Mayor Harris presented Peter Socci with a plaque and the proclamation. None. Councilman Vallone, Lonnie Powell, George Metcalf and William Mahoney stated their support for law enforcement and their opposition for the proposed new Police Station. Discussion - Ordinance - Voluntary Annexation - Sebastian General Partnership, B.F.T. Jim Gallagher, Sebastian General Partnership, B.F.T., requested that the Annexation Ordinance have first reading on 3/11/87. After some discussion Mayor Harris instructed the City Attorney to draft an Ordinance and have a first reading on 3/11/87. B. AIRPORT ADVISORY BOARD (1) Airport Master Plan - Jimmy Goff - Report on Noise Contours - Discuss Schedules A & B Jimmy Goff, of Post, Buckley presented a noise contour study of Schedule A which had been previously presented to Council. After a lengthy discussion and input from the public as follows; Ron Surfer, Mabel Wingard, J.W. Thompson, James Spoto, Tim Smith, John Van Antwerp, Alan Polackwich, Bob Quick, and John Evans (who read a petition from residents of Kashi Ranch into the record and presented it to the City Clerk) and a general consensus that the extension not be done, it was decided that representatives of the Airport Advisory Board would accompany the Mayor and City Attorney to Orlando to meet with the FAA. 2 (2) Project Schedule - Airport Master Plan This item was held until further information on the meeting with the FAA. Recess was called at 8:45 P.M. Meeting was recalled at 8:55 P.M. All members present before the recess were present at recall. C. ENGINEERING/PUBLIC WORKS (1) Seawall - Erosion Control Mayor Harris said he had been in touch with Mr. McDowell of the Department of Environmental Regulation regarding erosion at Riverview Park and had been given the possibility of applying for a permit to use the concrete the City has stored for a rip-rap type of reef erosion control instead of the high cost of a seawall. City Engineer, Hector Franco said rip-rap was not a permanent solution. After a discussion on the types of seawalls it was decided to apply to the DER for permits for both a seawall and a rip-rap. (2) Petition - Keene Terrace After a short discussion Mayor Harris instructed Hector Franco to do a study of areas to be paved this year, including Keene Terrace. (3) Report from City Engineer on Laconia - Memo from Chief Nappi Mayor Harris said he had stopped school bus traffic on Laconia. After some discussion Mayor Harris instructed the City Attorney to draft a resolution making Laconia a one-way street and limited to one ton until such time as Laconia Street is widened. (4) Memo from City Engineer - Administrative Assistant All memos (14) (E) (1), (14) (E) (2) and (14) (F) (1) requesting Administrative Assistants were moved to this item on the agenda. After a discussion on job descriptions and modifications to Administrative Assistant description Mayor Harris said each department head should rewrite all job descriptions in their departments and submit before negotiations with the union begin.
