MINUTES OF REGULAR MEETING
TUESDAY, FEBRUARY 8, 2000
Chmn. Coniglio called the meeting to order at 8:38 a.m.
The Pledge af Allegiance was said.

ANNOUNCEMENTS:

Chmn. Coniglio announced that the Press Journal newspaper indicated their desire to be
involved with events of this Committee, and Debbie Vickers wauld be their contact. He
also noted that the owner of Hermana's, Restaurant, Liz Caldwell, would atso like to be
involved.
Adrina Davis announced that the Sebastian Homeowners Association indicated a desire
for a representative from this Committee ta speak at their April Homeowners meeting.
He also gave information on ather groups that he has been in contac# with such as the
General Federatian of Women's Club (Sebastian Junior Wamen's Glub) who meet on
the 2"d Monday of the manth at 7:30 p.m. He noted that he would like to approach the
Narth County Republican Club which meets on the 3'd Friday of the month.
It was determined at this point that member's phone numbers and e-mail addresses
would be added to the membership list.
(Time was taken for members to ch�ck the minutes of the previous meeting.)
Terry Hill announced that Ruth Stanbridge of the Indian River County Cammissian would
like to be contacted abaut her committee. They would have some interest in the
Sebastian Anniversary Committee activities.

I make a motion that we accept the minutes of the 1/27.
A voice vote was #aken. 6— 0 motion carried.
OLD BUSINESS:
A. Discuss ideas provided by each member.
Joann Osmundson read her suggestion for a mission statement for this Committee. A
capy of this proposal will be distribu#ed to all Committee members at the next meeting.
There was discussion of this issue.
Betsy Connelly presented her ideas to the members, and distributed a written summary
of her suggestions. Among her suggestions: flags; license plates; refrigerator magnets;
buttons; lapel pins for both sexes, mandatory for all City staff, available to others for a
nominal donation; ball caps fc�r city workers; bumper s#ickers; lamp post decorations,
. vinyl signs or banner underneath the lamp posts on Indian River Drive; City stationery,
pens, pencils; web page; commemorative wall hanging from a Fourth of July of a couple
years ago — are they still available and can more be obtained; develop a research team
to find resources — books, pictures, old photos of known lacatians in Sebastian for
example, historic sites and where they are; Sebastian Inlet; McLarty Museum; the Ais
Indians; the shipwreck of 1519, etc.; the Sebastian Trailer Park recently acquired by the
City, used to be a Coast Guard sub-station in the 40's or 50's; Pelican Island historical
site; display case at City Hall or elsewhere for memorabilia, photos, stories, etc.. She
also submitted same slogans.
There was discussion about T-shirts and other items with slogans.
Chmn. Caniglio spoke of an artist who suggested a poster collage of places and items
from the City — the riverwalk with the lights, and oth�r prominent buildings of the area,
etc. He also suggested obtaining prices for banners for the light poles, and possibly a
banner on the side of th� Historical Saciety building.
Inez Fielding suggested that a special event or attraction be planned for the City Hall
location. She also noted that on March 25'", in Vero Beach, an Indian River County
diamond jubilee celebration will be held -- 75th Anniversary.
Terry Hill indicated that new City stationery will be nrdered incorporating several ideas
expressing this Anniversary.
� There was discussion of a street dance and parade; art show with local vendors and
foad, in conjunction with a fund raising activity.

The question was asked if sub-cammittees could be form�d ta cov�r various 15SU�5
being discussed. It was suggested that all members would be an their honor to not
discuss issues that may go before this Committee for vo#e, in accordance with th�
Sunshine Law,

meet for any project, notice must be posted, and minutes of such meeting
must be kept and recorded at #he next meeting.)
There was discussion of Holiday lighting and decarations along Indian River Drive and
Riverview Park. Chmn. Coniglio suggested that various groups around the City might
each take a section of the Park and decorate their section for the December Ho�iday,
and tie it in wi#h the 75�" Anniversary. He clarified that with each group being
responsible far their "section", the cost would not be carried by the City.
It was suggested that a cancert or event be held at #he Barber Street Sports Complex.
There was much discussion of utilizing the Sebastian River High Sch�ol Band and Drum
Corp.
� More discussion took place an providing memorabilia (T-shirts, mugs, magnets, etc.) for
sale. It was noted that this 75`h Anniversary is a one-time event far Sebastian.
A brain-storming session taak place to determine some logos or slogans.
It was determined ta use the City lago in combination with the 75�" Anniversary, the year
2QQD, and the term "millenium".
Betsy Connelly volunteered to develap some example logos for shirts, obtain pricing,
and present this informatian at the next meeting.

Happy Birthday, Sebastian, 1925 - 2000; Certified Old Grouch; Happy 75`h; Sebastian,
Diamond Jubilse, 1925 — 200p; Proud To Be A Grouch; Sebastian, Unfound Shan-Gri-
La.
Joann Osmundson gave information abaut a birthday cake on July 4�" for the City. She
also noted that th� motto for #his year is "Past and Present". She also nated that the rain
date for this activity is December 6, 2000.
Mr. Coniglio commented that #he Chamber would like to have a concert in the hours
before the fireworks.
There was discussion on possible outlets to handle the sal� of the shirts, etc. There was
� also discussion on forming a sub-committee to handle the marketing and sale of the
shir#s.

The suggestion was made to develop three (3) models of T-shirt artistry, track the sales,
and when re-ordering, possibly drop any model that does not sell well.
At this point, a process of elimination took place to narrow the selection of logos.
Betsy listed the four (4) preliminary selections of the Committee:
1. Sebastian, Unfound Shangri-La
Z. Sebastian, 6 Old Grouches, Love it ar Lave it
3. "C�Rified Grouch"
4. HappY 75`h

Chmn. Coniglia suggested discussing the subject af a"Time Capsule", as previously
mentioned. Contents, material for a container, and placement were discussed.
The essay contest was mentioned, as well as a possible involvement of Disney. It was
suggested that a theme should be established for each level of school groups and
Chmn. Coniglio volunte�red to check into this.
� Joann suggested a subject topic of "what the school children think Sebastian would be
like in seventy-five (75) years". Betsy noted tha# the "Turtle Walks" sponsored by Disney
could possibly be an award for an essay contest. Essay contest judging was discussed.
There was consensus from all Committee members to proceed with the essay contest.
The time capsule was discussed again. Involvement of the High Schaol Band was
discussed. It was determined that Chmn. Coniglio should approach the proper High
School official to determine the extent of their involvement with Committee events.
A street party away from Riverview Park was discussed, possibly between Hurricane
Harbor and Captain Hiram's, or in the Wal Mart or K Mart parking Iots.
The question of whether the City of Sebastian has liability insuranc� for a special event
such as discussed above. This topic will be checked.
Joann again suggested drawing up a proclamation for the newspaper so that everyone
will know that this Committee is arganized and trying to get events lined up.
The subject of an Easter Egg Hunt was introduced.
Chmn. Coniglio summarized duties as follows:
1. Three (3) members will take care of getting prices for T-shirts, hats, banners,
and flags, etc.

2. Chmn. Coniglio will approach Disney in regards to the essay contest to set up
some guidelines. And he will check into costs for a time capsule. He will check
with Dr. Jones about having a Band concert before the end of this school year.
3. Betsy will work on a design to incarporate the 75th Anniversary lago into the
existing City of Sebastian logo for this Committee's use.
4. Julianne will get prices on T-shirts, both in black and white, and with color.
The subject of a City "float" in the July 4t" parade was discussed. Mr. Hill agreed to
check inta this.
It was noted that the next meeting will be held on February 22, 2000, at 8:30 a.m.
It was suggested that a calendar of events be established designating certain dates for
certain functions. Joann also mentioned the "Old Fashioned Day" with red 8� white
gingham. Chmn. Coniglio suggested that this could be tied in with the Pelican Island
Anniversary with a characterization and period clothing, and open it up to all residents.
There was further discussion of events, dates, and obtaining volunteers.
Chmn. Coniglio adjourned the meeting at 10:30 a.m.
