AT 7:06 P.M. PRESENT: VICE MAYOR ROBERT FITZMAURICE COUNCILMAN RICHARD SZELUGA COUNCILWOMAN DOROTHY MCKINLEY COUNCILMAN JAMES GALLAGHER CITY ATTORNEY DANIEL KILBRIDE MAYOR PAT FLOOD, JR. MINUTES: REGULAR COUNCIL DECEMBER 14, 1983 MAYOR FLOOD COMMENTED THAT THE MINUTES WOULD BE AVAILABLE FOR APPROVAL AT THE NEXT REGULAR COUNCIL MEETING SCHEDULED FOR DECMEBER 21, 1983. MAYOR FLOOD REQUESTED THAT THE MATTER CONCERNING WILLIAM STANFORD BE DISCUSSED. MRS. KATHERINE STANFORD, REQUESTED THE NAMES OF CHEMICALS USED IN PAINT DURING THE TIME OF HER HUSBANDS EMPLOYMENT WITH THE CITY OF SEBASTIAN. SHE STATED THAT IT WAS NECESSARY THAT SHE BE GIVEN THE NAMES OF THOSE CHEMICALS IN ORDER FOR HER HUSBAND TO BE TREATED BY HIS PHYSICIAN FOR A LUNG AILMENT. APPROPRIATE PARTIES, WHICH IN THIS C~E WOULD BE MR. STANFORD'S ATTORNEY. MAYOR FLOOD ANNOUNCED 'THAT THE ANNUAL~CNI[n~EN'S CHRISTMAS PARTY WILL BE HELD ON SUNDAY, AT 1:00 P.M., IN ~E SEBAST~ CITY COUNCIL CHAMBERS ~D ALL AREA DECEMBER 23, 1983, YOUNGSTERS ARE INVITED. MAYOR FLOOD ANNOUNCED THAT A CHRISTM~~Y ~LL BE GIVEN ON FRIDAY, DECEMBER 18, 1983, AT 12:00 NOON, IN THE SEB~TIAN CITY COUN~ CHAMBERS FOR ALL CITY EMPLOYEES ~D CITY RESIDENTS. ON BEHALF OF THE POLICE COMMITTEE, COUNCILWOMAN MCKINLEY REPORTED THAT POLICE CHIEF NAPPI SPOKE WITH SELECTRONICS, INC., REGARDING THE POLICE TOWER AND THERE WILL BE NO ADDITIONAL FEE FOR THE TOWER TO BE ANCHORED TO THE POLICE BUILDING. COUNCILWOMAN MCKINLEY ALSO REPORTED THAT DUE TO THE SEVEN DAY REQUIREMENT FOR ADVERTISING, THE AUCTION OF STOLEN, WRECKED OR ABANDONED PROPERTY WILL NOT BE HELD UNTIL SOMETIME IN JANUARY 1984. SINCE GERALD NAPPI, POLICE CHEIF, WAS ATTENDING "EMT" SCHOOL, COUNCILWOMAN MCKINLEY REPORTED A TOTAL OF 434 COMPLAINTS FILED FOR THE MONTH OF NOVEMBER,1983 NOT INCLUDING TRAFFIC VIOLATIONS. ON BEHALF OF THE PARKS AND RECREATION COMMITTEE, COUNCILMAN GALLAGHER REPORTED THE FOLLOWING: MR. CLIFF HOOSE, RECREATION COORDINATOR, IS IN THE PROCESS OF ORGANIZING THE WINTER SOFTBALL LEAGUE AND REQUESTED THAT THE NEW FEES AND LEAGUE RULES BE ADOPTED, SINCE THIS IS THE FIRST TIME THE LEAGUE WILL BE SANCTIONED BY THE U.S. SOFTBALL ASSOCIATION. THE CONCRETE PICNIC TABLES AT THE MAIN STREET BOAT RAMP HAVE BEEN REPLACED BY THE PARKS DEPARTMENT AT A CONSIDERABLE SAVINGS TO THE CITY. THE PARKS AND RECREATION COMMITTEE HAS REQUESTED THAT A PUBLIC HEARING BE SCHEDULED TO CHANGE THE NAME OF THE SEBASTIAN SWIM LAKE TO THE SEBASTIAN LAKE IN THE CURTAILMENT OF SWIMMING. A LETTER HAS BEEN RECEIVED FROM MR. DON FINNEY, ENGINEER, INDIAN RIVER COUNTY, DEPARTMENT OF PUBLIC WORKS, REGARDING THE APPLICATION MADE FOR THE BOAT RAMP GRANT. THE APPLICATION HAS BEEN COMPLETED AND SUBMITTED TO THE DEPARTMENT OF NATURAL RESOURCES, TALLAHASSEE, FLORIDA. COUNCILMAN GALLAGHER REQUESTED THAT THE APPROVAL OF THE REFRESHMENT STAND AGREEMENT BETWEEN FOURTH OF JULY COMMITTEE AND PARKS AND RECREATION DEPARTMENT BE PLACED ON THE AGENDA FOR THE NEXT REGULAR COUNCIL MEETING. MAYOR FLOOD REPORTED THAT THE ANNUAL CONTRACT FOR THE CONGREGATE MEAL PROGRAM HAS BEEN RECEIVED AND THAT THEY HAVE BEEN CONTRIBUTING $50.00 PER MONTH AS AGREED UPON TOWARDS THE ELECTRIC BILL AT THE SEBASTIAN COMMUNITY CENTER. COUNCILMAN GALLAGHER EXPLAINED THAT FEES HAVE BEEN INCREASED IN ORDER TO MAKE OUR PROGRAM SELF SUFFICIENT AND TO CONFORM TO OTHER RECREATION DEPARTMENTS WITHIN THE COUNTY AREA. THE SPONSOR FEE HAS BEEN INCREASED FROM $30.00 TO $65.00, IN WHICH $15.00 IS TURNED OVER TO THE SOFT BALL ASSOCIATION. THE PLAYER FEE OF $16.00 REMAINS THE SAME.
