The Pledge of Allegiance was said. ROLI. Raymond Coniglio Chmn. Coniglio announced that JoAnn Osmundsnn has resigned this Committee because of health conditions. - The Secretary noted that Jayne Barczyk(a) has an excused absence. APPROVAL. OF MINUT�S: (9/12/00) MOTION by Kautenburg/F'ielding I move that the minutes be accepted as submitted. A voice vote was taken. 6— 0, motion carried. NEW BUSINESS: JoAnn Osmundson's resignation was informally accepted. LD BUSIN�SS. PROJECT R�PORT5: 1. Health Fair — Inez Fielding reported that the Health Fair will be held at the Council on Aging/Seniar Center on Davis Street on Thursday, November 9, 2000, from 8:00 to 11:00 am. She noted that there will blood pressure checks, and the 75tn Anniversary Committee will be present to sell T-shirts and denim caps, to accept danations, and to take orders for the paver bricks far the clock tower. Louise K. volunteered to assist. Chmn. Coniglio agreed to provide everything need�d ta set up. C� i5r" ANNIV�RSARY COMMITTE� • MINUTES OF REGULAR MEETING OF OCTOBER 17, 2000 � 2. Essay Contest — The Secretary nated that Jayne Barczyk submitt�d a written report on the �ssay Cantest. This report indicated that the Human Resources Director, Rich Samolewicz, will print certificates for awards, one type for all entrants, and a different type for the top winn�rs, all signed by the City Manager and the Mayor. She indicated invitations will be provided for attendance at the Dec. 17 Time Capsule dedication. She also noted that Randy will supply medals and neck ribbons for $3.00 each, and will need a 3 week notice far the order. She mentioned a"Sebastian release form" for parents/guardians to sign for student names to be printed in the newspaper. 3. Time Capsule — Chmn. Coniglio reported that he obtained one quote, which he passed on to Nancy Veidt. Nancy nated that a classroom size — 4" x 24" (for 30 peopl�) would cost $G9.95, and an organizational size — 6" x 24" would cost approximately $99.00, and another campany that can furnish a classroom size for $70.00, and organizational size for $99.00, but she did not have company names for eith�r one. Chmn. Coniglio noted that they would b� handled by Wilkins Bros., but he would g�t th� manufacturers names. This was discussed and noted that it needs to be clarified if there are three winners from each classroom ar from each arade I�vel. Tut Connelly of Sebastian commented that his understanding was that each classroom was to have three winners. � There was more discussion, and there seemed to be some confusian as to what definition is to be applied to the words "class" and "grade". This issue will be clarified at the next meeting when Jayne Barczyk is present. It will be determined how many medals will need to be purchased. There was also some question about how the cost of the medals will be funded. Th�re was discussion about what items will be inserted in the time capsule along with the winning essays. Suggestions were - photographs, coins and a newspaper. (It w�s also noted that lead time for ordering the time capsule needs to be investigated.) Chmn. Coniglio pointed out that preparation of the encapsulated documents is very important for pr�servation, and Ruth Stanbridge will provide that information. Nancy not�d that she understands that the company that pravides the capsule also includes a kit with instructions for preserving documents. Betsy suggested having a raffle far Sebastian Business owners as a fund raiser, to get th�ir business card or photograph encapsulated. Chmn. Coniglia noted that he has asked the City to commission a photograph on 12/16/00 and invite the community to come to the park at a designated spot and b� in the photo. Capsule burial site was discussed. There was a motion made by Charles Cardinale to bury it near the Kroegel Statue at Riverview Park, but after some discussion, the motion and second by Louise K. were withdrawn. Discussion included the issue that the site � needs to be on City owned property that will most likely remain City owned for the next 1pQ y�ars. C� Sal Neglia was pres�nt and suggested that when the City has the charett� group for recommendations on the CR 512 corridor, US 1, and the riverfront, they may have a suggestion for the location of the Clock Tower and the Time Capsule. He also asked if the baat ramp will still be clased since there will be no parade. 4. Parade — Chmn. Coniglio commented that since JoAnn Osmundson has resigned from the Committee, and Wayne Kroegel has gone to Arizona until November, and there are difficulties with closing streets and evening hours, he suggested that plans for a parade should be abandoned. MOTION by BarrettlKautenburg I'll mak� � motion that we dispense with th� parade. Discussion: VC Kautenburg commented that since the Committee does not have JoAnn's parade planning expertise to do a parade well, that sh� would rather not have a parade that is done poorly. Banners — Terry Hill noted that some of the banners were taken down because of high winds, and it is planned to redesign the bottom bar for stability. Nancy and Julianne discussed the billing far banner printing and Julianne will look into it. Terry agre�d to get the banners back up in a week or so (asap). In response to a questian fram Julianne, Terry noted that the top of the bann�rs is different from the bnttom, which is why the top mounting bars may not fit on the bottom. He will laok into it. Terry responded to Sal Neglia's qusstion about the boat ramp by comm�nting that his understanding is that the baat ramp is being closed during the December event because of parking. Betsty Cannelly asked what other choices there are far burial of the time capsule besides the riverfront city-owned properties. There was discussian about an identifying marker for the site. MOTION by Connelly/Barrett I make a motion that we come up with a way to permanently identify the spot where the time capsule will be buried. D15CU5510C1: B@tSy suggested that provisians should be made for moving the time capsule if City Hall praperty gets sold, and VC Kautenburg commented that it probably � gets addressed at the time that a sale would take place. Louise also doubted that this site would ever change from municipal ownership. Julianne noted that it is already r�gistered as an historical building. Coniglio - yes Nancy V. noted that th�re have been eight (8) applications returned for the Art Show, and there needs to be twenty (20) applicants ta break even. She noted that Lisanne Monier does nat seem ta think this is a problem, but the City is reluctant ta move ahead and plan on the event until there is at least enough money to cover the prize money. So, until tw�nty (20) applications are received, final approval of this Art Show is reserved. Chmn. Coniglio reported that there are six (6) food vendors whp are sending checks for $100.00 each. There was same question about the procedure for vendors. Alice Russell with the Sebastian River Art Club was present to speak of their art show at Riverview Park on December 16`", and asked that their group not be squeezed out af the Park when the Anniversary Committee sets up their event. She noted that the SR Art Club usually utilizes the walkway along US 1 and the center walkway up to the restrooms. Chmn. Ms. Russell then noted that they have also invited the High School Art students to take part in their show. She also noted that there will be Christmas decor fn the Park at that time that may take up some space. Ms. Russell asked if this Committee wauld like their Club to be present on Sunday, Dec�mber 1 i�", and th� Chairman responded yes. As a last comment, Ms. Russell informed the Committee that the Sebastian River Art Club is donating $5p0.00 to the City for the Clock Tower. This news was very well received! Ms. Russell will be attending future Committee meetings to keep informed on the December plans. Chmn. Coniglio mentioned the issue of entertainment, and noted that Liz Caldwell from Hermana's Restaurant, has offered ta chair and line up entertainm�nt with local talent such as Country Cloggers and Finesse Dance Troupe, along with professional groups that may volunteer their services. VC Kautenburg suggested that Ms. Caldwell be invit�d ta give a presentation at the next meeting. The Chairman suggested that City Council could be asked to provide funds for som� paid entertainment. MOTION by Kautenburg/Connelly i mave that this Committee accept the assistance of Liz Caldwell in a volunteer Mposition to arrange for entertainment for the street party on December 1��n A voice vate was taken. 6— Q, motion carried. 7. Clock Tawer and Paver Brick Program Chmn. Coniglio comm�nted that City Council is deliberating on the locations recommended by this Committee for placement of the Clock Tower. There was discussion on this issu� and the recommended sites were reviewed. The Chairman then suggested anather spot — across CR 512 from Riverview Park, in the cent�r of the block, where there are shrubs and a sidewalk, on the sauth side of the old CAV Cor property that is presently used for parking. He noted that there are no trees ta intertere with the clock face and the site is wide open far easy viewing from the river, th� Park, US 1, etc. Terry Hill agreed that this new site would be a good addition to the other four sites, and would need less preparation. There was discussion about the order farms for the paver bricks and possibly an opinion form for site choice. A break was taken from 4:20 to 4:30 pm for Nancy to download the order form for review. All members pr�viously present returned after the break and the meeting resumed to � discuss the order form for the paver bricks. • 75r" ANNIVERSARY COMMITTEE � MINUTES OF REGULAR M��TING OF OCTOBER 17, 2000 • It was agreed to remove th� information about Mastercard and Visa, and cash, check or money order will be the only form of payment. There was added discussion about getting this form into the Newspa�er and the City Manager's newsletter for mail-in ord�rs. It was agreed ta add "75t Anniversary° at the top of the form; the donation amount would be $35.00; add "Cash donatian accepted at Finance Department"; make checks payable to: "City of Sebastian", at 1225 Main Street. There was discussion about who wauld carry on this project after the Anniversary Committee disbands. Nancy volunteered ta check on this issue. Louise K. also volunteered, and Chmn. Coniglio pressed for a City emplayee and Department to handle this job. Remove the line that reads —"For more information contact:" MOTION by Kautenburg/Barrett i move that th� Committ�e authorize the immediate action ta print order forms and begin taking arders for the Paver Block program. A voice vote was taken. 6— 0, motion carried. Julianne B. agreed to ch�ck into acquiring a sample of the paver brick. Nancy commented that as saon as the City Attorney checks the form and gives his � approval, she will print and prepare a supply of them. � Betsy volunt�ered to attempt to superimpose a picture of th� miniature clock sample onto photas pf the four or so sites that have been discussed to provide a visual example. Terry Hill recommend�d that Betsy include a photo af the latest site suggested by Chmn. Coniglio. He also recommended that all Committee members ga by and check this site. CHAIRMAN MATTERS: None MEMBERS MATTERS: None STAFF MATTERS: Terry Hill noted that City Council appraved closing Indian River Drive from Harrison St. south past Good Guys praperty. He noted that it should be closed from Harrison to Coolidge and half af Fellsmere Road. He clarified that the Art Show exhibitors and vendors will set up on Indian River Drive from Coolidge south.
