HomeMy WebLinkAbout01201978MEETING WITH DEPARTMENT OF TRANSPORTATION - JANUARY 20, 1978 AT 2:00 P.M. PRESENT: MAYOR PAT FLOOD, JR., VICE MAYOR LEWIS GRAY, CITY 'CLERK FLORENCE PHELAN, MR. GIL SWIGER, CHAIRMAN, AIRPORT COMMITTEE, MR. DUKE KIMBROUGH, HEAD OF AVIATION SECTION, DEPARTMENT OF TRANSPORTATION, STATE 'OF FLORIDA. MR. KIMBROUGH STATED THAT MONEY IS ALREADY ALLOCATED BUT THE MAYOR'S SIGNATURE IS NEEDED ON THE JOINT PARTICIPATION AGREEMENT AND IT MUST BE RETURNED BEFORE ANY EXPENDITURES ARE MADE. FOUR SIGNED COPIES NEED TO BE RETURNED; ALSO IT SHOULD BE CORRECTED TO READ "CITY" - NOT "COUNTY COMMISSIONERS". MAYOR FLOOD STATED THAT WE ARE GOING TO WAIT UNTIL EVERYTHING IS JUST RIGHT. WE'RE GOING TO HAVE TO GET A SURVEY DONE TO BE ABLE TO LOCATE THE LIGHTS AND LAY THEM OUT. THE SAME WORKING RULES THAT APPLY TO THE STATE WILL APPLY TO DOT. DOT AGREES TO PROVIDE SUCH IN KIND SERVICES AS MAY BE REQUESTED BY THE CITY TO ACCOMPLISH A PROJECT. THIS MEANS THAT, FOR EXAMPLE, A TRENCHER COULD BE REQUESTED, AT A CHARGE. THE STATE RECOMMENDS THAT IF ANOTHER GOVERN- MENTAL AGENCY CAN BE USED IT IS A LOT CHEAPER THAN PUTTING ON THE OPEN MARKET. ALL RESOURCES ARE AVAILABLE FOR A PRICE. IN DISCUSSION WiTH MR. KIMBROUGH THE MAYOR STATED THAT THE ONLY THING WE'RE COMMITTED TO SPEND FOR WHAT THEY HAVE ALLOCATED IS ~, FOR WHICH THE STATE WILL BE RESPONSIBLE. WE DON'T HAVE TO SPEND ALL THAT OR WE COULD SPEND ANYTHING UP TO THAT. MR. KIMBROUGH SAID THE $15.00~00 IS A CAP. IT COULD BE ZERO. THE MAYOR ASKED IF HE WAS CORRECT IN SAYING THAT IT COULD BE $2,000.00, BUT THAT THEY WOULD ONLY PAY $750,00. MR. KIMBROUGH SAID THAT FOR $2,000.00, THEY WOULD PARTICIPATE FOR $1,000.00. $1500.00 IS A CAP BUT MATCHING LOCAL ALL THE WAY. YOU COULD DO IN KIND. IT COULD BE CITY FORCES WORKING, BUT WE WOULD HAVE TO KEEP TRACK OF THE MAN HOURS. NOTHING FREE FOR IN KIND SERVICES. THEY DO CHARGE AT A SET FEE BUT FEE IS ALSO TAKEN OUT OF THE OVERALL FUNDS. FUNDS ARE "MATCHING FUNDS". CAN BE MAN HOURS BY OUR OWN CREW AND MAN HOURS FOR ADMINISTRATION. ANYTHING MORE THAN $~ MUST GO TO 'PUBLIC BID. DOT IS .PUTTlWNG IN 50~, CiTY IS fUTTING IN 50~. THAT 50~6 CAN ALL BE USED FOR IN KIND SERVICES IF SO DESIRED. ALL CAN'T BE BECAUSE IT IS NECESSARY TO BUY NEW EQUIPMENT. CAN USE ANY WAY. CAN USE OUR OWN PERSONNEL. IN A SHORT WHILE, MAYOR FLOOD STATED, WE ARE GOING TO NEED TO PUT A CAP OVER OUR EXISTING RUNWAY. WOULD LIKE TO GET FAA MONEY TO HELP WITH THAT. WHEN MAYOR FLOOD ATTENDED A M~.~ETING WITH FAA THEY WERE UNABLE TO FIND ANY OF OUR FILES. THE CITY CLERK WILL DO~BLE CHECK AND MAKE COPIES FROM OUR FILES WHICH FAA CANNOT FIND. MAYOR FLOOD SAID WE HAVE AN ASSET IN THE AIRPORT, YET IT IS A LIABILITY, TOO, SINCE WE HAVE TO MOW IT, ETC. NOISE, TOO, IS BECOMING A PROBLEM. ONLY THING NEEDED TO QUALIFY FOR FEDERAL MONEY, MR. KIMBROUGH IN- FORMED, IS TO GET ON "NASP" LIST AND HE IS WORKING ON THAT. THINKS IT MIGHT BE CLOSE. SAYS WE HAVE DONE WILL TO HAVE 20 PLANES AT THE AIRPORT. REFLECTORS WILL BE PROCURED FOR THE R4~N4~A~tS. ON HAND RIGHT' NOW ARE ONE OR TWO TRANS- FORMERS, TIMERS, SWITCHERS, LIGHTS, BULBS, STAKES, REFLECTORS. WE DO NOT HAVE WIRE OR A ROTATING BEACON. SOME SMALL AIRFIELDS USE A POLICE CAR BEACON. ON ELECTRICAL WORK MAYOR FLOOD COULD BASE HIS SUPERVISION AS IN KIND SERVICES. THIS WILL HAVE TO BE LOOKED INTO. MAYOR CAN DONATE HIS SERVICES, BUT CANNOT CHARGE THE CITY. V~C-.~.MAYOR GRAY WANTED TO KNOW IF IT IS POSSIBLE TO GET FUNDING FOR HANGARS. MR. KIM~ROUGH SAID NOT AT PRESENT TIME, OR LOANS EITHER. TRYING TO GET LEGISLATURE TO APPROVE LOANS. CITY WOULD NOT HAVE TO PUT UP ANY MONEY AT ALL. THERE WAS A GENERAL DISCUSSION AS TO THE DIFFERENCE BETWEEN AN A'IRPORT COM- MITTEE, AN AIRPORT COMMISSION, OR AIRPORT AUTHORITY. IT WAS FELT AN AIRPORT AUTHORITY MAY BE AN AUTONOMOUS BODY. MAYOR FLOOD STATED HE FELT THAT THE CITY OF SEBASTIAN WOULD BE BETTER TO HAVE A COMMITTEE SO THAT THE COUNCIL WOULD HAVE SOME SAY-SO IN REGULATING AFFAIRS OF THE AIRPORT. TAPE WENT OFF - NO ELECTRICITY - 2:45 P.M. MR. SWIGER AND MR. KIMBROUGH DISCUSSED THE NARROWER RUNWAYS. MR. SWIGER SAID: "NOT GOING TO TRENCH THE RUNWAYS." MAYOR FLOOD SAID HE WOULD NOT LIKE IT TO BE LESS THAN 18" FOR THE UNDERGROUND WIRES. TRANSFORMERS SHOULD BE PHASED~RIGHT FOR LIGHTS. IF AND WHEN THERE IS AN AIRPORT.COMMISSION OR AIRPORT AUTHORITY, THEY ALL SHOULD KNOW WHAT IS GOING ON, EVEN MR. KIMBROUGH WILL BE INFORMED. (TRIPOD - FAA + DUKE + AUTHORITY)
