Meeting called to order by ~resident Taylor.
Those present were lvL~or Shaffer,President Taylor and Council~an Sembler,Elllngsen,
Mrs Chesser and Councilman Kutch. Attorne~ Walker present.
Minutes of the last meeting of November 14th were approved as read.
Bills amounting to $ 223.92 approved by the finance committee were authorized to be
paid rma motion by Councilman Chesser and seconded by Councilman Sembler.
Sembler
~ Councilman~presemted an Ordinance number 14S entitled "An Ordinance prhlbiting the
Sale of alcoholi6~b$~rages containing more than one percent (1%) of alcohol by weight~,~h
within four hundred~-~50 ) feet of any school or church within the corporate limits of
the City of Sebastian,Florida, and providing penalties for the violation thereof.
~nd moved its adopttion.Upon motion made by Council~n Sembler and seconded by Councilman
Ellingsen and unanimously carried, said Ordinance was read the second time in full.
Upon motion made by Councilman Sembler and seconded by Councilman Ell~lngsen and unanimously
carried, said Ordinance was read the third time by title only; There~being no amendments
offered was placed on its final passage. The roll ,being called upon ~he final passage of
said Ordinance the result was as follows:
Ayes: Councllmmn Sembler,Elltngsen,Chesser,Kutch and Taylor.
Nays: None.
Thereupon said Ordinance having received an affirmative vote of three fifths of al:
members of the Council was declared duly adopted and upon being presented to the Mayor
and having received his approval was numbered as Chapter 143 of the Ordinances of said
City an~. was thereupon duly posted at the door of the City Hall of the City of Sebastian
in a$cordance.'~with the provisions of Section 85 of Chapter 16683 of the laws of Florida,
being the Charter of said City.',, ~--i~o i~¢~ .'
Motion by Council~.~an ~!~embl~r to aecept the Resolutions report of the City election
said resolution seconded by Councilm~-Gn ~llingsen.
~er Taylor asked the City Council to have a resolution sent to former Ma~or Shaffer
and Councllm~n Elllngsen for their service to the City of Sebastian. Attorney Walker to
draw up said ra~olutions.
~rs Chesser moved to accept Councilman Taylors resignation from City Council and
said motion seconded by Councilman Sembler.Carried.
Mr Taylor was sworn in as Mayor of the City of Sebastian and Mrs Chesser and Mr
Benschop were sworn as members of the City Council and took their respective seats.
The vacancy caused by the resignation of Mr Taylor was filled by the appointment
of Mr John Nash on a motion by Councilman Kutch and seconded by Councilmm~ Benschop and
cart ie d.
Roll call of the new Candidates was as follows. Mayor Taylor,Councilman Sembler,
Mrs Chesser,Councilman Kutch and Benschop and john Nash as all present.
Councilman Semb~er was elected as Chairman of the Council on a motion by Mrs
Chesser and seconded by Councilman Kutch and carr&ed.
For Chairmen Protem Mrs Chesser was elected by motion by Councilman Nash and
seconde~ by Councilman C~L~ .... X~_-~t~h. Carried.
Chief Adams presented his resignation to t he Mayor and City Council and the
Mayor being favor of said resignation,it was moved by Councilman Kutch and seconded by
Mrs Chesser to accept said resignation which was carried.
Russell $.Nasker presented an application for the position as Police Officer
for the City, and the Council accepted same on motion by Councilman Kutch which was
seconded by ~rs Chesser.Pay to be $1.00 per hp~ for one week and that the Mayor to
have charge of Officer and make recommendation to the City Council.
Motion by Councilman Nash which was seconded by Mrs Chesser to appoint the
former Clerk Mr Peterson acting Clerk up to and including December 15,19~5. Carried.
It was moved by Councilman Mash and seconded by Mrs Chesser to Mr Sweatt wire
the City Park.Carried. Mrs Chess. er to have charge of same.
There being no more business to come before the Council, meeting was duly adJpurned.
