MEETING WAS CALLED TO ORDER BY CHAIRMAN EDWARD PALUCH AT 4:00 P.M.
PRESENT: CHAIRMAN EDWARD PALUCH, GEORGE METCALF, ROGER COOPER, ROBERT MORROW,
RENE VAN DE VOORDE, EX-OFFICIO MEMBER JOHN VAN ANTWERP.
ABSENT: EARL MASTELLER, KENNETH MEGUIN (BOTH EXCUSED); MICHAEL KENNEY.
MOTION BY MR. COOPER, SECONDED BY MR. METCALF, TO APPROVE THE MINUTES OF THE
MEETING OF MAY 27. CARRIED.
NO COMMEN~ WERE MADE ON THE FINANCIAL STATEMENT FOR THE PERIOD ENDING 5/31.
MR. VAN ANTWERP GAVE ~E FOLLOWING REPORT: THE COUNCIL HAS PASSED A RESOLUTION
AND A/,JOINT PARTICIPATION AGREEMENT WITH THE FLORIDA DEPARTMENT OF TRANSPORTATION
HAS BEEN SIGNED TO PROCEED WITH THE MAS2~R PLAN. TERRY GOFF IS IN THE PROCESS OF
DOING A SURVEY AND INVENTORY OF THE AIRPORT WHICH IS PHASE 1. MR. VAN ANTWERP
HAS MOST OF THE ROUTINE BUDGET PREPARED, AND EXPECTS TO HAVE SOME IDEA FROM
MR. GOFF RE: CAPITAL EXPENDITURES WHICH HE WILL BRING BACK TO THE NEXT MEETING.
HERBICIDE HAS YET TO BE PUT DOWN. MR. KRAGES HAS BEEN UNABLE TO GET TO IT. MR.
VAN ANTWERP WILL TALK TO HIM AGAIN. FAILING THAT, HE WILL SEE ABOUT HIRING AN
OUTSIDE CONTRACTOR OR ELSE MAKE A BID TO DO IT HIMSELF USING HIS OWN EQUIPMENT.
THERE FOLLOWED A DISCUSSION ON SAN SEBASTIAN SPRINGS AIRPORT WHICH DR. FISCHER
WISHES TO BUILD. MR. VAN ANTWERP REMARKED THAT HE WAS CONCERNED WITH SAFETY.
NOT TOO MUCH OF A PROBLEM IF IT REMAINS A RESTRICTED, PRIVATE AIRPORT. THEY
WILL HA~E TO BE LICENSED UNDER THE STATE OF FLORIDA AND THE LICENSE MUST BE
MAINTAINED. THE FLORIDA DEPARTMENT OF TRANSPORTATION WILL INSPECT EVERY YEAR
i~0 SEE THAT RUNWAYS ARE NOT DETERIORATED OR APPROACHES GROWN UP OR THAT ANY
HAZARDOUS CONDITIONS EXIST. THE AIRPORT AND CLEAR ZONES MUST BE PUT DOWN IN
ACCORDANCE WITH FAA RULES AND REGULATIONS. THERE SHOULD BE A S£'T OF RULES FOR
OPERATION SUCH AS WHO AND WHO DOESN'T HAVE ACCESS TO THE RUNWAYS, HOURS OF
OPERATION, ADDRESS AIRPLANE/AUTOMOBILE CONFLICT WITHIN THE COMMUNITY.
MOTION BY MR. VAN DE VOORDE, SECONDED BY MR. MORROW, TO APPROVE THE REQUEST FOR
A PRIVA~ AIRPORT AT SAN SEBASTIAN SPRINGS WITH THE RECOMMENDATIONS OF THE
FEDERAL AVIATION ADMINISTRATION (SEE ATTACHED) AND THE AIRPORT MANAGER, AS
FOLLOWS:

2. BE LICENSED BY STATE OF FLORIDA AND MAINTAIN LICENSE
3. PROVIDE AIRPORT AND CLEAR ZONES IN ACCORDANCE WITH DO']' AND
FAA RULES AND REGULATIONS
4. PROVIDE RULES FOR OPERATI'ON
A. WHO HAS ACC£'SS TO RUNWAYS
B. HOURS OF OPERATION
C. ADDRESS AIRPLANE/AUTOMOBILE CONFLICT

Reference is made to your submission of a Notice of Landing Area Proposal. In
accordance with Part 157 of the Federal Aviation Regulations, it has been
determined that the proposed airport wlll not adversely affect the safe and
~fftcient use of airspace by aircraft provided:
1. All operations are conducted in VFR weather conditions. ~
2. The landing area Is limited to private use.
A right-hand traffic pattern is established for landings to the south and a
ndard left-hand traffic pattern is estalbished for northerly landings.
The coordinates have been corrected to coincide wtth the location indicated On
the chart provided by you.
_.~¢-The runway deptcted on your chart measures approximately 2,350' in length, This
does not agree with the lengLh of 4,000' listed on FAA Form 7480-1.
It is recommended that aircraft operations at the proposed San Sebastian Springs
Airport con~Unicate with the San Sebastian Municipal Airport UNICOM on Frequency
122.8 MHz to notify them of operations at the atrport.
This detemtnation does not mean FAA approval or disapproval of the physical
development involved in the proposal. It is a determination with respect to the
safe and efficient use of airspace by aircraft and with respect to the safety of
persons and property on the ground.
In making this determination, the FAA has considered matters such as the effect
the proposal would have on existing or planned traffic patterns of neighboring
airports/heliports, the effects tt would have on the existing airspace structure

and projected programs of the FAA, the effects it would have on the safety of
persons and property on the ground, and the effects that existing or proposed
manmade objects (on file with the FAA) and known natural objects within the
affected area would have on the airport proposal.
The FAA cannot prevent the construction of structures near an airport. The
airport environs can only be protected through such means as local zoning
ordinances or acquisitions of property rights.
Federal Aviation Regulations, Part 77, defines certain imaginary surfaces around
airports which should be maintained clear of obstructions. Of prime Importance,
the airport approaches should have a 20:1 approach surface for airports that is
clear of all obstructions. Approach surfaces over roadways and railroads should
clear the roadway surface by at least 15 feet (17 feet for Interstate highways),
and the railroad surface by at least 23 feet.
Please complete the enclosed FAA Form 5010-5 and submit within 30 days of
activation. This airspace determination will automatically expire if this
facility is not operational within two years from the date of this letter.
