MEETING OF THE AIRPORT ADVISORY BOARD ~ FEB 5, 1981 PRESENT~. ABSENTL MR. EUGENE LOEFFLER, BOB THOMAS, ED PALUCH (CHAIRMAN), JAMES HENDRY, BARRY GORDON AND JOHN VAN ANTWERP (ADVISOR). JOHN MARISH, LEWIS GRAY (ADVISOR) MR. VAN ANTWERP: YOU ARE PROBABLY AWARE BY NOW THE GOLF COURSE HAS BEEN APPROVED. WE ARE IN THE PHASE RIGHT NOW OF GETTING UNDERWAY WITH THE CONSTRUCTION OF IT. PALUCH, SO ALL WE GOT TO DO IT IS LIKE WE DID THE DON"T WRITE A LETTER~THEY DON"T DO NOTHING WE TAKE THIS LITTLE MACHINE DOWN THERE AND HAVE THEM READ IT AND TELL US IT"S OKAY MR. VAN A. WE HAVE GOT A TENTATIVE AGREEMENT THROUGH THE MAIL IN THE FORMX~EE OFA LETTER. WiTH THE EXCEPTION ~ THERE IS ONE HOLE THERE NUMBER X~ 13 HAS BEEN CHANGED SINEE THAT ONE WAS DRAWN. THAT ONE IS DIFFERENT FROM THE ORIGINAL WHICH THEY WANTED 16 AND 13 CHANGED. we done 16 and it met with their approval. BUT OUR REARRANSEMENT OF 13 WAS NOT ADEQUATE TO SUIT THEMSO ON THE. ACTUAL CONSTRUCTION PLAN THERE IS A CHANGE ON 13 BEYOND THAT. THRU THAT TEE AREA FURTHER OVER SO THAT THE GOLFER WOULD NOT BE STANDING UNDER THE AIRCRAFT"S APPROACH RATHER THAN HITTING ACROSS IT. Mr. PALUCH: YOU MEAN MOVE IT FURTHER UP? SHORTEN UP THE FAIRWAY THEN? WHEN MR. VAN A.: WE SHORTEN THIS UP. THIS ARRANCEMENT HAS BEEN CHANGED. IN OTHE~ ~O~D~S YOU COULD CHAMPIONSHIP ~ BACK HERE. MR. PALUCH SURE WHY NOT? MR. VAN A. I SEE NO REASON WHY NOT. OF ANY RANSOM WHILE UNDER CONSTRUCTION. LONG TIME., THERE WOULD BE NO INCOME THAT WOULD RELEASE THE GOLF COURSE ITSELB SEEING AS HOW IT"S GOING TO BE A FAIRLY I"D LIKE TO SEE IT. MR. PALUCH: T~~ MR. VAN A. MIGHT OUGHT TW DO SOME CHECKING ON THAT WE THOUGHT ABOUT GOING FOR ~ 25, 10 and 10. we're on lin~ participation notes right now which have a life of 5 years.and then we'll have to maybe you ought to talk to a bond attorney to see whether or not we ought ~ to have perhaps 35 in other words, we will have to sell revenue bonds sometine in the next 5 years. and the sale of those honda may be influenced by the term of the lease, a lot of option is~good as the lease, you might ~'ave to do that. times the Mr. Paluch: Well, whig why don't we approach faaand just go ahead and set up a straight 40 year lease wihh the city Mr. Van A. We might, that may be · maybe . ~ I think that is what i'd look at ~s. Just go down there. Since the city is working with the city and it is an ~xx exception and i think that anywhere that you have ever seen, i think the city ~t~_pretty well do what they want. the th~ng we want to really watch out foZq?rw~e~ont :eopardzze tO a point or get to the point of going ~ en masse, i think that is maybe what we should recommend to the council is to go down and sell it to the faa. ~ Going with 40 years and in 5 years still have a 35 year lease on it. that would be my suggestion. Mr. Van A. the length of the lease we will have to be sure of ~ what we are doing there because we still have to bond have to sell revenue bonds at the end or sometime during ~h~s~x~x~xsx this 5 year ~ period, so we want to be sure that that's c~arified. It never even come up when we were selling the notes. The terms of the lease was mot even asked than so it very well may not be in the other go in the bonds. But in case it is you want to be sure that anybody that is selling those bondswill know that it's going to be there. The only other things that I might suggestis if during the course of the constructi( of the golf coursewe feel we need to do any fencing or security areound the golf course that the golf course fu~s, Ray for it . the airport itself which is sooner or later going to be~u~r d to fence the whole thing anyhow. Mr. Paluch: That's on the 82 plan Mr. Van A. but if the,/golf course has to put in any security fencing now that they be reimbursed by the airport itself.of course we could probably go back against our funds on that. And that of course could be not paid for indirectly but given us credit on rent, whatever. I~d like the airport to be responsible for ..'~. Paluch: Anybody here have any objections, any questions about anything he said? I don't see no problems~ Mr. Paluch: My feelings personally on the situation i~ that we are here to do whatever we can to help this golf course get built, as soon as it gets built I think it will enhance airport properties unimaginably so. My thoughts on the rent paymnets would be, they have been taking care of it and we just been swapping the paperwork, Basically. When they get to the point they are making a $100,000 a week, then we can startcollecting some rent. Until that time we can't collect rent. Mr. Van A. Well, ultimately it will. Mr. Paluch: Mr. Van A . long time. There is no doubt it will be~the largest rent payer at athat airport for a Mr. Paluch" But until you can afford to paythe rent, I can't see us asking for any rent. If you don't ~ want the lease to start for a year, anything you want to do is all right with me personally, ands I haven't heard any opposition ~x from anybody on the board so speaking for the board, I guess Mr. Van A. No, I dont think the golf course ought to go on there for free. Mr. Paluoh: No, absolutely not. Mr. Van A : Everybody knows that I am very much in 'favor of it. I think they should pay too Mr. Paluch: Yes, it's a potential business and we should help it get started. Like the other businesses. Mr. Van A. ; It should pay and I think we will be able to The gol~ course and the airport wil compliment ea~ch~..'other very nicely. Mr. Paluch: Im looking for that to ~J~sk interest a lot more pther people on the other side there. Mr. Van A. I think it definitely will Mr. Flood: Basically that's what we want to do. Mr. Van A.: I have not talked t© Jan(?) I have been very very busy the last few days and he has too So. Ill meet with him when we can. There has been one other thing suggested. 'I'll put it out for what it's worth. I don't even know if we are going to go this route, i have talked to Dan but we haven't got anything finalized. There has been conversation from time to time along the line that perhaps this golf course ought to be maintanied by some governing body from the city council., answerable to and under the city council. Mr. Paluch: That's got nothing to do with us. Mr. Van A. What he suggested we might look into is making the ~as~ lease rather to from city to city to that governing body., which is still under control of the city. Mr. Paluch: That;s irrelevant. Mr. Van A. the recreation authority or department or what~ver else Mr. Paluch: That will come, ~sx~xsm~ as the city grows. Mr. Van A. That's who will actually hold the lease from the city governing the golf course Mr. Van A. ; that's very technical and very legal, and very much over my head. Until decide to write the lease ..... Mr. Paluch: This right here - i don't know how far back it went but the city council at one time chewed out the airport committee for not handling it's own matters and this situation was turned over to the authority of the airport mana~ Mr. Flood That's what we are fdoing now. Mr. Paluch: Okay, I got this note saying it's been brought up to Mr. Flood; No, I brought it up to the council which I do when I receive something I tell the council and we listened to the tapes last night It said that we would go out and disou~s~,~, ~ ~it with John and it John had no problem with it then what we would do would be~callN% Just the burden off John's he man and see if it was all right, keep = ~'~"~having to keep in contact with them Basically that's~'it is. Most of you would rather read and pass it down . I don't think you need a copy. Mr. Van A. Basically that's what we want to do. It's not a very complicated thing. certainlywould like to hear what your thoughts are amd how you feel about it. You want us to put into it , We Mr. Paluch: At the present time we don't have that so we can't talk about it My way of thinking would be to write up the lease to the city and if they want to subordinate it to a committee later on when you have such committee or board that can be done. But right now we got for the lease to be legal i believe would have to be made out to a real body. And the only real body we have here is the City Council or the City of Sebastian Mr. Flood: I'm going to get elsie to g come out and take some notes You're talking about the lease. What I'd like to do is get some ideas. I was going to get with our attorney but we have been so busy trying to get the contract with the contractor and I didn't have have a chance and he didn't have time and I would like to get your input, ammO. how what you feel you'd like to see the city do for the city. and get it ironed out. That you could take a standard lease and and you could inserts. So, basically I would like to have pour input because the council, the first thing would ask me if I present a lease to them is what did the airport authority committee have to say. What I'd like to do is have Elsie go ahead and take notes on what's being said. Well have to go back on the tape recorder.
