SPECIAL MEETING
WEDNESDAY, OCTOBER 19, 1988 - 7:00 P.M.

PUBLIC HEARING - PROPOSED AIRPORT MASTER PLAN
1. Mayor Votapka called the special meeting to order at
7:05 p.m.
2. Councilman Metcalf led the Pledge of Allegiance.

5. PUBLIC HEARING
A. Proposed Airport Master Plan
Mayor Votapka opened the public hearing at 7:07 p.m. and
made a brief statement on conduct for this meeting. He
requested that presentations be limited to ten minutes or
less, restraint be shown by the audience and speakers,
that Council not engage in discussion during the public
hearing and stated that action on the Airport Master Plan
will be placed on the October 26, 1988 Regular Council
meeting agenda.
MOTION by Roth/McCarthy
I move we~extend the meeting until the last speaker
has spoken. -
VOICE VOTE on the motion failed 4-1 (Vallone - nay) for
lack of unanimous vote.
Pat Rebull, Post, Buckely, Schuh and Jernigan,
consultants for the Airport Master Plan, explained to
Council and the public the purpose of the Airport Master
Plan. He stated that it is a proactive plan for future
orderly growth of the airport which is required by the
FAA for filing for federal funds. He presented the
Airport Layout Plan which he stated would be updated and
kept current each year and will be the actual signed
document which the FAA would refer to when application
for funds is made.
Charlotte Maneikls, 531 SW Barber Street, spoke against
expansion of the airport and reminded Council of the
airport referendum at which 75% of the voters opposed
expansion.
John Evans, Citizens Airport Watch, presented two
consultants requested by the organization to make a
presentation, Gary Exner and Ron Hoggard.
Gary Exner, an environmental consultant, gave a slide
presentation, and stated that the Airport Master Plan
does not take into account environmental matters. He
showed dump sites, protected species living at the
airport, and discussed air and noise pollution which he
said he personally studied and found that in a half hour
period five out of six aircraft had over 65 db which is
the maximum as set by City ordinance.
Ron Hoggard, planner from West Palm Beach, stated that
once the plan is approved it becomes public policy and
cautioned that it could not be changed easily. He said
no market analysis had been done regarding future
commercial use of airport land. He said that, in his
experience, businesses do not seek proximity to airports
except in the case of aero related industries. He
questioned forecast data used by the consultants. He
recommended that alternatives be considered.
Max Denise, 11195 Roseland Road, opposed the noise levels
forecast in the Airport Master Plan and asked Council to
carefully consider it.
Richard Hathaway, 11155 Roseland Road, opposed the
proposed expansion of the airport and said that taxpayers
will ultimately be responsible for debt service.
Richard Rosenkranz, 11155 Roseland Road, opposed the plan
and suggested alternatives such as moving the airport,
charging landing fees, and placing a cap on operations.
He discussed ~afety problems as a result of unskilled
pilots doing flight training.
Andrew Hausman, 11115 Hotchkiss Road, expressed a concern
for noise levels and taxes which could be imposed as a
result of approval of the plan and recommended movinG the
airport.
Lenna Marshall, 7655 129th Street, reminded Council of
the 76% of voters opposed to airport expansion, discussed
resources which may be destroyed by expansion and
recommended not submitting the plan until a feasibility
study can be done.
Will Strider, 11155 Roseland Road, urged Council to look
at alternatives for location of the airport and consider
the airport as the site for the North County High School.
Ilan Shapiro, 8446 Campbell Avenue, urged Council to pay
heed to the wishes of the people who oppose airport
expansion.
Mayor Votapka called recess at 8:55 p.m. and reconvened
the meeting at 9:05 p.m. Ail members present at recess
were present at recall.
Steve Johnson, 12385 Roseland Road, said although the
Airport Master Plan was not perfect he saw no other
alternative to passing the plan as presented unless the
city wanted to return the airport to the Government or do
nothing which would create safety hazards.
Sari Trunk, 13336 Roseland Road, said Citizens Airport
Watch had blown holes in the Airport Master Plan and
urged Council to fix the airport and nothing more, and
make their decision from knowledge and not perceptions.
Joyce Bierman, California, a prospective area home buyer,
opposed airport expansion.
Robert McCollum, 501 Durant Street, said no one here
expressed desire for deterioration of the airport 3ust
not expansion. He urged Council to give up the plan or
resign.
Bob Quick, 857 Robin Lane, said the people had spoken
during the referendum to oppose airport expansion.
Laura Etheridge, 433 Seagrass Avenue, recently moved from
Ft. Lauderdale, urged Council not to expand the airport.
Frank DeJoia, 11625 Roseland Road, said as a past member
of the Airport Advisory Board, he had chosen Post,
Buckley becaus~ of their assurance of public input which
he felt had never come about. He recommended setting up
a task force to determine the feasibility of moving the
airport.
James Spoto, 11615 Roseland Road, urged Council to
consider moving the airport.
John Evans, Citizens Airport Watch, 11155 Roseland Road,
said the city had not received a quality piece of work in
the Airport Master Plan which contained poor data base,
no real evidence and inadequate assumptions. He
presented to Council a letter dated October 17, 1988 from
Cutler and Stanfield, a Washington, D.C. law firm
regarding an evaluation of alternatives for the Sebastian
Municipal Airport and a summary of the firm's activities
on airport matters dated June 1988. He recommended
moving the airport to preserve the quality of life in the
area.
Dolores McCarthy, 222 Fig Street, agreed with John Evans'
views.
Albert Reed, 334 Bayharbor Terrace, agreed with adoption
of the plan and said he didn't believe it called for
expansion. He said the airport has not cost the city one
tenth of what the golf course has.
Earl Masteller, 896 Robin Lane, Airport Advisory Board
member, said the plan is a grant request which contains
no alternatives and a recitation of conclusions not
facts. He said he saw no alternative for airport
revenues meeting costs without taxing residents. He
urged Council to re3ect the plan and simply repair the
airport with available airport funds.
Philip Tumolo, 11116 Mulberry Street, said as a resident
ad3acent to the airport, he and his family were not
disturbed by airport noise. He commended Council for
planning for future growth.
Dan Maher, Velocity Aircraft, said he was sympathetic to
residents and sensitive to the possible destruction of
the environment, but felt that if the Council does not
act properly in this matter the federal government will
take back the airport and possibly give it to an entity
not sympathetic to the needs of the people. He said he
did not want to see expansion but that the airport be
cleaned up and repaired.
James Phelan, 165 SW Wimbrow Drive, reminded people of
the San Sebastian Springs West Airstrip..
Bill Markham, 238 Main Street, recommended Council pray
that the government doesn't take back the airport,
Harvey Wasserman, California, a prospective home buyer,
urged that Council consider moving the airport for safety
sake.
Mayor Votapka closed the public hearing at 10:05 p.m. and
complimented all participants on a well conducted
hearing.
MOTION by Metcalf
I move we accept the Airport Master Plan dated
September 1988.
Mayor Vot~pka said the matter of final action will be an
October 26, 1988 agenda item.
MOTION died for lack of a second.
MOTION by Roth/Vallone
I .move we ad3ourn the meeting.
VOICE VOTE on the motion carried 5-0.
Mayor Votapka adjourned the meeting at 10:16 p.m.
