MEEIgNG WAS CALLED TO ORDER BY CHAIRMAN EDWARD PALUCH AT 4:00 P.M.
PRESENT: CHAIRMAN EDWARD PALUCH, RENE VAN DE' VOORDE, KENNETH MEGUIN, FRANK DE JOIA,
MICHAEL KENNEY, ROBERT MORROW, GEORGE METCALF, EARL M~gTELLER, JOHN VAN ANTWERP.
MOTION BY MR. KENNEY, SECONDED BY MR. MEGUIN, TO APPROVE THE MINUTE'S OF THE MEETING OF
JANUARY 29. CARRIED.
MOTION BY MR. DE JOIA, SECONDED BY MR. VAN DE VOORDE, TO ACCEPT THE OPERATING STATEMENT
FOR THE PERIOD ENDING JANUARY .31. CARRIED.
CHAIRMAN PALUCH ADVISED THAT AFTER LAST MONTH'S MEETING HE LOOKED AT THE SIGNS THAT
WERE DISCUSSED AND FOUND THEY WE'RE LOCAteD ON KINIRY PROPERTY, NOT DREW'S, AND ALSO
THAT ~WE MANAGER OF KINIRY HAD GIVEN PERMISSION TO THE POLICE DEPARTMENT TO PLACE THE'
SIGNS. HE ALSO CHECKED THE ROAD TWICE AND FOUND IT TO BE J'N GOOD CONDITION.
MR. VAN ANTWERP REPORTED THAT HE TALKED TO THE POLICE CHIEF AND IT WAS RECOMMENDED TO
INSTALL 3 SIGNS ON THE WEST SIDE, ONE' TO THE NORTH BOUNDARY OF FLY FLORIDA, ONE BETWEEN
FLY FLORIDA AND KINIRY, ONE ON THE SOUTH BOUNDARY OF GOLDEN HORN. THE SIGNS NOW IN
PLACE ARE TEMPORARY. 5 SIGNS NEED TO BE ORDERED. SIGNS ON EAST SIDE WILL REMAIN.~g IS.
MOTION BY MR. KENNEY, SECONDED BY MR. MEGUIN, TO PURCHASE 5 SIGNS, 24" x 18", AT A
COST OF $22. 75 EACH FOR INSTALLATION AT DESIGNAT~.'D POINTS ON WEST SIDE OF Ai'RPORT.
CARRIED.
WITH REFERENCE TO ROAD MAINteNANCE, MR. VAN ANTWERP STA?~D HE KNEW OF SOMEONE WHO
WOULD GRADE IT FOR $18. PER HOUR. CHAIRMAN PALUCH ADDED THAT HE HAD ASKED KINIRY
TO INFORM SOMEONE WHEN HE FEELS THE ROAD IS IN NEED OF REPAIR AND CHAIRMAN PALUCH
WILL CHECK IT ONCE A MONTH. MONEY IS IN THE BUDGET FOR ROAD MAINTENANCE.
THE FOLLOWING ADDITION TO THE FIELD RULES WAS PROPOSED: "ANY UNASSIGNED AREA DESIGN-
ATED ON THE AIRPORT LAYOUT PLAN AS AIRCRAFT PARKING AREA MAY BE ]~ESIGNED TO AN
OPERATOR OF AN AVIATION LEASE. THIS ASSIGNMENT .SHALL BE IN WRITING WITH A DESCRIPTION
OE ~gSi'GNED AREA. ONE HALF OF FEES COLLECTED BY THE OPERATOR SHALL BE PAID TO THE
CITY. THE PARKING RATE IS $1.00 PER DAY OR $10.00 PER MONTH WITH A MAXIMUM OF
$10.00 PER MONTH. THIS FEE' IS SUBJECT TO CHANGE BY THE CITY. THIS ASSIGNMENT MAY
BE TERMINATED BY EITHER PARTY FOR CAUSE WITHA 90 DAY NOTICE".
MOTION BY MR. VAN DE VOORDE, SECONDED BY MR. KENNEY, TO RECOMMEND TO THE CITY COUNCIL
TO ADD THIS PROPOSED ADDITION 510 THE FIELD RULES. CARRIED.
LETTER W~ READ FROM THE MID-FLORIDA SCHUTZHUND CLUB REQUESTING RENEWAL OF THEIR LEASE.
LETTE~E WERE ALSO READ FROM THE ROSELAND PROPERTY OWNERS ~SOCIATION AND FROM ROBERT
TANKSLEY PROTESTING THE LOCATION OF ~WE CLUB. THERE FOLLOWED A LENGTHY DISCUSSION
DURING THE COURSE OF WHICH IT W~ MENTIONED THAT APPARENTLY THE CLUB HAD ENCROACHED
ON THE 100' BUFFER AND HAD ALSO CLEARED AWAY SOME OF THE NATURAL VEGETATION. MR. LINO
DENIED THAT ANY OF THE VEGETATION HAD BEEN REMOVED; THEY MERELY MOWED THE GRASS.
MR. LINO AGREED NOT TO ~gE THE BUFFER ZONE AND ALSO TO START THEIR TRAINING SESSIONS
A HALF HOUR EARLIER.
MOTION BY MR. DE JOIA, SECONDED BY MR. KENNEY, 5'0 RECOMMEND TO THE CITY COUNCIL THAT
THE LE~E BE GRAN~'D FOR AN ADDi'~ONAL YEAR. CARRIED.
~ON BY MR. MASTELLER, SECONDED BY MR. VAN DE VOORDE, WITH EXTENSION OF THE LEASE,
LESSEE BE REQUIRED TO PERMIT UNRESTRAINED GROWTH OF VEGETATION WITHIN 100'
BUFFER AREA AND NOT USE AS THEIR PROPERTY. CARRIED.
MR. VAN DE VOORDE REMARKED THAT HE HAD ATTENDED A MEETING RECENTLY WHERE BRUCE McMANN,
FLORIDA DEPARTMENT OF LAW ENFORCEMENT, GAVE A TALK AND THE BOARD SECRETARY WAS REQUESTED
TO INVITE MR. McMANN TO OUR NEXT MEETING TO GIVE A TALK REGARDING SECURITY MEASURES AT
THE AIRPORT. POLICE CHIEF JERRY NAPPI WILL ALSO BE ASKED TO ATTEND.
