MINUTES OF REGULAR MEETING OF NOVEMBER 8 AND SPECIAL MEETING OF NOVEMBER 17 WERE APPROVED.
MOTION BY COUNCILMAN JOACHIM, SECONDED BY COUNCILMAN SZELUGA, TO PAY NOVEMBER BILLS AMOUNTING TO
$7,549.07. CARRIED.
THE BUILDING INSPECTOR, MR. MAYER, REPORTED $217,600 IN NEW CONSTRUCTION DURING NOVEMBER.
CHIEF CUMMINS REPORTED 172 COMPLAINTS ANSWERED DURING NOVEMBER, NOT INCLUDING TRAFFIC STOPS.
MAYOR CRAGG DISCUSSED BRIEFLY THE CURRENT UNSATISFACTORY SITUATION EXISTING WITH DOGS ROAMING THE CITY
STREETS. THE POLICE DEPARTMENT WILL PREPARE A NOTICE TO BE SENT, PARTICULARLY TO NEW HOME OWNERS, WHO
ARE NOT FAMILIAR WITH THE CITY LEASH LAW.
THE FLORIDA LEAGUE OF CITIES HAS REAPPOINTED MAYOR CRAGG TO THE URBAN ADMINISTRATION COMMITTEE.
REFERENCE MR. PAT SCOTT'S LETTER REQUESTING CLARIFICATION AS TO WHAT COULD BE BUILT ON LOT 2, BLOCK 5,
W. A. MARTIN S/D, THE MATTER WAS EXPLAINED TO MR. SCOTT AT THE LAST ZONING & PLANNING COMMISSION MEETING,
SO AT THIS TIME THE COMMISSION FELT NO LETTER WAS NECESSARY.

VICE MAYOR GRAY WILL DIRECT THE STREET DEPARTMENT TO ERECT A SIGN AT THE TENNIS COURTS INDICATING THE
NEW CLOSING HOUR OF 8 P.M. DURING DECEMBER, JANUARY AND FEBRUARY.
MAYOR CRAGG ASKED VICE MAYOR GRAY AND COUNCILMAN HOOSE TO WORK WITH MRS. PHELAN TO PREPARE SPECIFICATIONS
FOR A NEW TAPE RECORDER SO IT CAN BE ADVERTISED FOR BID.
AFTER A DISCUSSION ON THE RESPONSIBILITY FOR LIGHTS ON SCHUMANN DRIVE, UNIT #7, MOTION WAS MADE BY
COUNCILMAN SZELUGA, SECONDED BY COUNCILMAN JOACHIM, TO AUTHORIZE FLORIDA POWER & LIGHT COMPANY TO
INSTALL THREE POLES, WITH TWO LIGHTS EACH, ON SCHUMANN DRIVE BETWEEN US 1 AND THE RAILROAD CROSSING.
CARRIED.
THE COST OF THE THREE POLES WITH LIGHTS WILL BE $488.36 A YEAR, OR $40.70 A MONTH. ONE POLE WILL BE
PLACED AT THE ENTRANCE AREA OF TWIN LAKES, ONE WHERE THE SECOND MEDIAN BEGINS, AND THE THIRD AT THE END
OF THE MEDIAN STRIP NEAREST THE RAILROAD TRACK.
MAYOR CRAGG AND VICE MAYOR GRAY REPORTED ON THEIR TOUR OF THE HIGHLANDS WITH MR. BEVAN TO REVIEW THE WORK
BEING DONE ON THE SWALES IN UNIT 2. MAYOR CRAGG EXPLAINED THAT GDC IS TAKING DOWN SOME BRUSH AND A
FEW OF THE TREES WHICH ARE WITHIN THE 25' FROM THE CENTER OF THE ROAD. IN SOME INSTANCES, HOWEVER, GDC
HAS GONE SLIGHTLY OVER 25'. PROPER GRADINGS ARE BEING MADE DOWN INTO THE SWALES AND GDC WILL SEED IT WITH
GRASS SEED. THE SAME SITUATION EXISTS ON THE SIDE OF SOME DITCHES THEY HAVE REDUG AND THEY WILL SEE THOSE
AREAS ALSO. ~:
VICE MAYOR GRAY AGREED WITH A STATEMENT COUNCILMAN SZELUGA MADE AT A PRIOR MEETING THAT GDC HAS GONE OVER THE
SET BACKS, BUT HE DID NOT FEEL IT WAS THAT BAD A SITUATION. HE SUGGESTED A LETTER BE WRITTEN TO GENERAL
DEVELOPMENT CORP. THAT THiS SITUATION HAS BEEN NOTED AND IF THERE ARE ANY REPERCUSSIONS FROM PROPERTY
OWNERS, GDC WILL BE LIABLE AND NOT THE CITY. MR. VOCELLE AGREED THAT ANY ENCROACHMENT ON PRIVATE PROPERTY
VICE MAYOR GRAY NOTED A REVISION OF _HE SUBLIVISION OR~IN/~NCE COULD BE MADE PRIOR TO FUTURE SUBDIVISIONS,
TO WIDEN THE STREETS TO 50', 60' OR 70~- THE COUMTY I~ ~OW 70'. THIS WILL GIVE THE CITY ROOM TO WORK WELL

(1) THE CHANCE THAT LOOSE RUNNING DOGS ARE LICENSED OR HAVE RABIE SHOTS ARE VERY SLIM AND CHANCES OF A RABIES
EPIDEMIC ARE GREATLY INCREASED(2) BIKE RIDING iS BECOMING MORE POPULAR IN THE AREA AND MORE REPORTS
OF PEOPLE BEING CHASED BY LOOSE DOGS WHILE RIDING (3) AUTOMOBILE TRAFFIC IN THE AREA IS INCREASING CAUSING
SAFETY PROBLEMS TO BOTH MOTORISTS AND ANIMALS DUE TO LOOSE AND CAR CHASING DOGS (4) LOOSE CATS AND DOGS
ARE FOULING UP LAWNS AND GARDENS AWAY FROM HOME AS THEY SELDOM MESS UP THEIR HOME TERRITORY, AND (5) AS
THERE IS A LAW IN THE CITY TO HAVE ANIMALS UNDER CONTROL AT ALL TIMES, IT SHOULD APPLY TO ALL CITIZENS
AND BE ENFORCED WITH EXCEPTIONS FOR NO ONE.
MR. MEDCALF CALLED ATTENTION TO AN ARTICLE IN THE PRESS JOURNAL CONCERNING FELLSMERE'S PROBLEM WITH
ANIMALS RUNNING LOOSE. FELLSMERE COUNCIL WILL iNVESTiGATE THE POSSIBILITY OF HIRING AN ANIMAL WARDEN UNDER
THE CETA PROGRAMAND MR. MEDCALF ASKED IF AN ANIMAL WARDEN FOR SEBASTIAN COULD BE A COOPERATIVE VENTURE -
AS IS THE BUILDING INSPECTOR'S POSITION.
MAYOR CRAGG ASKED THE CITY CLERK TO CHECK WITH CETA REPRESENTATIVE TO DETERMINE IF THEY ARE GOING TO
ACCEPT FELLSMERE'S REQUEST AND IF SO, SEBASTIAN SHOULD ATTEMPT TO WORK OUT SOMETHING WITH THEM.

MR. BURR HAS OFFERED TO SELA TO THE CITY LOTS 1-25 INCL, BLOCK 7, EDGEWATER PARK S/D, BOUNDED ON
THE NORTH BY FELLSMERE ROAD, ON THE WEST BY ROUTE 1, ON THE EAST BY INDIAN RIVER DRIVE AND .ON THE
SOUTH BY HARRISON STREET, AT THE PRICE OF $77,310 WITH SEVERAL OPTIONS ON TERMS WITHIN THE ALLOWABLE
CITY BUDGET AND CHARTER, AND STIPULATED THE LAND WAS TO BE USED FOR RECREATIONAL PURPOSES.
VICE MAYOR GRAY SUGGESTED THE COUNCIL STUDY THE OFFER IN DEPTH BEFORE TURNING IT DOWN, COMMENTING THE
PRICE WAS GOOD. IF THE COUNCIL DOES AGREE TO PURCHASE THE LAND, HE ASKED THAT THE WORDING "FOR
RECREATIONAL USE!' BE CHANGED TO "FOR PUBLIC USE."
COUNCILMAN SZELUGA PROPOSED A LETTER BE FORWARDED TO MR. BURR ADVISING THE COUNCIL IS TAKING HIS OFFER
UNDER ADVISEMENT AND WILL MOST LIKELY GIVE HIM A DIRECT ANSWER AFTER THE NEXT COUNCIL MEETING.
MOTION BY VICE MAYOR GRAY, SECONDED BY COUNCILMAN HOOSE, TO ACCEPT THE ZONING & PLANNING COMMISSION
APPROVAL OF SiTE PLAN FOR THE ADDITION TO THE SEBASTIAN METHODIST CHURCH. CARRIED.
VICE MAYOR GRAY QUESTIONED THE STATUS OF WORK ON DOCK HANDRAILS AND DREDGING THE CHANNEL.
MR. LELAND KINSELL, CHAIRMAN OF THE ZONING & PLANNING COMMISSION, TENDERED HIS RESIGNATION.
