PRESENT: KENNETH MEGUIN, ROGER COOPER, MICHAEL KENNEY, EARL MASTELLER, THEODORE AHNEMAN, CHAIRMAN ROBERT MORROW, EX-OFFICIO MEMBER JOHN VAN ANTWERP, COUNCILMAN PETER VALLONE. ABSENT: EDWARD PALUCH, RENE VAN DE VOORDE (BOTH EXCUSED). MINUTES: MR. MASTELLER STATED THAT ON PAGE 2 OF THE MINUTES OF NOVEMBER 24, 1987, UNDER "MANAGER'S REPORT", THERE WAS THE FOLLOWING STATEMENT: "RUNWAY SWEEPING HAS BEEN COMPLETED. HE WILL MONITOR AND SET UP SOME SORT OF REPETITIVE PROGRAM. HE HAS FILED THE 5-YEAR PLAN WITH DOT AND GAVE THEM A COPY OF THE AIRPORT MASTER PLAN AND EXTENDED A REQUEST FOR THE PAVING OF AIRPORT DRIVE WEST." MR. MASTELLER REMARKED THAT HIS RE- COLLECTION OF THE DISCUSSION ON THE 5 YEAR PLAN WAS ABOUT MAKING A GRANT REQUEST TO DOT CONCERNING PAVING OF THE WEST ACCESS ROAD. HE DOES NOT RECALL ANY DISCUSSION REGARDING GIVING A COPY OF THE MASTER PLAN TO ANYBODY. THERE IS NO OFFICIAL AIRPORT MASTER PLAN TO GIVE ANYBODY. HE WOULD LIKE TO DELETE THIS PORTION FROM THE MINUTES AND PUT ON THE AGENDA FOR LATER ON DISCUSSION AS TO WHAT AUTHORIZATION THE MANAGER HAS TO GIVE THAT PLAN TO ANYBODY. MR. VAN ANTWERP STATED THAT THE MINUTES ARE CORRECT. HE GAVE A COPY OF THE PAGE THAT SHOWS THE IMPROVEMENT PLAN. HE DISCUSSED THIS WITH THE MAYOR WHO AGREED THAT HE SHOULD PROCEED THAT WAY. THE ENTIRE PLAN WAS NOT GIVEN. THEY WERE SENT TABLE N0. 4'1 OF THE MASTER PLAN AND ALSO TABLE NO. 7-2. FOR DOT TO PARTICIPATE WITH US, THEY NEED TO KNOW WHAT OUR PLANS ARE. EVEN THOUGH WE HAVE INCOMPLETE PLANS WE STILL MUST MAKE AN APPLI- CATION AS ACCURATE AS POSSIBLE. ON PAGE 3 OF THE MINUTES OF NOVEMBER 24, IT SHOULD READ "CHAIRMAN MORROW", NOT "MR. COOPER", READ A LETTER FROM SCAN-AMERICAN FLIGHT TRAINING. MOTION BY MR. COOPER, SECONDED BY MR. MASTELLER, TO APPROVE THE MINUTES OF THE MEETINGS OF NOVEMBER 24 AND DECEMBER 7, 1987, COR- RECTING THE NAME ON PAGE 3 AND INDICATING THE TABLES SENT TO DOT. MOTION CARRIED. THERE WAS NO COMMENT FROM THE PUBLIC AT THIS TIME. AIRPORT MANAGER'S REPORT: MR. VAN ANTWERP STATED HE HAS NOT HEARD FROM MR. WALKER RE THE BORING ON RUNWAY 422. SPECIFICATIONS HAVE BEEN PREPARED FOR THE MAINTENANCE BUILDING AND THE TRACTOR, BOTH OF WHICH ARE BUDGETED ITEMS. THE CITY ~COUNCILHAS AGREED TO ADVERTISE THE SEWAGE PLANT FOR SALE. MR. MASTELLER STATED HE HAD TALKED TO MR. WALKER AND MADE IT CLEAR TO HIM THAT WE WERE INTERESTED IN A FIGURE OF APPROXIMATELY $2500. MR. WALKER IS TRYING TO PUT A PACKAGE TOGETHER AND MR. MASTELLER WILL CONTACT HIM AGAIN. THIS WILL BE AN AGENDA ITEM FOR NEXT MONTH. SPECIFICATIONS FOR BUILDING: MR. VAN ANTWERP TALKED TO THE BUILDING OFFICIAL ABOUT THE SPECIFI- CATIONS FOR THE MAINTENANCE BUILDING. THE BUILDING OFFICIAL HAD NO PROBLEM WITH IT. CHAIRMAN MORROW WAS OF THE OPINION THAT THE SPECS SHOULD BE SUBMITTED TO THE PLANNING AND ZONING COMMISSION FOR THEIR APPROVAL AND MR. VAN ANTWERP AGRE'ED TO DO SO IF THAT WAS THE WISH OF THE BOARD. MR. MASTELLER QUESTIONED THE LOCATION OF THE BUILDING ON THE EAST SIDE OF THE AIRPORT, STATING THIS IS CONTRARY TO THE MAYOR'S PLAN. CHAIRMAN MORROW REMARKED THAT SINCE THE GOLF COURSE FACILITY IS THERE AND NOTHING WILL BE DONE ON THE WEST SIDE FOR SEVERAL YEARS, THE BUILDING IS NEEDED NOW.ON THE EAST SIDE. MR. VAN ANTWERP POINTED OUT THAT AT BUDGET TIME WHEN THIS WAS DISCUSSED, NOBODY HAD ANY OBJECTION TO THE LOCATION. MR. MASTELLER VOLUNTEERED TO ATTEND THE PLANNING AND ZONING MEETING WHEN IT IS SUBMITTED. SPECIFICATIONS FOR TRACTOR: MR. VAN ANTWERP SUBMITTED SPECIFICATIONS FOR A TRACTOR. HE ADDED THAT HE HAS TALKED TO VARIOUS PEOPLE WHO HAVE STATED THE BEST WAY TO GO IS THROUGH STATE CONTRACT. HE HAS ATTEMPTED TO GET MORE IN- FORMATION, BUT HAS BEEN UNSUCCESSFUL DUE TO THE HOLIDAYS. HE WILL REPORT BACK ON THIS AT THE NEXT MEETING. HE THOUGHT IT MIGHT BE A GOOD IDEA TO GO THE SAME WAY WITH THE MOWER. WEED REMOVAL ON RUNWAYS: MR. MASTELLER STATED THAT HEN HE WAS MAKING AN INSPECTION AT THE AIRPORT, HE NOTICED THAT. THE WEEDS WERE EASILY KICKED UP. HE SUG- GESTED THAT INSTEAD OF SPENDING SO MUCH MONEY ON HERBICIDING PER- HAPS WE COULD USE PRISON LABOR. MR. VAN ANTWERP STATED THAT AS FAR AS HE KNOWS THE COUNTY HAS DISCONTINUED THAT PROGRAM, BUT WILL LOOK INTO. HE ADDED THAT IN WINTER TIME THE WEEDS ARE DEAD AND LOOSE, BUT BECOME FIRMLY ROOTED IN THE SUMMER. EVERYTHING HAS BEEN TRIED DURING THE YEARS AND HERBiCIDING IS THE BEST WAY TO GO. RUNWAY LIGHT WIRING: MR. MASTELLER STATED HE DOES NOT BELIEVE THE WIRING IS UP TO CODE AND MR. VAN ANTWERP SHOULD~i'EXPEND SOME MONEY TO MAKE REPAIRS AND BRING UP TO CODE. ALSO FIND OUT COST OF LIGHTING WIND T. MR. VAN ANTWERP EXPLAINED THAT MORE IS INVOLVED THAN POOR WIRING. THERE IS NOT SUF- FICIENT POWER TO PROPERLY LIGHT THE AIRPORT AND THE WIND T. THERE IS MORE TO IT THAN JUST RUNNING LINES. AN ENGINEER WOULD HAVE TO DO IT. - 2 - MOTION BY MR. KENNEY, SECONDED BY MR. MASTELLER, THAT MR. VAN ANTWERP LOOK INTO THE RE-HAB OF THE EXISTING LIGHTING SYSTEM WITH THE BUILDING OFICIAL AND RECOMMEND THE MONIES IT WOULD COST TO BRING UP TO PAR AND ALSO TO LIGHT THE WIND T. ROLL CALL VOTE: AYES: MR. MEGUIN MR. COOPER MR. MASTELLER MR. KENNEY MR. AHNEMAN CHAIRMAN MORROW NAYS: NONE MOTION CARRIED SYSTEM OF REVENUE COLLECTION: AT THE REQUEST OF MR. MASTELLER, MR. VAN ANTWERP EXPLAINED THERE ARE ONLY TWO OPERATORS INVOLVED WITH PARKING. RATES ARE SET BY THE CITY AND 50% OF THE FEES ARE COLLECTED. MONITORING OF THE NUMBER OF PLANES HAS NEVER BEEN DONE. GASOLINE SALES ARE PRETTY WELL MONITORED SINCE FEDERAL GOVERNMENT COLLECTS TAXES. OPERATORS ARE REQUIRED TO KEEP RECORDS AND PUMPS ARE CHECKED FOR ACCURACY. FUEL SALES ARE ONLY 2¢ PER GALLON. MR. VAN ANTWERP KEEPS A PERIODIC CHECK ON THINGS AND DID NOT THINK THERE WAS ANY PROBLEM. MR. MASTELLER DISTRIBUTED A SUMMARY FROM DENNIS L. SMITH, PAVING CON- TRACTOR, ESTIMATING COST TO MAKE IMPROVEMENTS AT AIRPORT, AND SINCE NO ONE HAS HAD A CHANCE TO BECOME FAMILIAR WITH THE CONTENTS,.HE REQUESTED THIS ITEM BE PLACED ON NEXT MONTH'S AGENDA. HE POINTED OUT THAT SLURRY SEAL IS CHEAPER THAN OVERLAY, BUT IF A CROWN IS DESIRED, BOTH METHODS WOULD REQUIRE EXTRA COSTS. MR. VAN ANTWERP STATED THAT WE WOULD NEED A CONSULTANT TO MONITOR THE WORK, WHICH WOULD NECESSI- TAT GOING THROUGH ANOTHER CONSULTANT SELECTION PROCESS. MR. MASTELLER WILL TRY TO GET MR. PERRY, CONTRACTOR'S REPRESENTATIVE, TO ATTEND THE NEXT MEETING. MR. BILL MARKHAM,/REMARKED THAT SLURRY SEAL, WIRING, CHECKING RUNWAY LIGHTS, WEED REMOVAL, ARE ALL CONSIDERED SAFETY MOVES. WOULD ALL THIS BE CONSIDERED AS EXPANSION TO THE AIRPORT? THE CONSENSUS OF THE BOARD WAS THAT THIS WAS GENERAL MAINTENANCE IN THE INTEREST OF SAFETY. IT WAS RECOMMENDED THAT THE CITY COUNCIL ACT ON APPOINTMENT OF A CHAIRMAN. MEETING ADJOURNED AT 5:34 P.M. ~ MEETING OF AIRPORT ADVISORY BOARD DECEMBER 29, 1987 - 4:00 P.M.
