COUNCILMAN YATES GAVE COMMITTEE REPORT ON SITE LOCATION OF NEW CIVIC BUILDING. AFTER PUBLIC DISCUSSION, MOTION WAS MADE BY COUNCILMAN YATES AND SECONDED 8Y ViCE-MAYOR CRAGG THAT THE CIVIC BUILDING BE BUILT ON CITY OWNED PROPERTY ON NORTH CENTRAL AVENUE AND 12th STREET. ROLL CALL VOTE: AYES - CRAGG, YATES, ZIMMER. NAYS - HOOSE, FLOOD. CARRIED. COUNCILMAN CRAGG GAVE REPORT ON COMPARATIVE RATES ON MEDICAL INSURANCE FOR CITY EMPLOYEES. COUNCILMAN CRAGG REQUESTED TO SECURE BIDS FOR INSURANCE PROGRAM. LETTER READ FROM RICHARD 80GOSIAN, CHAIRMAN, LONG RANGE PLANNING AUTHORITY, READ AND DISCUSSED. VlICE-MAYOR CRAGG NAMED CITY'S REPRESENTATIVE TO THE AUTHORITY. FRED WYSOR, ADLEY ASSOCIATES, INC. (CONSULTANTS) GAVE A COMPREHENSIVE TALK ON SECTION 701, LOCAL PLANNING ASSISTANCE. MOTION BY COUNCILMAN HOOSE, SECONDED BY VICE-MAYOR CRAGG, TO NAME ADLEY ASSOCIATES, INC. AS THE CONSULTING FIRM FOR THE CITY OF SEBASTIAN FOR T~701 PLAN. CARRIED. MOTION BY COUNCILMAN YATES, SECONDED BY COUNCILMAN HOOSE, TO SET UP A SEPARATE ACCOUNT AT THE SEBASTIAN RIVER BANK TO HANDLE THE FEDERAL REVENUE SHARING FUNDS. CARRIED. MOTION BY COUNCILMAN HOOSE, SECONDED BY COUNCILMAN FLOOD, TO SEND LETTERS TO MRS. STURTEVANT AND MR. STEVENSON GRANTING THEM PERMISSION TO FILL TO THE HIGH WATER LINE AND TO REQUEST PERMISSION FROM THE INTERNAL IMPROVEMENT 80ARD FOR THE SAME. CARRIED. DISCUSSION AS TO THE FINANCING OF THE CIVIC BUILDING. COUNCILMAN YATES iNSTRUCTED TO GO AHEAD AND ORDER SURVEY, PERCOLATION TESTS, ETC. POLICE CHIEF CUMMINS REQUESTED TO FOLLOW UP ON AND RECOMMEND LOCATION AND PLACEMENT OF ORANGE HEIGHTS SIGNS AS THIS CONCERNS TRAFFIC FLOW ON LOUISIANA AVENUE. MOTION TO ADJOURN,
