The City Council of the City of Sebastian has called a special meeting of the City Council for Tuesday, March 30, 1999 at 9:00 a.m. in the City Council Chambers, City Hall, 1225 Main Street, Sebastian, Florida, for the purpose of acting on three agenda items. The Special Meeting will be followed by a City Council orientation. Any person who decides to appeal any decision made by the City Council with respect to any matter considered at this meeting (or hearing) will need a record of the proceedings and may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be heard. (286.0105 In compliance with the,4mericans with Disabilities Act (AD.4), anyone who needs a special accommodation for this meeting shouM contact the city 's,4D,4 coordinator at 589-5330 at least 48 hours in advance of this meeting MINUTES SEBASTIAN CITY COUNCIL ORIENTATION MEETING TUESDAY, MARCH 210, 1999 CITY COUNCIL CHAMBERS 1225 MAIN STREET, SEBASTIAN, FLORIDA Mayor Wininger called the Orientation Meeting to order at 9:50a.m. The mayor stated that the members of the Council are able to ask questions of the Department Heads or make comments. She then introduced the Interim Manager John VanAntwerp who gave a brief introduction of this informal meeting. The following persons represented their departments: Kathryn M. O'Halloran, City Clerk John L. VanAntwerp, Interim City Manager City Council City Council - Employee Relationship Office of City Manager Airport Paul Wagner, Purchasing & Contract Administrator/Asst. To City Manager - Purchasing & Contract Administration Finance, Mark Mason, Director Legal, Rich Stringer, City Attorney Police Department, Randy L. White, Police Chief Building Department, George Bonacci, Building Official Growth Management, Tracy Hass, Director of Growth Management Special City Council Meeting Orientation March 30, 1999 Page -2- Engineering/Public Works Terry Hill, Director, Public Works Administration/Engineering Roads & Drainage Parks & Mowing Building Maintenance Central Garage Cemetery Martha Campbell, City Engineer Engineering Capital Project Report Human Resources Department Richard Samolewicz, Director Golf Course Patrick Cerjan, Golf Pro-Manager After Police Department, Randy L. White, Chief of Police presentation Mr. Van Antwerp announced that the Council would now hear Mr. Paul Wagner, Purchasing & Contract Administration/Asst. To City Manger - Purchasing & Contract Administration. The Mayor noted that there were a number more of Departments to be heard from and asked the City Manager how he wished to handle the meeting. Councilman Neuberger requested that the Council, at this time hear George Bonacci, Building Official, Building Department. At the conclusion of this presentation the City Council ADJOURNEDat 11:55 a.m. for lunch. Mr. Van Antwerp noted that the Department Heads that had given their reports do not have to return at, er lunch. The Council reconvened at 1:30 p.m. and all members of the Council were present. First Reading of Ordinance No. O-99-02 - Charter Review Committee Appointment Procedures Schedule Public Hearing for 4/14/99 (City Attorney Transmittal 3/25/99, Proposed 0-99-02) AN ORDINANCE OF THE CITY OF SEBASTIAN, INDIAN RIVER COUNTY, FLORIDA, ESTABLISHING PROCEDURES FOR APPOINTMENT AND OPERATION OF CHARTER REVIEW COMMITTEE; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; PROVIDING FOR EFFECTIVE DATE. The City Attorney read Ordinance No. O-99-02 by title only. Discussion: relating to conflict of dates for acceptance of applications; addition of Sec.2-232 for dissolution of Committee; items addressed in the Charter applying to this Committee; existing Board Members may serve on this Committee due to the fact that this Committee is advisory only. MOTION by Neuberger/Wininger Move to approve Ordinance 0-99-02. The Mayor noted that a second hearing was in order to be scheduled. The City Clerk requested the motion to include the approval of the advertising also. This was agreed to by Neuberger and Wininger. The approval was "and advertise second reading & adoption for April 14. ROLL CALL: Mr. Barczyk -aye Mr. Bishop -aye Mr. Majcher -absent Mayor Wininger -aye Vice Mayor Neuberger -aye MOTION CARRIED 4-0 Review Resolution No. R-97-21 - City Council Meeting Procedures for Possible Amendment (City Clerk Transmittal 3/25/99, R-97-21) The Mayor requested the City Attorney read R-97-21 by title only for the benefit of the audience. Discussion relating to R-99-12 on Quasi Judicial procedures and any conflict might arise with this ordinance. The City Attorney replied that both would stand alone and not conflict. There was a discussion about Wednesday nights being the same night as some church services, therefore, citizen participation was limited. The Mayor asked the Council to consider the change to Tuesday or Thursday nights and replies should be submitted to the City Attorney for presentation to to the Council April 14, 1999. It was the consensus of the Council to move City Council Matters to the front of the agenda after the City Manager and City Attorney Matters. It was also proposed that eeial City Council Meeting arch 30, 1999 Page -3- 99.033 C. City Clerk Matters be added to the agenda. It was decided to add more routine items to the Consent Agenda. It was discussed that the Government in the Sunshine Manual states the Public should be heard at City Council and Board meetings including workshops. Page circle 13, Section D. "No public input or" on the first line be deleted and add "No Introduction of New Business from the Public" was recommended by the City Attorney and he was directed to change same. The City Clerk was directed by the Mayor to notify Mr. Majcher of the proposed day change previously discussed. MOTION by Wininger/Barezyk I would move to defer action on the revisions of R-97-21 until the next regular meeting date on April 14, to provide the City Attorney enough time to make the changes that we recommended and also enough time for the Council Members to contact Attorney Stringer with their suggestions on changing the meeting day. ROLL CALL: Mr. Bishop -aye Mr. Majcher -absent Mayor Wininger -aye Vice Mayor Neuberger -aye Mr. Barcayk -aye MOTION CARRIED 4-0 Prior Approval for Mayor Wininger, Council members Bishop and Majcher Travel Expenses for City Council Attendance at 1999 Institute for Elected Officials in Deerfield Beach - April 16-18, 1999 in Accordance with State Limitations (City Clerk Transmittal 3/25/99, Conference Agenda) The amount budgeted for this item was not included on the Agenda Request and the City Clerk stated that there was sufficient money remaining and a report would be submitted to the Council within 24 hours° MOTION by Barczyk/Neuberger I recommend approval of the travel for the three Councilmen and Mayor to Deerfield, Florida to attend the Institute for Elected Officials for April 16-18, 1999. Approve Payment to the Supervisor of Elections for Administering 3/9/99 General Election in the Amount of $9,769.90 (City Clerk Transmittal 3/25/99, SOE Letter 3/24/99) The City Clerk noted that the itemized list referred to m the Summary Statement would be forthcoming this day. It was also noted that this amount did not include the recount.
