HomeMy WebLinkAbout09081982MINUTES OF SPECIAL MEETING OF AIRPORT ADVISORY BOARD - SEPTEMBER 8, 1982 MEETING WAS CALLED TO ORDER BY CHAIRMAN EDWARD PALUCH AT 4:15 P.M. PRESENT: CHAIRMAN EDWARD PALUCH, ROBERT THOMAS, FRANK DE JOIA, JOHN VAN ANTWERP. ATTORNEY RENE VAN DE VOORDE STATED THAT AT THE LAST MEETING OF THE AIRPORT ADVISORY BOARD HE HAD PRESENTED A REQUEST ON THE BEHALF OF MR. SPEIDEL TO ERECT ANOTHER BUILDING ON HIS LEASED PROPERTY TO BE USED AS A RESIDENCE. MR. VAN DE VOORDE ADVISED THAT MR. SPEIDEL WAS NOT WILLING TO GO ALONG WITH THE BOARD'S STIPULATION THAT THE BUILDING BE SUBJECT TO A TWO YEAR RENEWAL PROVISION. IT WAS MR. SPEIDEL 'S CONTENTION THAT IF HE WAS GOING TO SPEND $35,000.-$40,000., HE COULDN'T JUSTIFY THE EXPENSE iF HE WAS SUSCEPTIBLE TO A TWO YEAR TEMINATION. MR. PALUCH REMARKED THAT THE ONLY REASON FOR THE OBJECTION IS IR THE SECURITY REQUIREMENT COULD NOT BE JUSTIFIED. THE BOARD DOES NOT WANT THE PRIMARY USE TO BE A RESIDENCE. MR. SPEIDEL WAS WILLING TO SIGN A NEW LEASE SO THAT THE AIRPORT BOARD WOULD HAVE CONTROL SHOULD HE EVER SELL, BUT HE WOULD ALSO LIKE TO BE ABLE TO HAVE ANY INCOME FROM THE BUILD- ING FOR 14 YEARS TO ACCRUE TO HIM RATHER THAN THE CITY. MR. SPEIDEL WAS REQUESTED TO COME TO THE NEXT MEETING WITH PENCILLED PLANS, SINCE THERE WAS NOT A QUORUM PRESENT OF THE AIRPORT ADVISORY BOARD. MR. ED SCHMUCKER PRESENTED A PLAN FOR A CLIENT NAMED KING WHO PROPOSES TO ERECT A 40' x 60' BUILDING ON APPROXIMATELY 3 ACRES OF LAND TO CONDUCT A PAINT AND SAND BLASTING BUSINESS. THIS WOULD BE A NON-AVIATION RELATED BUSINESS LOCATED ON THE WEST SIDE OF THE ROAD. MR. SCHMUCKER PRESENTED THE PLAN FOR THE PURPOSE OF ASCER- TAINING WHAT THE REQUIREMENTS WERE TO PROCEED AND MR. PALUCH ADVISED THAT HE COULD SEE NO PROBLEMS AND ALL HE WOULD HAVE TO DO IS SIGN A LEASE AND COMPLY WITH THE GUIDELINES SET FORTH BY THE FAA. MR. MIKE KENNEY INTRODUCED MR. ROGER ROCK, VICE PRESIDENT, COMPLETE HOMES CORPOR- ATION, WHO WOULD LIKE TO SUBLEASE THE GOLDSTAR HANGAR TO CONDUCT HIS BUSINESS OF FABRICATING WOOD FRAME HOMES. MR. VAN ANTWERP STATED THAT THE ONLY PROBLEM HE COULD ANTICIPATE WOULD BE THAT THE LEASE PURPOSE IS BEING CHANGED AND FAA WOULD HAVE TO REVIEW IT. MR. GIL SWIGER, REPRESENTING GOLDSTAR AERO, STATED THERE WAS A CLOSING DATE ON THE CONTRACT OF OCTOBER 4 AND ASKED IF THERE WAS ANY WAY APPROVAL COULD BE OBTAINED BEFORE THE NEXT AIRPORT COMMITTEE MEETING ON SEPTEMBER 28. MR. PALUCH SAID THAT MR. VAN ANTWERP COULD HELP FILL OUT THE NECESSARY PAPER WORK FOR FAA APPROVAL AND IT COULD BE CARRIED DOWN TO THEM. MAYOR FLOOD ADDED THAT THE CITY COUNCIL COULD APPROVE AT THEIR NEXT MEETING ON SEPTEMBER 15 WITH THE STIPULA- TION THAT FAA APPROVED. TO SUM UP, MR. VAN ANTWERP SAID THAT WHAT THEY WOULD LIKE TO DO IS ASSUME THE LEASE THAT EXISTS, 17 YEARS. THE CITY COUNCIL WILL HAVE TO APPROVE THE CHANGE OF NAME ON THE LEASE AND THE USE. THERE WILL HAVE TO BE AN ADDENDUM EXPLAINING WHAT THE USE IS GOING TO BE AND IT'S GOING TO HAVE TO GO TO FAA. MR. PALUCH ADDED THAT IT SHOULD STATE EXACTLY WHAT THE BUSINESS IS - HOME MANUFACTURING - IN LIEU OF FIXED BASE OPERATION, BUT IF SOMEBODY CAME IN AND WANTED A FIXED BASE OPERATION AND MADE AN ATTRACTIVE OFFER, IT WOULD REVERT BACK TO THAT. THIS WILL BE PLACED ON THE CITY COUNCIL AGENDA FOR SEPTEMBER 15. THERE WAS A GENERAL DISCUSSION REGARDING IMPROVEMENTS TO THE AIRPORT WiTH REGARD TO WATER, SEWER, AND ROADS, AND MR. PALUCH REMARKED THAT HE WAS HOPEFUL THAT THE CITY WOULD HELP WITH PUTTING IN A ROAD. THESE IMPROVEMENTS MUST COME IF WE HOPE TO ATTRACT FUTURE BUSINESS. MAYOR FLOOD THOUGHT WE MIGHT BE ABLE TO GET A SMALL SEWERAGE PLANT SET UP, AND OFFERED TO CHECK INTO THIS WITH MR. MASTELLER. MR. PALUCH MENTIONED THAT THEY ARE TWO MEMBERS SHORT ON THE BOARD. THEY DO HAVE AN APPLICATION FROM JOSEPH BARBOLINO, AND MAYOR FLOOD SAID HE WOULD BRING IT UP AT COUNCIL MEETING TONIGHT FOR APPROVAL AND ALSO ANNOUNCE THAT THERE IS ANOTHER VACANCY PLUS AN ALTERNATE MEMBER. MR. PALUCH POINTED OUT THAT THE ORDINANCE STATES THAT THE ADVISORY BOARD CANNOT RECOMMEND. IT IS UP TO THE COUNCIL, MEETING ADJOURNED AT 5:40 P,M.
