MINUTES OF JOINT MEETING OF AIRPORT ADVISORY BOARD WITH
CITY COUNCIL AND PLANNING AND ZONING COMMISSION - JUNE 23, 1987
MEETING WAS CALLED TO ORDER BY CHAIRMAN ROBERT MORROW AT 4:00 P.M.
PRESENT: KENNETH MEGUIN, MICHAEL KENNEY, EDWARD PALUCH, EARL
MASTELLER, RENE VAN DE VOORDE, THEODORE AHNEMAN, ROBERT MORROW,
CHAIRMAN, JOHN VAN ANTWERP, EX-OFFICIO MEMBER.
ABSENT: ROGER COOPER.
CITY COUNCIL: MAYOR L. GENE HARRIS, COUNCILMAN ROBERT McCARTHY,
COUNCILMAN PETER VALLONE, COUNCILMAN GEORGE METCALF.
ABSENT: VICE MAYOR KENNETH ROTH (EXCUSED).
PLANNING AND ZONING COMMISSION: STANLEY KRULIKOWSKI, CHAIRMAN (ONLY
MEMBER PRESENT.
CITY ATTORNEY THOMAS PALMER.
CHAIRMAN MORROW ANNOUNCED THAT THE PURPOSE OF THE MEETING WAS TO GO
OVER THE AIRPORT MASTER PLAN WITH THE CONSULTANTS, MR. GOFF AND
MR. BOROVICH, AND IT MIGHT AS WELL BE DONE PAGE BY PAGE.
FIGURE 1-1 - NORTH ARROW TO BE ADDED TO LOCATION MAP.
FIGURE 1-2 - WIND ROSE - PERCENTAGES SHOWN DIFFER FROM THOSE MENTIONED
ON PAGE 1-4. MR. GOFF EXPLAINED THAT EITHER 13 KNOTS OR 15 KNOTS IS
USED AS A COMPONENT FOR CROSSWINDS. WE SHOULD PROBABLY JUST USE
ONE FIGURE OR ELSE EXPLAIN IT.
IT WAS POINTED OUT THAT THE REPORT DIFFERS IN TWO PLACES AS TO CONDITION
OF RUNWAYS USING THE WORDS "FAIR" AND "POOR". MR. GOFF STATED HE DID
NOT LiKE TO USE "POOR", AND NO IN DEPTH ANALYSIS HAD BEEN MADE, JUST
VISUAL. IT WAS SUGGESTED THAT HE QUALIFY HIS OPINION AND IF IT'iS
"POOR", THAT'S THE WORD TO USE.
PAGE 1-6 -A.1.- INCLUDE IN LOCATION: "1 MILE WEST OF U.S.HIGHWAY 1".
A.3.- SHOULD INCLUDE: "MAIN STREET".
PAGE 1-12 - MR. MASTELLER STATED THAT WHILE GENERAL-,AVIATION OPERATIONS
WERE CORRECTED TO 72,000, THE BASED AIRCRAFT FIGURF WAS NOT CHANGED.
THE SOURCE FOR THE ORIGINAL FIGURES WAS FAA 5010 AND MR. MASTELLER
HAS A PROBLEM WITH THE SOURCE BEING VALID FOR ONE FIGURE, BUT NOT
THE OTHER. HE WOULD LIKE TO SEE AN ACTUAL COUNT OF BASED AIRCRAFT,
PLUS NUMBER OF PLANES OWNED BY CITY RESIDENTS, NUMBER FOR SALE, NUMBER
TO BE REPAIRED, NUMBER INOPERABLE. MR. GOFF STATED THIS WAS A VALID
COUNT IN 1985, BUT HE HAS NO PROBLEM WITH UPDATING IT. HOWEVER,
DETERMINING THE NUMBER OF RESIDENTS USING AIRPORT IS NOT PART OF PLAN.

FACILITY" APPEARS. "GENERAL UTILITY AIRPORT" USED ON OTHER PAGES.
JUST STRIKE "MAJOR".
PAGE 1-14 - PER CAPITA INCOME - MR. MASTELLER FELT INCOME FIGURES
ARE INFLATED DUE TO INCLUSION OF JOHN'S ISLAND, AND THUS GIVES A
DISTORTED PICTURE OF THE WEALTH OF THE CITY. HE SUGGESTED THAT
PERHAPS MR. GOFF COULD INSERT SOME SORT OF EXPLANATION.
PAGE 2-2 - BASED AIRCRAFT FORECAST.~- THERE FOLLOWED A DISCUSSION ON THE
VALIDITY OF THE FIGURES USED BASED ON FAA FORM 5010. MR. MASTELLER
STATED THAT MR. GOFF USED 17% AS THE PROJECTED GROWTH RATE BOTH OF
THE POPULATION AND THE BASED AIRCRAFT, AND HE WAS OF THE OPINION
THAT THIS SHOULD NOT BE. HE ADDED THAT HE WOULD LIKE TO GO ON RECORD
THAT THIS IS A VERY IMPORTANT NUMBER THAT IS USED THROUGHOUT THE
STUDY AND THE PLAN FOR OTHER PROJECTIONS, AND AS LONG AS THERE ARE
ANY QUESTIONS ABOUT THE VALIDITY OF ITS FORECASTS IN TERMS OF ANTI-
CIPATED BASED AIRCRAFT, THE WHOLE REPORT HAS AN AREA OF CREDIBILITY
THAT'S LACKING. MR. GOFF STATED HE WOULD FILE ACTUAL FIELD COUNTS FOR
THE YEARS HE'S BEEN INVOLVED IN THE CITY.
2.3 - GENERAL AVIATION OPERATIONS - MR. GOFF EXPLAINED THAT THE FIGURE
'~'F' i~ PERCENT INCREASE WAS ARRIVED AT BY DEVELOPING THEIR OWN GROWTH
FACTOR AND THEN COMPARED THAT WITH THE FAA FIGURES.
PAGE 2-6 - PEAK AIRCRAFT OPERATIONS - THERE FOLLOWED A DISCUSSION ON
THE FIGURE OF 120 PERCENT USED TO CALCULATE AVERAGE OPERATIONS OVER
A PERIOD OF TIME. MR. GOFF EXPLAINED THAT THIS IS THE MYTHOLOGY USED
BY THE AVIATION iNDUSTRY ALL OVER THE COUNTRY. MR. MASTELLER STATED
HE THOUGHT PROJECTIONS SHOULD BE BASED ON FACTS. EVERY NUMBER USED
IN THE REPORT GENERATES ANOTHER NUMBER AND WHEN WE GET TO THE FINANCIAL
IF THE MONEY DOEN'T COME IN BASED ON THE PROJECTIONS, THE CITY WILL HAVE
A BIG LUMP TO TAKE CARE OF. MR:. VAN DE VOORDE REMARKED THAT THE
PURPOSE OF THE MASTER PLAN WAS NOT ONLY TO PROVIDE FUNDS FOR PAVING
AND LIGHTING, BUT ALSO TO PLAN FOR THE MOST EFFECTIVE USE OF THE
AIRPORT BY HAVING GUIDELINES FOR RENTING, ETC. MR. GOFF ADDED THAT
NOTHING HAS TO BE DONE. THE COUNCIL STILL CONTROLS WHAT IS TO BE
DONE THERE. THIS IS MORE OR LESS A LAND USE PLAN WHICH WILL BE
NEEDED FOR FUTURE DEVELOPMENT. IT IS STILL JUST A RECOMMENDATION
TO BE FOLLOWED AS THE COUNCIL SEES FIT. MRs MASTELLER WANTED TO
KNOW WHY THE PLAN DID NOT CONSIDER DECREASING THE 4000' RUNWAY AND
WAS INFORMED IT WAS BECAUSE OF THE SAFETY FACTOR FOR THE TWIN ENGINE
PLANES CURRENTLY USING IT. HE THEN STATED HE THOUGHT THE REPORT
SHOULD INCLUDE THAT. MR. GOFF POINTED OUT THAT RUNWAYS HAVE NOTHING
TO DO WITH CAPACITY AND THIS SHOULD BE DISCUSSED IN THE PROPER PLACE
IN THE PLAN.
PAGE 3-8 - AIRPORT ACCESS SYSTEM CAPACITY -'CHANGE "GRANT AVENUE" TO
"MAIN STREET".
MR. MASTELLER ASKED WHY ONLY ONE RUNWAY WAS SCHEDULED FOR RE-PAVING
IN ONE YEAR AND IT WAS EXPLAINED THAT THAT'S ALL THE FUNDING FAA
WOULD ALLOW IN THAT ONE YEAR. IT IS UP TO THE AIRPORT TO MAKE
TEMPORARY REPAIRS AND MR. VAN ANTWERP IS GETTING PRICES ON SLURRY SEAL.
PAGE 4-3 - 2ND PARAGRAPH - LAST SENTENCE - MR. GOFF WILL EXPAND ON
THAT IN THE FINAL PLAN.

4-4 - 1ST PARAGRAPH - BO.TH TAXIWAYS SHOULD BE CONSTRUCTED 35' WIDE.
MAYOR HARRIS REMARKED THAT THE ONLY THING WE ARE ASKING FAA TO FUND
IS RUNWAYS AND LIGHTING, NOT HANGARS OR OTHER FACILITIES. THAT WOULD
BE FOR COUNCIL TO DECIDE IF THEY WANTED TO ASK DOT TO GO HALF AND 'HALF
ON SOME PROJECTS, I.E..HANGARS. IF NOT,' THEY COULD BE CONSIDERED TO
BE PART OF PRIVATE ENTERPRISE. MR. MASTELLER SUGGESTED THAT AUTO
PARKING AND T-HANGARS BE DELETED AND SOME AREAS BE RESERVED FOR
EXPANSION IF AND WHEN NECESSARY., BASED ON NEED OF PRIVATE SECTOR.
MR. GOFF STATED IT HAS TO BE SHOWN IN PLAN, BUT IT CAN BE SPECIFIED
IN THE FINANCIAL PLAN THAT THIS IS TO BE FUNDED BY PRIVATE ENTERPRISE.
MR. VAN ANTWERP ADVISED THAT IT SHOULD BE KEPT IN MIND THAT ANY CHANGES
WE MAKE SHOULD BE REFLECTED IN TABLE 4-1.
PAGE 5-1 - NOISE - MR. MASTELLER STATED AIRPORT SHOULD LIMIT AMOUNT
OF NOISE AND PLAN SHOULD TAKE INTO CONSIDERATION THAT THE CITY HAS
A NOISE ORDINANCE. MR. GOFF STATED THAT THE NOISE CONTOURS ARE BASED
ON COMPUTER PROGRAMS DEVELOPED USING CERTAIN CRITERIA. IF THE CITY
WANTS TO MAKE A 150 STUDY, MR. GOFF WILL DO AT AN EXTRA CHARGE.
HE WiLL MENTION ORDINANCE IN PLAN.
GENERAL DISCUSSION FOLLOWED RE: PERIMETER ROAD, ACCESS ROAD FROM SOUTH
TO NORTH, T-HANGARS SHOULD BE INDICATED ON SOUTH SIDE OF AIRPORT AS
WELL AS NORTH SIDE; CONSIDER MOVING J & S AVIATION TO OTHER SIDE OF
AIRPORT; FREE UP AS MUCH LAND AS POSSIBLE FOR USE OF CITY; DON'T
HAVE ANY LIGHT INDUSTRY.
PAGE 7-7 -FINANCIAL PLAN - CHAIRMAN MORROW STATED THAT IN PHASE I,
THE SPONSOR'S SHARE OF 3120,183. CAN BE COVERED NOW BY THE AIRPORT.
MR. GOFF EXPLAINED THAT THE FAA HAS REQUIREMENTS THAT WE HAVE TO
SHOW YOU AN ALTERNATIVE SYSTEM OF FINANCING THE NORMAL STANDARD LIFE
OF G.O. BONDS, RIVENUE BONDS, IF CONGRESS DECIDES NOT TO MAKE FUNDS
AVAILABLE TO FAA. MR. MASTELLER SAID HE WOULD LIKE TO SEE LINE ITEMS
AND MR. GOFF SAID HE WOULD BREAK THEM OUT.
MR. MASTELLER PRESENTED A PETITION WITH 937 SIGNATURES OPPOSING THE
EXPANSION OF THE AIRPORT. THERE IS AT LEAST A 10 TO 1 RATIO OF
PEOPLE OPPOSED TO A LARGER AIRPORT.
