MEETING WAS CALLED TO ORDER BY CHAIRMAN EDWARD PALUCH AT 4:00 P.M.
PRESENT: CHAIRMAN EDWARD PALUCH, GEORGE METCALF, KENNETH MEGUIN, ROBERT MORROW,
RENE VAN DE VOORDE. ALSO PRESENT: AIRPORT MANAGER JOHN VAN ANTWERP, MAYOR JIM
GALLAGHER, CITY ATTORNEY THOMAS PALMER, JIMMY GOFF - POST, BUCKLEY, SCHUH & jERNIGAN.
ABSENT: MICHAEL KENNEY (EXCUSED), EARL M~gTELLER, FRANK DE JOIA.
MOTION BY MR. MEGUIN, SECONDED BY MR. METCALF, TO APPROVE THE MINUTES OF THE
MEETING OF JULY 30, 1985. CARRIED.
MOTION BY MR. MEGUIN, SECONDED BY MR. MORROW, TO APPROVE THE FINANCIAL STATEMENT
FOR THE PERIOD ENDING JULY 31, ]985. CARRIED.
POS?'. BUCKLEY, SCHUH AND jERNIGAN, ADVISED THAT THE FEDERAL AVIATION
MR. JIMMY GOFF, PROVED OUR APPLICATION FOR FUNDING. IT IS JUST A MATTER OF
ADMINISTRATI'ON HAS A~
WAITING UNTIL THE FUNDS BECOME AVAILABLE, PERHAPS IN TWO-THREE WEEKS OR BY END OF
OCTOBER. AFTER FAA AI~VISES HOW MUCH FUNDS HAVE BEEN ALLOTTED THE CONTRACT BETWEEN
THE CITY AND POST, BUCKLEY WILL BE SIGNED AND WORK WILL BEGIN ON THE M~gTER PLAN.
MAYOR GALLAGHER ADVISED THAT THE APPRAISAL OF THE GOLF COURSE ALONG WITH THE
PROPOSED LAND USE RESOLUTION WAS SUBMITTED TO THE FAA ON AUGUST 13. THE ACTUAL
AGREEMENT USES THE RAW LAND VALUE FROM 1981. IT REQUIRES 5% pAYMENT FOR THE
FIRST 5 YEARS AND ]0% THEREAFTER WHICH FOR ].982, 1983, ]984, EQUATES TO $16,900.
PER yEAR. FROM 1985 THROUGH ]989, 7.0% EQUATES TO $33,800. ANY iNCREASES AFTER
THAT WILL BE B~gED ON THE CONSUMER PRICE INDEX iNCREASE' PERCENTAGE APPLIED TO
THE $33,800. ATTORNEY PALMER STATED THAT IN THE EVENT THE RENT IS NOT PAID UP
FRONT, THE CITY WILL PAY 9% INTEREST PER YEAR ON THE UNPAID RENT.
THERE FOLLOWED A DISCUSSION OF A LETTER DATED AUGUST 19 FROM THE SAFETY COMMITTEE
REGARDING SAFETY HAZARDS AT THE AIRPORT. CHAIRMAN PALUCH REMARKED THAT FIRE
EXTINGUISHERS SHOULD BE LOCATED AT ALL FUEL DISPENSING FACILITI'ES IN ACCORDANCE

CHAIRMAN PALUCH STATED THAT FOR 12 YEARS HE HAS BEEN FIGHTING THAT ACCESS SITUATION
AND WOULD LIKE TO SEE IT BLOCKED OFF. MR. VAN DE VOORDE REMARKED THAT PERHAPS
THAT SITUATION WOULD BE TAKEN CARE OF WHEN WE GET THE M~TER PLAN.
MR. VAN ANTWERP STATED THAT FIRE EXTINGUISHERS CAN'T JUST BE LEFT ON A 24-HOUR
B~gIS. THEY ARE THE HAND-HELD TYPE AND THEY DISAPPEAR. WITH REGARD TO GRASS,
HE LEARNED AT THE AIRPORT MANAGERS' CONFERENCE WHICH HE RECENTLY ATTENDED THAT
THERE IS A SEALING PROCESS WHICH REMOVES THE GROGS, THEN YOU GO IN WITH A RE-
ONE-TENTH OF THE COST OF PAVING.

MOTION BY MR. MORROW, SECONDED BY MR. MEGUIN, TO DIRECT THE AIRPORT M~AGER TO
INFORM ALL TEN~TS OF THE SEBASTIAN MUNICIPAL AIRPORT ~D ALL ~RCRAFT OWNERS
USING THAT FACILITY THAT PERSONAL FUELING OF AIRCRAFT IS PROHIBITED DUE TO THE
SAFETy HAZARDS GENERATED. CARRIED.
MR. VAN ~TWERP STATED THAT THE ROAD ON THE ~ST SIDE OF THE AIRPORT IS IN BAD
SHOE ~D IT W~g AGREED THAT MR. VAN ~TWERp SHOULD LOOK INTO MAKING SOME IMPROVE-
MENTS WITH THE $1500. STILL AVAILABLE iN THE BUDGET.
MR. VAN ANTWERP REPORTED THAT 'ONE OF THE THINGS STRESSED AT THE CONFERENCE HE
RECENTLy ATTENDED WAg THE AIRPORT RELATIONSHIP WITH THE COMMUNITY. THE BO~TOM
LINE IS COMMUNICATION. GET THE FACTS STRAIGHT ~D STICK TO THE POINT. ALSO,
RELATIONSHIP WITH THE TEN~TS - KEEP ON A FAIR BAEIS. WHAT IS REQUESTED OF ONE
TO DO, ALL SHOULD DO CONCERNING SECURITY.
MR. VAN ~TWERP ~VISED THAT THE FEDERAL A~IATION ADMINISTRAT}ON SUGGESTS THAT AN
~RPORT SAFETY COMMITTEE SHOULD BE FORMED FOR THE SAFETY OF THE FLYING PUBLIC.
HE ADDED THAT HE WOULD LOOK INTO GETTING VOLUNTEERS TO SERVE ON THIS COMMITTEE.
MR. MORROW VOLUNTEERED HIS SERVICES.
