MEEI~NG WAS CALLED TO ORDER BY CHAIRMAN EDWARD PALUCH AT 4:00 P.M.
PRESENT: CHAfRMAN EDWARD PALUCH, KENNETH MEGUIN, GEORGE METCALF, MICHAEL KENNEY,
ROBERT MORROW, FRANK DE JOIA, JOHN VAN ANTWERP.
ABSENT: RENE VAN DE VOORDE, EARL M~TELLER (BOTH EXCUSED).
CHAIRMAN PALUCH READ A LETTER FROM MAYOR GALLAGHER REQUESTING THAT A SPECIAL.MEETING
BE SET UP BETWEEN THE AIRPORT ADVISORY BOARD AND THE GOLF COURSE ADVISORY BOARD RE-
GARDING THE GOLF COU~E APPRAISAL. MAYOR GALLAGHER WILL ADVISE WHEN THE APPRAISAL
IS IN HAND SO THAT A DATE CAN BE SET.
MOTION BY MR. MEGUIN, SECONDED BY MR. DE JOIA, TO APPROVE THE MINUTES OF ~E MEETING
OF MAY 28. CARRIED.
MOTION BY MR. KENNEY, SECONDED BY MR. MORROW, TO ACCEPT THE OPERATING STATEMENT FOR
THE PERIOD ENDING 5/.31/85. CARRIED.
MR. VAN ANTWERP REPORTED THAT THE CITY BROUGHT OUT THEIR GRADE-ALL AND CLEARED OUT
THE AREA AROUND THE RUNWAYS AND TAXIWAYS AND CUT BERMS BACK TO IMPROVE DRAINAGE.
INDIAN RIVER COUNTY ROADS AND BRIDGES DEPARTMENT LOANED THEIR SWEEPER, WITHOUT CHARGE,
AND THE AIRPORT H~ BEEN SWEPT. MR. VAN ANTWERP WILL SEND THEM A LETTER OF THANKS.
CLUMPS OF GR~%E HAVE GROWN UP PRETTY HIGH ON THE NORTH-SOUTH TAXIWAYS AND THE PUBLIC
WORKS DEPARTMENT WILL BRING BACK THE GRADE-ALL AND CLEAR OUT.
MR. VAN ANTW~RP STATED THAT THE TYPE OF LIGHTING FIXTURES THAT HAVE BEEN USED FOR
THE RUNWAY LIGHTING SYSTEM ARE OUTDATED AND HE PROPOSED BUYING ON AN AS NEEDED BASIS
MEDIUM INTENSITY LAMPS WHICH COME WITH ADAPTORS SO THAT A LOW INTENSITY BULB CAN BE
USED. AFTER A BRIEF DISCUSSION REGARDING COST OE?'REPLACEMENT, WHICH IS NOT KNOWN
AT PRESENT, AND ALSO THE POSSIBILITY THAT COMPLETE UP-DATING OF THE LIGHTING SYSTEM
MAY BE INCLUDED IN THE MASTER PLAN, CHAIRMAN PALUCH STATED THAT THIS IS ROUTINE
MAINTENANCE AND MR. VAN ANTWERP WILL ORDER REPLACEMENTS AS NEEDED.
MR. VAN ANTWERP REPOR~'~D THAT THE PARKING SITUATION IS UNCHANGED.
ASSIGNMENT OF PRIME LEASE FROM GOLDSTAR AERO TO JOHN VALENTINE - MOTION BY MR.KENNEY,
SECONDED BY MR. METCALF, TO RECOMMEND APPROVAL OF THE LEASE B~gED ON THE POSITIVE
CRITERIA FOUND BY THE POLICE DEPARTMENT ON THEIR CREDIT CHECK AND CRIMINAL CHECK.
MR. VAN ANTWERP EXPLAINED THAT THE LAST LEASE THE AIRPORT ADVISORY BOARD APPROVED
WITH THE STIPULATION THAT THERE BE A BACKGROUND CHECK WAS APPROVED BY THE COUNCIL
WITHOUT THAT STIPULATION. IT IS AGAINST AN INDIVIDUAL'S CONSTITUTIONAL RIGHTS TO
BE INVESTIGATED. ONLY WAY IS FOR CAUSE OR WITH THEIR PERMISSION. CHAIRMAN PALUCH
STATED HE ASKED FOR AN INVESTIGATION BASED UPON THE ADVICE OF THE FLORIDASDEPARTMENT

MR. METCALF WITHDREW HIS SECOND, MR. KENN~;Y WITHDREW HIS MOTION.
MOTION BY MR. KENNEY, SECONDED BY MR. DE JOIA, TO RECOMMEND TO THE CITY COUNCIL THAT
~IS LEdgE BE APPROVED AND THAT THE CITY DO WHATEVER BACKGROUND CHECKS THEY DEEM
NECESSARY.
MR. VAN ANTWERP STATED THAT EVEN TO DO A CREDIT CHECK PROCEDURES WOULD HAVE TO BE
ESTABLISHED AND LESSEES WOULD HAVE TO SIGN A WAIVER GIVING PERMISSION. CHAIRMAN
PALUCH REMARKED THAT HE WOULD LIKE TO SEE ANY LESSEE GOING ON TO THE AIRPORT BE
COOPERATIVE IN ASSISTING US WITH A BACKGROUND CHECK AND ALSO PROVIDE A DECLARATION
OF INTENT.
MR. DE JOIA WITHDREW HIS SECOND, MR. KENNEY WITHDREW HIS MOTION.
MOTION BY MR. DE JOIA, SECONDED BY MR. KENNEY, TO RECOMMEND TO ~E CITY COUNCIL
TO APPROVE' THE ~SIGNMENT OF PRIME LEVEE FROM GOLDSTAR AERO, INC. TO MR. JOHN
VALENTINE PROVIDED THAT A BACKGROUND CHECK IS MADE' WITH APPROVAL OF THE ~SIGNEE
AND THAT THE ASSIGNEE PROVIDE A DECLARATION OF INTENDED USE. CARRIED.
MOTION BY MR. KENNEY, SECONDED BY MR. MEGUIN, THAT THE CITY ATTORNEY DRAFT UP A
DOCUMENT THAT WILL GO WITH THE' PRELIMINARY PAPERWORK TO A PROSPECTIVE CLIENT THAT
ENCOMPASSES, BASICALLY, CREDIT CHECKS AND PERSONAL BACKGROUND CHECKS, AND THAT
IT BE SIGNED BY THE PROSPECTIVE CLIENT AS PART OF THE PACKAGE' THAT IS ORIGINALLY
GIVEN TO THE CITY FOR APPROVAL, AND INCLUDE A DECLARATION OF INTENDED USE'. THIS
WOULD ALL BE SIGNED AS A PRE-REQUISITE TO BRINGING BEFORE THE CITY FOR A LEASE
OR CHANGE' OF LEzZ~E. CARRIED.
MR. VAN ANTWERP SUGGESTED THAT INSTEAD OF DRAWING UP ANOTHER DOCUMENT, THE CURRENT
APPLICATION FORM FOR SEBASTIAN AIRPORT LEASE/SUB LEd~EE BE UP-GRADED TO INCLUDE THE
REQUESTED INFORMATION. THE BOARD REQUESTED MR. VAN ANTWERP TO DISCUSS THIS WITH
ATTORNEY PALMER.
IN CONNECTION WITH THE VISIT FROM'JACK TURNER, FLORIDA DEPARTMENT OF TRANSPORTATION,
MR. VAN ANTWERP STATED THAT HE IS MAINLY CONCERNED WITH THE DEVELOPMENT OF INDUSTRIAL
PARKS AND IS OFFERING TO ASSIST US ALONG THOSE LINES. CHAIRMAN PALUCH REMARKED THAT
HE WOULD RATHER SEE AVIATION ORIENTED USAGE THAN INDUSTRIAL DEVELOPMENT.
MOTION BY MR. KENNEY, SECONDED BY MR. MORROW, TO REQUEST THE CITY COUNCIL TO LIFT
THE MORATORIUM ON AIRPORT LEASING IN VIEW OF THE MASTER PLAN DELAY AND FURTHER
RECOMMEND THAT ANY FURTHER LE2~SING BE CONTROLLED BY BEING CLOSE OR AI)JACENT TO
OTHER LEASES WHICH ARE FUNCTIONING AND WOULD BE LIMITED TO THE AIRPORT MODE, SUCH
AS HANGARS, ETC.
MR. DE JOIA STATED HE WAS CONCERNED ABOUT THE AMOUNT OF MONEY WE ARE GETTING FOR THE
LEASES ANI) TIEING UP PROPERTY FOR 20-40 YEARS. SHOULD BE' GETTING MORE RETURN.
CHAIRMAN PALUCH .STATED THE ONLY WAY,~(HE WOULD BE AGREEABLE TO LIFTING MORATORIUM IS
IF THE APPLICANT WOULD PROVIDE A CURRENT ACCEPTABLE APPRAISAL AND WE APPLIED THE
FAA FORMULA OF FAIR MARKET VALUE PLUS A PERCENTAGE. IT WAS SUGGESTED THAT MR.
VAN ANTWERP GET IN TOUCH WITH MR. GOFF, POST BUCKLEY, AND SEE HOW LIFTING OF THE
MORATORIUM WOULD AFFECT THE' MASTER PLAN. THIS MATTER CAN BE DISCUSSED AGAIN AFTER
THE SPECIAL JOINT MEETING WITH THE GOLF COUP~EE ADVISORY BOARD.
