The informal open forum provides an opportunity for members of the public to make
presentations to the City Council on timely (having occurred withtn the last six months)
issues appropriate to the City. Presentations of five minutes will be allowed, however, the
time may be extended to ten minutes if time allows by a majority vote of Ctty Council.
Personal attacks on staff or Council will not be allowed Sign-up sheets will be available
prior to the meeting and sign-up will be required. City Council will not take action on
any matter at the forum.

Mayor Wininger called the Public Forum to order at 7:00 p.m.
The Pledge of Allegiance was recited.

The following individuals addressed City Council:
Diane Wihlborg requested information pertaining to dogs depositing feces in public rights-of-way
(easemenO within the City. She also spoke relating to an abandoned house with a drainpipe which
protrudes above the ground, and it was determined that the staffwould investigate the problem.
The Mayor then recognized Alida Hirschfeld who interjected the fact that she also spoke to
Engineering regarding the above ground pipe. It was the decision that the City Manager give
consideration to this matter the next day.
Sal Neglia noted that the new benches on Indian River Drive were inadequate, as far as he was
concerned, and noted that the Road Closed/Road Under Construction signs should be removed as
construction was over between Indian River Drive and U.S. 1. He discussed boats and cars for sale
and for rent along the Riverfront and Coolidge St. and questioned the legality. He also spoke about
a white car parked behind the Chamber of Commerce in the little park (formerly Candy Cane) where
a sign specifies "Unauthorized Vehicles towed away at owners expense - Call Sebastian Police
Department - 589-5233" and next to that sign is a large sign that states "Tow Away Zone".
Banners, he would like to know if these are permitted. A vehicle on U.S. 1 has a sign "GOLF"
appended to it. These items should be removed if they are not permitted. He asked in closing about
the Police Department and the boats; he would like to know if they and the four wheel drive truck
would be used anymore. He suggested these item could be sold.
The City Attorney was questioned relating to the status of the revised parking ordinance; to which he
replied he was working on a new schedule of fines. It was also noted that there was no ordinance
prohibiting parking on sidewalks.
Aleta Hirschfeld spoke at length about the side yard culvert and the cost to the Hirschfelds of $2,000
for a retaining structure in the side yard, before they could build. The culvert is 6' wide and 120' long
and serves as a drainage culvert into the Elcam Waterway. She was requesting a determination by
the City of responsibility and liabiliw.
Louise Kautenburg requested that the City budget include additional funds for the Sesquicentennial
celebration (150 years) and put together a committee with some members from the Historical
Society. Mrs. Kautenburg was apprised of the fact that the City thought the Chamber of Commerce
was taking care of this item. She stated that perhaps the Citizens could have a Wish List. Paper and
pencils were located on the small table by the door. It was suggested that owners of unimproved
property care for it. The city owned lot on 512 where the city garage is should be taken care of the
same as the standards and requirements that private individuals are held to. Mrs. Kautenburg
expressed her opinion on the raises for the unlimited time officers in the Police Department and also
expressed her opinion relating to employing an additional officer with the grant that was available.
Mr. Adrina Davis commented on the new Water Restriction Ordinance. He also requested that the
emergency division in the ordinance be lifted.
