PUBLIC BEARING - DECEMBER 7, 1977 - 7 P.M.
MAYOR F. EUGENE CRAGG OPENED THE HEARING AT 7 P.M. FOR THE PURPOSE OF CONSIDERING THE ADOPTION
OF AN ORDINANCE AMENDING ORDINANCE NO. 202, AS AMENDED, THE ZONING ORDINANCE OF THE CITY OF
SEBASTIAN, FLORIDA, REGARDING THE RE-ZONING OF THE LAMBERT PROPERTY ON S.R. 512 FROM R-1 TO C-2.
THERE WAS NO RESPONSE FROM MEMBERS OF THE AUDIENCE OR THE CITY COUNCIL.
MOTION BY VICE MAYOR GRAY, SECONDED BY COUNCILMAN JOACHIM, TO CLOSE THE PUBLIC HEARING AND TO PUT
THE ORDINANCE ON THE AGENDA FOR ADOPTION AT THE REGULAR MEETING, DECEMBER 12, 1977. CARRIED.

THE HEARING WAS CALLED TO CONSIDER THE ADOPTION OF THE PROPOSED ORDINANCE FOR ANNEXING "SEBASTIAN
GREENS" INTO THE CITY. THE CITY CLERK READ THE PROPOSED ORDINANCE BY TITLE ONLY.
NO OPPOSITION WAS VOICED TO THE ANNEXATION OF THE ABOVE PROPERTY, AND THE HEARING WAS CLOSED.

AT A PREVIOUS MEETING, COUNCILMAN GASS ANNOUNCED HE HAD EXPECTED TO HAVE A FENCE INSTALLED BETWEEN
THE CITY'S PARKING LOT (U.S.1 & MAIN STREET) AND THE BOONE PROPERTY BUT A LEGAL PROBLEM HAS BEEN
ENCOUNTERED. HE HOPES TO HAVE IT RESOLVED SHORTLY.
ON DECEMBER 8TH, COUNCILMAN GASS ATTENDED A MEETING IN VERO BEACH CONCERNING THE COUNTY COMMISSIONERS'
RECOMMENDATION TO HAVE THE FRANCHISE OPERATORS ADD $1.75 TO EACH BILL FOR TRASH PICK UP SERVICE.
COUNCILMAN GASS WENT ON RECORD THAT HE OPPOSED THAT METHOD, THAT IT WAS A COUNTY ISSUE AND EACH TAX-
PAYER SHOULD EQUALLY SHARE WHATEVER EXPENSES WERE INVOLVED. IF THEY PROCEED ON THAT BASIS, MR. GASS
FELT THEY COULD LOWER THE COST. THE COMMISSIONERS DID NOT SAY THERE WAS ANY PROVISION TO ASSESS ANY
RATE ON RESTAURANTS OR BUSINESSES iN THE COUNTY. WHETHER IT IS SOMETHING PLANNED FOR THE FUTURE, HE
DID NOT KNOW. COUNCILMAN GASS WILL ATTEND THE COUNTY COMMISSIONERS' MEETING ON DECEMBER 21st WHEN
THE LANDFILL PROJECT IS TO BE DISCUSSED AND WILL REPORT THE RESULTS OF TWiT MEETING TO THE COUNCIL
AT THE NEXT-REGULAR COUNCIL MEETING.
CHIEF CUMMINS REPORTED 175 COMPLAINTS ANSWERED BY THE POLICE DEPARTMENT DURING NOVEMBER.
THE BUILDING OFFICIAL ANNOUNCED 15 PERMITS WERE ISSUED IN NOVEMBER FOR SINGLE FAMILY RESIDENCES
VALUED AT $427,900.00. TOTAL NEW CONSTRUCTION FOR THE MONTH AMOUNTED TO $439,104.00
THE ZONING & PLANNING COMMISSION WILL CONDUCT WORKSHOP MEETINGS ON THE FIRST THREE THURSDAYS OF THE
MONTH TO REVISE THE PRESENT ZONING ORDINANCE. THE REGULAR MEETING WILL BE HELD THE FOURTH THURSDAY
OF EACH MONTH.
MR. GIL SWIGER, CHAIRMAN OF THE AIRPORT COMMITTEE, STATED HE IS RECEIVING CALLS FROM PROSPECTIVE
CLIENTS BUT THAT HE HAD NOTHING DEFINITE TO REPORT AT THIS TIME.

MRS. HELEN L BATES, A REALTOR FROM FORT LAUDERDALE, HAS REQUESTED INFORMATION ON AVAILABILITY AND
LEASING OF PROPERTY AT THE SEBASTIAN INLAND AIRPORT. HER LETTER WAS TURNED OVER TO THE CHAIRMAN
OF THE AIRPORT COMMITTEE.
THE DIVISION OF EMPLOYMENT SECURITY, STATE OF FLORIDA DEPARTMENT OF COMMERCE, PROPOSES TO HAVE A
REPRESENTATIVE FROM ITS OFFICE AT THE SEBASTIAN CITY HALL EACH THURSDAY, HOURS TO BE ARRANGED
LATER, TO ASSIST THOSE CITIZENS THAT ARE IN NEED OF EMPLOYMENT SERVICES.
A LETTER OF APPRECIATION WAS RECEIVED FROM MR. & MRS. YOURISON OF 382 EASY STREET THANKING
COUNCILMAN GASS FOR THE QUICK ACTION HE TOOK TO CORRECT THEIR DRAINAGE PROBLEM.
THE PELICAN ISLAND GARDEN CLUB EXPRESSED APPRECIATION IN A LETTER TO MR. SAM MOHAMED, THROUGH THE
CITY CLERK, FOR HIS ASSISTANCE DURING THE CLUB'S RECENT FASHION SHOW AND CARD PARTY AT.THE COMMUNITY
CENTER. COUNCILMAN HOOSE SUGGESTED A COPY OF THE LETTER BE PLACED IN MR. MOHAMED'S PERSONNEL FILE.
THE CLERK READ A LETTER FROM MR. E. H. WALTERMIRE OF PALMETTO AVENUE IN WHICH HE EXPRESSED HIS
APPRECIATION TO MAYOR CRAGG AND COUNCILMAN GASS FOR THE COOPERATION AND ASSISTANCE THEy GAVE HIM IN
CORRECTING AN UNSATISFACTORY CONDITION THAT HAS EXISTED SINCE 1955.
NO ACTION WAS TAKEN ON A LETTER RECEIVED FROM THE NATIONAL GUARD OFFICERS' ASSOCIATION OF FLORIDA

THE MEETING WAS RECESSED TO SWEAR IN THE NEWLY ELECTED OFFICIALS, MAYOR PAT FLOOD, JR. AND COUNCILMAN
JOHN R. JOACHIM. COUNCILMAN JOACHIM RAN UNOPPOSED.
MAYOR CRAGG THANKED EVERYONE FOR THEIR SUPPORT DURING THE NINE YEARS HE HELD OFFICE IN THE CITY.
MAYOR FLOOD CALLED THE MEETING TO ORDER AND COMMENTED THAT "HE HAD MADE SOME STATEMENTS WHEN HE WAS
RUNNING FOR OFFICE, THAT HE WOULD SUPPORT THE PEOPLE OF SEBASTIAN AND WOULD NOT ALLOW ANYONE TO HAVE
ANY INFLUENCE OVER HIM. HE ASKED THAT THE PEOPLE OF SEBASTIAN HELP HIM KEEP THAT PROMISE BY LETTING
HIM KNOW IF THEY THINK HE IS LEANING ONE WAY OR ANOTHER - EITHER TO PRIVATE ENTERPRISE OR TO INDIVIDUALS.
HE FELT THE STAFF AT CITY HALL WAS A GOOD ONE AND ONE WITH WHICH HE COULD WORK HARMONIOUSLY. HE EX-
PRESSED THE OPINION THAT WORKING TOGETHER WE CAN HAVE A BETTER CITY. HE FELT HE HAS THE MAJORITY OF
THE PEOPLE'S SUPPORT NOW AND HE NEEDS THEIR CONTINUED SUPPORT TO MAKE THIS A BETTER COMMUNITY IN WHICH
TO LIVE.
