MEETING CALLED TO ORDER BY MAYOR F. EUGENE CRAGG AT 7:40 P.M.
PRESENT: VICE MAYOR CLIFFORD HOOSE, COUNCILMEN JAMES C. KINARD, LEWIS GRAY AND
JOHN R. JOACHIM, MAYOR CRAGG.
TWO ITEMS WERE DISCUSSED (1) PURCHASE OF PROPERTY ON CORNER OF MAIN STREET AND US #1,
AND (2) RECREATION PLANS FOR NORTH END OF THE COUNTY.
MAYOR CRAGG READ TWO LETTERS WHICH THE CITY CLERK HAD WRITTEN TO MR. ANTONELLI, OWNER
OF THE PROPERTY IN QUESTION ON THE NORTH SIDE OF MAIN STREET BETWEEN US #1 AND INDIAN
RIVER DRIVE. COUNCILMAN GRAY POINTED OUT THE SITE ON THE COUNTY PLAT MAPS HE HAD
BROUGHT TO THE MEETING. THE PROPOSED PLAN FOR USE OF THIS PROPERTY INCLUDES FURTHER
EXPANSION OF CITY BUILDINGS, AS WELL AS PARKING FOR THE WATERFRONT MARINA AND DOCK, ETC.
AS THE ZONING IS C-1 RETAIL, IT CAN BE USED FOR MULTIPLE PURPOSES.
THE COUNCIL WAS IN AGREEMENT THAT IT WOULD BE A WISE INVESTMENT FOR THE CITY AND
SUGGESTED THE CITY OBTAIN TWO APPRAISALS ON IT. MR. VOCELLE, WHO WAS NOT PRESENT AT
THE MEETING, WILL BE ASKED TO DRAW UP AN "AGREEMENT TO PURCHASE," AND TO HANDLE THE
PAPERWORK FOR THIS TRANSACTION.
MOTION BY COUNCILMAN GRAY AND SECONDED BY COUNCILMAN KINARD TO PROCEED WITH PLANS TO
PURCHASE THE PROPERTY AND TO HAVE THE CITY ATTORNEY DRAW UP THE NECESSARY DOCUMENTS.
CARRIED.
THE CITY CLERK WAS ASKED TO CONTACT MR. ANTONELLI TO DETERMINE IF A WARRANTY DEED,
ABSTRACT, ETC. WAS AVAILABLE ON THE PROPERTY AND TO REQUEST THAT HE SEND THEM TO THE
CITY ATTORNEY, CONTINGENT ON THE APPRAISALS, ETC.
COUNCILMAN GRAY SUGGESTED THE OAK TREE LOCATED ON THIS PROPERTY BE ENCLOSED AND MARKED
FOR HISTORICAL PURPOSES. THE TREE HAD BEEN PREVIOUSLY DESIGNATED AS A HISTORICAL
SITE FOR ITS USE AS A LANDMARK BY SAILORS BEFORE THE PRESENT CHANNEL MARKINGS WERE
INSTALLED.
MOTION BY COUNCILMAN GRAY, SECONDED BY COUNCILMAN KINARD, TO APPROVE THE COORDINATING
OF THE SEBASTIAN RECREATION PROGRAM WITH THE NORTH END OF THE COUNTY'S PROGRAM ON
RECREATION. THE COORDINATOR'S SIGNATURE (ELIZABETH COUGHLIN) AND THE COUNTERSIGNATURES
OF THE CITY CLERKS OF SEBASTIAN AND FELLSMERE WILL BE FILED AT THE BANK FOR PAYMENT
OF BILLS OF THE RESPECTIVE CITIES. CARRIED.
