The Pledge of Allegiance was recited. 3. ROLL CALL Present: Mayor W.E. Conyers Councilman Robert McCollum Vice Mayor Frank Oberbeck Councilman Lonnie Powell Absent: Councilman Lloyd Rondeau (excused) Also Present: City Manager, Robert McClary Attorney Patrick Anderson Chief of Police, Earle Petty Interim Golf Course Manager, Jim DeLarme Golf Course Superintendent, Chris McCarthy Assistant Public Works Director, Jerry Thomas City Clerk, Kathryn O'Halloran Deputy City Clerk, Sally Maio 1 Special City Council Meeting December 19, 1990 Page Two 90.293 90.294 Mayor Conyers expressed concern regarding the issue of fuel storage tanks on city properties that are not in compliance and stated his reasons for calling the special meeting. 4. PUBLIC INPUT ON AGENDA ITEMS None. 5. SPECIAL MEETING ITEMS Consider Proposals of Licensed Environmental Consultants Regarding City-Owned Oil and Fuel Storage Tanks The City Manager gave a brief history of events leading to this meeting and introduced Gary Purdy, Indian River County Health Department and agent for Department of Environmental Regulation, who clarified for City Council the three areas of the city at which fuel storage tanks were found not to be in compliance although, he said, steps had been taken by staff to eliminate hazards in certain areas. Mr. Purdy recommended that an operational audit be conducted at the Golf Course in regard to the handling of hazardous chemicals and advised that the city must hire a licensed contractor to remove the storage tanks. Following a brief discussion of the matter, it was the consensus of Council to review proposals further and defer the matter to the January 2, 1990 workshop. Review Architect's Letter o__n Expanding Roof on New Police Department Following a brief presentation and recommendation by Vice Mayor Oberbeck, and concurrence of the Chief of Police, motion was made as follows. 2 Special City Council Meeting December 19, 1990 Page Three MOTION by Oberbeck/Powell i move we approve the roof addition at the northeast corner of the new police facility with provisions for stub out for air conditioner and electrical in that area in case that later we close that in for administrative offices.
