PRESENT: CHAIRMAN EDWARD PALUCH, KENNETH MEGUIN, FRANK DE JOIA, MICHAEL KENNEY, E~R~ MASTELLE'R~."JOHN VAN ANTWERP. ABSENT: RENE VAN DE VOORDE (EXCUSED). MOTION BY MR. KENNEY, SECONDED BY MR. MEGUIN, TO APPROVE MINUTES OF MEETING OF NOVEMBER 27, 1984. CARRIED. MOTION BY MR. DE JOIA, SECONDED BY MR. KENNEY, TO APPROVE MINUTES OF SPECIAL MEETING OF DECEMBER 18, 1984. CARRIED. MOTION BY MR. KENNEY, SECONDED BY MR. DE JOIA, TO ACCEPT THE OPERATING STATEMENT FOR THE PERIOD ENDING DECEMBER .31, 1984. CARRIED. MR. VAN ANTWERP REPORTED THAT THE MASTER PLAN GRANT HAY BEEN APPLIED FOR. HE HAS TALKED WITH MR. GOFF WHO SAID HE WOULD BE AGREEABLE TO GO OVER ANY LEASE THE ADVISORY BOARD OR THE CITY COUNCIL MIGHT WANT TO CONSIDER WHILE THE MORATORIUM IS ON, AT NO CHARGE. ATTORNEY PALMER ADVISED MR. VAN ANTWERP THAT IT WOULD BE ACCEPTABLE TO INCLUDE IN THE FIELD RULES OFF-LEASE PARKING PROVISIONS PROVIDED THERE IS AN AGREEMENT IN WRITING, A DESCRIPTION OF THE PARKING AREA, STATEMENT THAT EITHER PARTY COULD TERMI- NATE IN A RE~YONABLE LENGTH OF TIME SUCH mS 90 DAYS, AND THE RATE MAY BE CHANGED BY THE CITY OF SEBASTIAN. COPY OF LEASING PROCEDURES FOR VERO BEACH AIRPORT WAY GIVEN TO BOARD AND MR. VAN ANTWERP STATED IT LOOKED PRETTY GOOD. 4 SIGNS HAVE BEEN PLACED IN AN ATteMPT TO CONTROL TRAFFIC AND KEEP PEOPLE OFF RUNWAY. MR. VAN ANTWERP WAY ASKED TO TALK TO KINIRY VERBALLY ABOUT THE TRAFFIC PROBLEM. THERE WILL BE A MEETING OF AIRPORT MANAGERS' ASSOCIATION IN TALLAHAYSEE MARCH 5-6. $7~.00 REGISTRA- TION FEE, $~.00 PER NIGHT. MR. VAN ANTWERP'S ATTENDANCE WILL BE DECIDED NEXT MONTH. CHAIRMAN PALUCH ASKED MR. VAN ANTWERP TO REDUCE THE OFF-LEASE PARKING PROVISIONS TO A RULE TO BE INSERTED IN THE FIELD ~ AND BRING BACK TO NEXT MEETING. CHAIRMAN PALUCH ADVISED THAT APPLICATIONS FOR LEASES WOULD BE FOREGONE IN ACCORDANCE WITH MORATORIUM PLACED BY CITY COUNCIL. JOHN DREW COMPLAINED THAT THE TRAFFIC SIGNS HAD BEEN PLACED ON HIS PROPERTY WHICH TAKES AWAY 40' FROM HIS AREA, AND NEITHER HE NOR THE OWNER OF KINIRY HAD BEEN ADVISED OF THE INTENT TO PLACE THE .SIGNS. IT WAS SUGGESTED THAT MR. VAN ANTWERP CHECK THE PLACEMENT OF THE SIGNS, AND HE AGREED THAT THE SIGNS .SHOULD READ: "NO UNAUTHORIZED VE~t~CL~S,'!' .I.~i~HE.ALSO STATED THAT THE SIGNS WERE PLACED BY THE POLICE DEPARTMENT. MOTION BY MR. MASTELLER, SECONDED BY MR. KENNEY, THAT MR. VAN ANTWERP BE DIRECTED BY NEXT MEETING TO EVALUATE NUMBER OF SIGNS, TYPE OF SIGNS, WORDING ON SIGNS, COST OF .SIGNS AND COME BACK AT THE NEXT MEETING WITH THE INFORMATION SO THAT THIS BOARD CAN TAKE ACTION AND RESOLVE THE MATTER. CARRIED. MR. DREW REQUESTED THAT SOMETHING BE DONE ABOUT THE ROAD AND [~R. KENNEY REMARKED THAT WE ARE ON RECORD A~ RECOMMENDING TO THE CITY COUNCIL THAT THE ROAD BE PERMANENTLY PAVED. MARK EBERSTEIN OF KINIRY INDUSTRIES STATED THAT THEY WILL BE EMPLOYING AT LEAST 100 PEOPLE AND THE ROAD WILL CAUSE PROBLEMS ESPECIALLY WHEN IT RAINS. SOME SORT OF PERIODIC MAINTENANCE IS NEEDED. MR. MASTELLER STATED IT WAS NOT WISE TO MAKE ANY SUBSTANTIAL IMPROVEMENTS WITH THE LOW RATE OF RENT WE ARE GETTING. THIS DISCUSSION WENT ON AT LENGTH WITH NO COMMITMENT OR DECISION MADE. ~CONNECTION WITH THE REQUEST FROM MID-FLORIDA SCHUTZHUND CLUB TO RENEW THEIR LE~E, MR. DE JOIA STATED THAT HE HAD RECEIVED COMPLAINTS ABOUT THE LOCATION OF THE OPERATION FROM RESIDENTS IN THE AREA. MOTION BY MR. M~TELLER, SECONDED BY MR. DE JOIA, THAT MR. DE JOIA SUBMIT COMPLAINTS IN WRITTEN FORM AND HAVE PEOPLE FROM MID-FLORIDA SCHUZTHUND CLUB IN FOR NEXT MEETING TO ADDRESS THE CONTENTS OF THE LETTER. CARRIED. TIM SMITH ~KED FOR APPROVAL TO HOLD AN AIR SHOW ON APRIL 27 AND 28, AND STATED THAT THE PARKS AND RECREATION COMMITTEE HAD GIVEN THEIR APPROVAL. ALL ~PECTS OF PUTTING ON THE SHOW WERE DISCUSSED, INCLUDING GETTING PERMISSION FROM FAA. MOTION BY MR. KENNEY, SECONDED BY MR. MASTELLER, TO GIVE PERMISSION AND BLESSINGS AND HAVE MR. SMITH COORDINATE WITH THE AIRPORT MANAGER AS TO FINAL RESPONSIBILITIES AND COORDINATION A~PECT OF IT. MOTION AND SECONL ~ AMENDED 170 INCLUDE NOT ONLY WORKING WITH THE CITY AND THE GOLF COURSE MANAGER, BUT THE CITY ATTORNEY WORK CLOSELY WITH HIM, AND THE GOLF COURSE COMMITTEE, AND MR. SMITH IS GOING TO HAVE TO COORDINATE WITH ALL THESE BODIES BECAUSE THEY ALL HAVE A ROLE IN THIS. CARRIED. MOTION BY MR. KENNEY, SECONDED BY MR. DE JOIA, TO ACCEPT THE RESIGNATION OF JOSEPH BARBOLINE WITH DEEP REGRET. CARRIED. MOTION BY MR. MEGUIN, SECONDED BY MR. MASTELLER, TO APPOINT GEORGE METCALF AS A REGULAR MEMBER OF THE ADVISORY BOARD. CARRIED. MOTION BY MR. MASTELLER, SECONDED BY MR. DE JOIA, TO RE-ADVERTISE SPECIFICALLY FOR AN ALTERNATE MEMBER ON THE AIRPORT ADVISORY BOARD AND THAT WE ALSO INDICATE, THROUGH THE BOARD SECRETARY ON OUR BEHALF, TO THE PEOPLE WHO HAVE RESPONDED SO FAR THAT THEY PLAN TO ATTEND OUR NEXT MEETING SO WE CAN PERSONALLY INTERVIEW THEM. CARRIED. THERE W~g A DISCUSSION REGARDING REVISION OF LEASE PROCEDURES AND GUIDELINES, AND IT WAS AGREED THAT IT WOULD BE PREMATURE TO DO ANYTHING UNTIL THE M~TER PLAN IS COMPLEI~D.
