PRESENT: CHAIRMAN EDWARD PALUCH, FRANK DE JOIA, KENNETH MEGUIN, MICHAEL KENNEY, EX-OFFICIO MEMBER JOHN VAN ANTWERP; ALSO, JOSEPH LANCASTER, FINANCE DIRECTOR. ABSENT: ROBERT THOMAS, DEBORAH PALMER, RENE VAN DE VOORDE, JOSEPH BARBOLINE MR. LANCASTER PRESENTED A TENTATIVE BUDGET FOR THE AIRPORT FOR 1983~84. IT WAS DISCUSSED AS FOLLOWS: UNDER REVENUE, RENT, $16,675., INCLUDES $10,000. FROM GOLF COURSE. CHAIRMAN PALUCH ASKED IF THAT FIGURE WAS IN THE GOLF COURSE BUDGET. MR. LANCASTER WILL CHECK. UNDER EXPENDITURES, CHAIRMAN PALUCH SUGGESTED $1000. SHOULD BE ADDED FOR LEGAL FEES. UNDER ELECTRIC, $120. SHOULD BE RAISED TO $600. IN ANTICI- PATION OF THE INSTALLATION OF A VASI SYSTEM. THE FOLLOWING EXPENDITURES WERE ADDED: $1500. REPAIRS, PRINTING AND BINDING $85., OFFICE SUPPLIES $50., TRAVEL $800., MOWING $5000., WEED KILLER $1000. - TOTAL EXPENDITURES $12,660. ANTICIPATED REVENUE $20t045. IT WAS MENTIONED THAT THERE WOULD BE CAPITAL EXPENSES FOR VASI. CHAIRMAN PALUCH POINTED OUT WE HAVE A CASH BALANCE OF $31r000. SO THAT NEXT YEAR WE ARE LOOKING AT THE AVAILABILITY OF $50,000. IN CASH. THERE WAS A DISCUSSION REGARDING CAPITAL EXPENDITURES AND IT WAS AGREED THAT THIS ITEM WOULD NOT BE INCLUDED RIGHT NOW BECAUSE OF POSSIBLE MATCHING FUNDS FROM THE DEPARTMENT OF TRANSPORTATION. MOTION BY MR. KENNEY, SECONDED BY MR. DE JOIA, TO TYPE UP THE CURRENT TENTATIVE BUDGET TO USE AS A WORK SHEET UNTIL TIME TO SUBMIT A FINAL BUDGET. CARRIED. MOTION BY MR. KENNEY, SECONDED BY MR. DE JOIA, TO APPROVE THE MINUTES OF THE MEETING OF JUNE 28, 1983. CARRIED. AT THE REQUEST OF MR. DE JOIA, MR. VAN ANTWERP EXPLAINED THAT THE VASI SYSTEM IS A NOISE ABATEMENT AND SAFETY FEATURE, VISIBLE BOTH DAY AND NIGHT. THE EAST RUNWAYS, 3-1 AND 2-2, DO NOT PRESENT TOO MUCH OF A PROBLEM SINCE THEY ARE ALREADY NEAR EXISTING POWER WHICH SUPPLIES THE RUNWAY LIGHTS. ALSO CLOSE TO THE GOLF COURSE TRANSFORMER WHICH RUNS THE PUMP STATION AND PERHAPS SOME SORT OF ARRANGEMENT COULD BE MADE. THE WEST SIDE RUNWAYS PRESENT A DIFFERENT PRO- BLEM AND POWER LINES AND A METER WOULD HAVE TO BE INSTALLED. FLORIDA POWER AND LIGHT CAN PUT IN AN ELECTRICAL FEED AND UNDERGROUND LINES AT A COST OF $5~50. EACH. AS AN ALTERNATIVEr THEY WILL SET UP A TRANSFORMER ON A POLE AT NO COST. THE CITY CAN THEN SET UP A METER NEARBY AND HAVE AN ELECTRICIAN RUN UNDERGROUND FEED TO THE RUNWAYS. THERE IS ALREADY SUFFICIENT POWER TO RUN THE OPERATION THERE AND IF YOU WANT TO BRING UP TO A HIGHER INTENSITY, JUST INSTALL BRIGHTER BULBS. VASI CAN'T BE TIED INTO THIS. IF VASI IS INSTALLED ON ALL 4 RUNWAYS, IT WILL COST APPROXIMATELY $40,000. MR. VAN ANTWERP WAS OF THE OPINION THAT IT WOULD BE WORTH FAR MORE TO PUT VASI ON THE END OF THE LIT RUNWAY RATHER THAN ON THE UNLIT ONES. MR. VAN ANTWERP REPORTED THAT HE HAD TALKED TO COMPLETE HOMES ABOUT REPAIRS TO THE ACCESS .ROAD. THEY HAVE MADE SOME REPAIRS AND HAVE PROMISED TO DO MORE. THE CITY COUNCIL AUTHORIZED THE EXPENDITURE OF $6000. FOR RUNWAY PAINTING AND STRIPING. WHEN MR. VAN ANTWERP ASKED THE DEPARTMENT OF TRANSPORTATION TO SCHEDULE US, THEY RECOMMENDED THAT WE HIRE A CONTRACTOR IN THE AREA WHO WOULD PROBABLY DO FOR A BETTER PRICE. MR. VAN ANTWERP CALLED THEM - FLORIDA STRIPERS, MELBOURNE. THEY HAVE RECENTLY DONE ST. LUCIE COUNTY. THEY WOULD NOT GIVE A PRICE, BUT SAID THEY COULD PROBABLY DO FOR $3.-4000. THEY ARE GOING TO SEND SOMEBODY TO CHECK AND GIVE US A QUOTE. MR. VAN ANTWERP SAID THIS PRESENTS A SERIOUS PROBLEM SINCE THEY HAVE NO STATE CONTRACT AND THAT MEANS WE WOULD HAVE TO GO OUT TO BID. THE CONTRACTOR SUGGESTED THAT WE CONTRACT HIM TO DO VARIOUS PARTS TO GET AROUND THE BIDDING PROBLEM. MR. VAN ANTWERP DID NOT THINK THIS WAS A GOOD POLICY. CHAIRMAN PALUCH STATED THAT HE HAD REQUESTED MR. VAN ANTWERP TO SEE IF HE COULD GET A FIRM PRICE, WHICH HE HAS NOT YET BEEN ABLE TO DO. IF THE JOB WAS REASONABLY BELOW THE $6500. WHICH DOT WAS GOING TO CHARGE, CHAIRMAN PALUCH SUGGESTED GOING TO BID, BUT JUST TO SAVE $4 .-500., HE FELT HE WOULD RATHER PAY DOT. ALSO, HE VERY DEFINITELY WAS NOT IN FAVOR OF PIECE-MEALING THE JOB. THE WHOLE THING WOULD BE BID. MOTION BY MR. MEGUIN TO ACCEPT THE DEPARTMENT OF TRANSPORTATION DOING THE STRIPING FOR $6500. MOTION DIED FOR LACK OF A SECOND. IT WAS THE CONSENSUS OF OPINION THAT IF AT LEAST $3000. COULD BE SAVED, WE SHOULD GO TO BID. MR. VAN ANTWERP WAS REQUESTED TO FOLLOW THROUGH WITH THE CONTRACTOR TO SEE WHAT HE OFFERED AND ALSO THE QUALITY OF HIS WORK AND MATERIAL. REGARDING THE GOLF COURSE LEASE, MR. VAN ANTWERP STATED HE HAD FOUND A ROUGH COPY OF THE PROPOSED LEASE WHICH HAD BEEN TURNED OVER TO THE CITY ATTORNEY FOR REVIEW. HE IS NOW ON VACATION SO MR. VAN ANTWERP DOES NOT KNOW THE CURRENT STATUS. MOTION BY MR. MEGUIN, SECONDED BY MR. KENNEY, TO ACCEPT THE FINANCIAL STATEMENT FOR THE PERIOD ENDED JUNE 30, 1983. CARRIED.
