVIOUS TO THAT, THE ~JNVIROb~4ENTAL ~ITTF. E HAD "HANDS OFF." THE ENVIRONMENTAL COMMITTEE IS NOW GOING TO MAKE A SURVEY FROM WABASSO TO INDIAN RIVER $~ORES ON THE WATER SITUATION, THERE IS A POSSIBILITY THAT IN FUTURE YEARS SEBASTIAN COULD C4~T INTO TROUBLE ON THIS, THE ASHLAND OIL IS BUILDING A NEW CITY SOUTH OF iNIYfAN RIVER COUNTY LINE AND WATER IS ALSO A TOPIC OF DISCUSSION. INDIAN RIVER COUNTY IS GOING TO PLAY A BIG PART ON THIS~ DIRECTLY OR INDIRECTLY. REPRESENTATIVE .CHESTER CL~ ATTENDED THE MEETING AND TALKED FOR SOME TIME, MR, ML~dM, BUILDING INSP~R~ REPORTED THAT IN AUGUST 1973 T~ STATE ENACTED A NEW TIE DOWN LAW AND T~IS YEAR C~ IN %*;ITH A REVISED LAW SIMILAR TO THE 1973 LAW. ME HAS WRITTEN AND REQUESTED A OOPY OF THE REVISED LAW, MANY HOMES IN CP~_~ASTIAN WILL NOT MEET THE SPECIFICATIONS OF THE NEW LAW. HE STRESSED T~ IMPORTANCE OF DISSEMINATING T~r~S INFORMATION TO THE MOBILE F~DME OWNERS IN SEBASTIAN. THE CITY ATTORNEY WILL WRITE FOR FURTHER CLARIFICATION BEFOR~ TAKING ANY ACTION. THE TREE ORDINANCE WILL BE TURNED OVER TO THE ZONING AND PLANNING COMMISSION AFTER WHICH A PUBLIC HEARING ~ILL BE HELD, A COPY OF THE FROPOSED ORDINANCE IS ON FILE IN CITY HALL FOR ANYONE WANTING TO READ IT, MR.
