MEMBERS MAY BE TN ATTENDANCE AT THIS MEETING. �� � � CJ CITY OF SEBASTIAN 75T" ANNIVERSARY COMMITTEE MINUTES �F FIRST MEETING THURSDAY, JANUARY 27, 2000 The Pledge of Allegiance was said. � City Manager, Terrence Moore, opened the meeting at 1p:Q7 a.m. Mr. Moore proceeded to give a presentation that included the development of this Committee by the Sebastian City Council. He explain�d where some funding will be coming from, and offered cooperation from the City. He also displayed a framed millennium certificate signed by President and Mrs. Clinton, designating Sebastian as a Millennium Cammunity, to have their events showcased nationally . He noted that we are the only community in Indian River County to have this designation, and it is displayed in City Hall. Mr. Moore then introduced Terry Hill, Public Works Director, as liaison for this Committee. � Mr. Hill gave a brief presentation. There was discussion of new City stationery with the millennium logo, and it was suggested ta include the i5t" Anniversary lag� on this stationery, There were many suggestions that included acquiring a Millennium Flag and a web site. There was discussion abou rranging a more informal seating plan instead of using the dais. NOMINATION OF OFFICERS: AI Davis nominated Ray Coniglio for Chairman. There were no other nominations and Ray Coniglio was elected Chairman. A voice vote was taken. 7— 0 nomination carried. Inez Fielding nominated Louise Kautenburg for Vice Chairman. Betsy Connelly nominated Julianne Barrett for Vice Chairman. MOTION by Davis/Osmundson I move the nominations be closed. A voice vote was taken. 7— 0 motion carried. Louise Kautenburg was elected Vice Chairman by a voice vote of 7 — 0. � �. DATES OF MEETINGS It was determined to set meetings for 8:30 a.m., on the second and faurth Tuesday of each month during 200D, beginning on February gtn This schedule may be changed as needed. (Ms. Barczyk asked for an excused absenc� for February 22, 2000.) (Ms. Connelly excused herself at 10:45 a.m. for a prior appointment.} Mr. Coniglio noted that there will be a Grand Opening party this Saturday evening between 6:00 and 9:00 p.m. at the old Opera House, with refreshments and entertainment, and extended an invitation to all Commi#tee members. There was discussion on formulating a mission statement. Mr. Barczyk (citizen and Councilman) commented that he thought the Council's intention in designating this Committee was to come up with a plan that would not necessarily end with the July 4t" celebration. He indicated tha# other events could be planned beyond July to bring the people of Sebastian together and attract visitors ta return. Discussion included N, web site and newspaper coverage; sponsors; various park sites for events; band for pre-fireworks time slot on July 4'h; light-up night and night time parade early in December; street party with dancing, etc.; health fair May 6th thraugh 12t" (Nurses Week); essay contest for all grades - theme of "Honor the Past, Imagine � the Future" (from the Millennium Certificate), with awards; contact with residents wha have resided in Sebastian for many years, and with the Historical Society, for bringing � y J � � � 75T" ANNIVERSARY COMMITTEE MINUTES OF FIRST MEETING OF JANUARY 27, 2000 information from the "Past" to be jained with projections for #he "Future"; slogan; Wayne Kroegel —ex officio member or aduisor; the use of scavenged red 8� white gingham fabric and the story behind it; date of County Anniversary event; parade on July 4t"; Dec. fi�h light-up parade on Indian River Drive incorparated with entertainment in (Riverview) Park; Historical Parade; High School band; inclusion of snow birds while they are in town; invitation to a Lion's Club meeting to discuss a July 4th motto that would fit in with 75tn Anniversary plans; acquisition of an aut af tawn band or drum & bugle corps; an official Sebastian birthday cake and cake baking contest; Heritage Day with old-time fun such as a three-legged race; a vendor magazine for reference provided by Jaann Osmundson; the idea of keeping the events as local as possible; Chamber of Cammerce dollars passibly available for certain events; publications listing Band Boosters and related infarmation; local vendors; lacal clubs and �rganizations; banners; tie-ins with other events; beard contest; light-up City Hall all year long -- "75 Years"; dedication of flag at Barber Street Sport Camplex with a time capsule buried at the base af the flag, involving the Scouts and elementary schools. Chmn. Coniglio suggested each member submit ideas on the above mentioned subjects including estimates on costs. A suggestian was made to contact other clubs and organizatians in S�:bastian for participation. * Chmn. Coniglio indicated that sub-committees may be needed at some time. There was discussion about approaching the County Realtor's Assaciation and the local builders for their participation. It was suggested that a list of organizations be made and divided between the Committee members to make contact. Another suggestion was ta periodically make a presentation to City Council to keep them informed on the Committee's progress. There was discussion an how to get the word out that this Committee is meeting and is open for public input. It was suggested that a publicity chairperson be designated. Several publicity outlets were discussed. It was suggested that a pancake feast cauld be a fund-raiser. Chmn. Coniglio commented that when this Committee comes up with a direction, then it could be determined wheth�r or nat a fund-raiser would be needed. There was a suggestion of making available cut-aut pelicans ta be purchased by merchants and placed on each side of the benches in the Park. The Secretary reminded all members to check the City Codes before getting into this type of endeavor. Ms. Osmundson noted that the Lion's Club meetings are the first and fourth Monday of each manth, from 5:30 to 7:3Q p.m. at the Sebastian Yacht Club. The subject of a theme or matto was again discussed. Also discussed was a tie-in of this Cammittee's objectives with a golf game put on by the Chamber. It was also suggested to include a"board" type display at the end of the July ,4tn fireworks display that would read "i5`h Anniversary". Chmn. Coniglio noted that the next meeting will be held on February 8, 2000, at 8:30 a.m. and will have two hours duration, if needed. The Chairman adjourned the meeting at 11:40 a.m. 4 (1 /2&/00 AB)
