MEETING WAS CALLED TO ORDER BY CHAIRMAN ROBERT MORROW AT 4:00 P.M.
PRESENT: ROGER COOPER, EDWARD PALUCH, KENNETH MEGUIN, EARL MASTELLER,
MICHAEL KENNEY, THEODORE AHNEMAN, CHAIRMAN ROBERT MORROW, EX-OFFICIO
MEMBER JOHN VAN ANTWERP, CITY ATTORNEY THOMAS PALMER.
ABSENT: RENE VAN DE VOORDE.
MOTION BY MR. PALUCH, SECONDED BY MR. COOPER, TO APPROVE THE MINUTES
OF THE MEETING OF SEPTEMBER 29.

MR. KENNEY, MR. MEGUIN, MR. AHNEMAN ABSTAINED FROM VOTING DUE TO
ABSENCE FROM MEETING.
OPERATING STATEMENT FOR PERIOD ENDING 9/30/87: THERE WAS A DISCUSSION
RE PAYMENTS TO POST, BUCKLEY AND MR. MASTELLER CAUTIONED THAT WE BETTER
MAKE SURE THAT FAA IS GOING TO REIMBURSE US BEFORE FINAL PAYMENT IS MADE.
CITY ATTORNEY THOMAS PALMER OFFERED THE FOLLOWING CLARIFICATION OF THE
CURRENT STATUS OF THE MASTER PLAN:
THE LAST PLAN SUBMITTED TO FAA WAS STAMPED "FINAL PLAN" WHEN IN
FACT AT LEAST THREE RECOMMENDATIONS MADE BY THE CITY COUNCIL ARE
NOT INCLUDED, I.E., LIGHTS - DON'T DO ANYTHING ABOUT LIGHTS UNTIL
PHASE II; KEEP ALL FACILITIES ON WEST SIDE OF SIRPO'RT; DON'T
WANT ANY MENTION OF T HANGARS; POSSIBILITY OF RELOCATING MR.
VAN ANTWERP SHOULD BE INCLUDED.
MR. VAN ANTWERP REPORTED THAT MOWING HAS NOW BEEN COMPLETED. AIRPORT
DRIVE WEST HAS BEEN GRADED. THE TENANTS ARE ALL CURRENT WITH THEIR RENT.
HE HAS TALKED TO FLORIDA DOT RE FUNDING FOR PAVING AIRPORT DRIVE WEST.
THEY WILL GO ALONG 50-50 BUT IT NEEDS TO BE INCLUDED~IN THE MASTER PLAN..
WE ALSO NEED TO COMPLETE THE 5-YEAR PLAN. THE FAA FORWARDED SOME DOCU-
MENTS TO MR. VAN ANTWERP RE CORE BORINGS. THESE DOCUMENTS HAV.E BEEN
TURNED OVER TO AN ENGINEER WHO WILL PROBABLY MAKE SOME RECOMMENDATIONS
THAT WILL BE BROUGHT BACK'TO THE NEXT MEETING.
TOUCH AND GO LANDINGS: MR. MASTELLER STATED THAT ORDINANCE NO. 0-79-6
RE: TOUCH AND GO LANDINGS IS NOT BEING PROPERLY ENFORCED. THERE WAS A
DISCUSSION RELATIVE TO HOW MANY ACTUAL TOUCH AND GO LANDINGS OCCURRED
AND HOW THE ORDINANCE COULD BE ENFORCED. MR. VAN ANTWERP ADVISED THAT
ALL FLIGHT SCHOOLS IN THE AREA WERE AWARE OF THE ORDINANCE AND THE
AIR MANUAL USED BY PILOTS ALSO CONTAINS NOTICE OF THE RESTRICTIONS.
PAVING WEST ACCESS ROAD: MR. VAN ANTWERP HAS TALKED TO THE TENANTS
ON THE WEST ACCESS ROAD RELATIVE TO PAVING. THEY FEEL THEY NEED TO
HAVE MORE INFORMATION AS TO WHAT THEIR OBLIGATION WOULD BE. THEY ALSO
FEEL THAT THE AIRPORT SURFACE SHOULD HAVE FIRST PRIORITY AND THEN
LIGHTING.
MOTION BY MR. PALUCH, SECONDED BY MR. COOPER, TO AUTHORIZE MR.
VAN ANTWERP TO ASK THE FLORIDA DEPARTMENT OF TRANSPORTATION TO
BUDGET $21,000. IN THE 5 YEAR PLAN FOR PAVING THE ACCESS ROAD ON THE
WEST SIDE OF THE AIRPORT TO THE EXTENT THAT IT EXISTS. CARRIED.
THE BOARD AGREED THAT THERE SHOULD BE NO LIMITATION OF TIME FOR
INDIVIDUALS WHO WISH TO SPEAK ON RELEVANT SUBJECTS. THE CHAIRMAN
CAN CONTROL IF NECESSARY. ALSO THE MEETING HELD IN SEPTEMBER WAS
UNUSUAL FOR iTS LENGTH AND THERE IS REALLY NO NEED TO SET A MEETING
DEADLINE.
MOTION BY MR. COOPER, SECONDED BY MR. PALUCH, TO PLACE "PUBLIC INPUT"
ON AGENDA BEFORE "OLD BUSINESS". CARRIED.
